​ David Hughes, Johns Hopkins Early Bioterrorism Scenarios​ – Tracing the Origins of “Biosecurity”
​By now it is well known that “Covid-19” was preceded by two decades of planning exercises around “pandemic preparedness,” which are more accurately described as war games (Kennedy Jr., 2021, p. 382; Hughes, 2024, pp. 227-228).
​ Less well appreciated is the pivotal role of a group of scholars at the Johns Hopkins Bloomberg School of Public Health in getting those exercises off the ground, not as “pandemic preparedness” exercises, but as fictional bioterrorism scenarios.
