I think that the hypothetical Ukrainian strategy you suggested would be plausible except for the fact that the Ukrainians placed themselves in a “cauldron” situation.

Shapiro was just one more palm to grease (among many) but you can see how embarrassing it is for him to be caught up in the scandal, because EVERYONE KNEW that that the boyfriend did the crime and that it was good old fashioned pay-offs that made the crime go away. I think “lurid scandal” is the terminology used to describe cases like that, and the Ellen Greenberg murder is right up there with the biggest of them.
Shapiro might still wind up in the political wood-chipper for his role in the cover up of a murder most foul.

That realization works both ways as in how in the hell did 98% of midshipmen gain entry, Congressional appointments when the Plebe with the highest ever Whole Man score was seen by the Admissions Committee as an alternate, an afterthought.
The accolades and opportunities arise not quite as often as threats to life, limb and career. Hiwever Imagine QB1, early admission to medical school, Rhodes scholar candidacy, Trident scholar and 4.0 in Chem all arrive at the same time on the same shoulders. And imagine that guy knows how to drive a ship better than the rest and knows how to fight where Mids are required, in P.E. judo, boxing, wrestling, hand to hand combat. Where the same guy is found to be the apt pupil of perhaps the best fighter Navy ever hired, Ed Peery 3-time NCAA wrestling champion at Pitt. The more skillful turn professors and military officials you never met against you. I suppose the Academy’s mission was to create a process to sift through the talent in an effort to determine who can handle ‘Command- and an ‘Admiral’s office with grace, aplomb and responsibility
