On my trips to Peru and, just recent, to Chile during our summer and their winter, I noticed that they do not bother with the indoor heating. Layer up and exist! No different than being at my grandparents farm during the winter months, when I was growing up.

I agree in milder climates, most housing has no central heating because people can layer up for the brief periods of cold they face.
For example, people in north Africa during winter, face cold nights but warm 10 C (50 F) days.
Building their homes wih thick stone/cement walls bridges the daily warm to cold swings they face.
In addition, there is no cheap heating sources available locally.In more extreme climates like Saskatchewan, you need a source of heat in order to survive, because of the extended winter, with cold days and cold nights.
My Father grew up on the pararies and his chore was attending to the furance, day and night, 7 days a week.
