So, the Ukraine Minerals Deal.
Looks pretty straightforward. We paid our own Military Industrial Complex a shit-ton of untraceable money to blow itself up by attacking massively bigger adversary who we wanted to cause trouble for anyway, and then bought up the wreckage for pennies on the dollar. We’ll now pay our own Military Industrial Complex another shit-ton of money rebuilding the war zone in our own image until it has recovered well enough to do the whole damned dance macabre all over again. Check, check, and check. All check-boxes accounted for.

All radioactive materials and nuclear reactions emit neutrinos. Beamformable arrays of neutrino detectors, while useful for astronomy and physics research also can be used to locate nuclear submarines and their warheads. Enough big arrays in the right places and one can locate them fairly accurately. All the major powers and some of the secondary ones have these capabilities to a greater or lessor extent.
Beamformable neutrino emitters have some interesting properties. Send a sufficiently strong/large beam of neutrinos into a nuclear reactor and the reaction stops. One can also disable nuclear warheads with beams of neutrinos. Again, ALL the major powers and probably some of the secondary ones are aware of this.

My military career was colorful and short, but on a few other occasions I had a bunch of people working for me under similar circumstances (i.e. self-serving incompetent posers and dolts in the food chain above me, and more or less willing & talented people working in the ranks below.)
My success formula was simple. I told the people working under my direction, explicitly and often, that anyone who did a good job would get the credit for it personally, by name, every time and that I would keep the higher-ups from screwing with them by blocking bullshit and absorbing the blame for any mistakes. My job was to protect them so that they could do their jobs and their job was to make great products that made me look like a brilliant manager, and it worked great every time. I absorbed a lot of bullshit and got severely punished many times, but the products coming out of my department made me look like a fucking genius, so my idiot bosses thought that I was too valuable to fire.@tdk
