Actually, no one wants to solve the problem at all, which takes seconds. Have State-Run clinic care for very basic things. That’s legal and possible today. It would cover, say, antibiotics and broken bones, but not cancer. It’s public health but only on the cheap side. People would support this and it would work, buying real or catastrophic insurance for the back end risks. They do not WANT it fixed, therefore. They WANT it broken.
