EXECUTIVE ORDER
February 15, 2025
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Purpose and Policy. Some school districts and universities continue to coerce children and young adults into taking the COVID-19 vaccine by conditioning their education on it, and others may re-implement such mandates. Parents and young adults should be empowered with accurate data regarding the remote risks of serious illness associated with COVID-19 for children and young adults, as well as how those risks can be mitigated through various measures, and left free to make their own decisions accordingly. Given the incredibly low risk of serious COVID-19 illness for children and young adults, threatening to shut them out of an education is an intolerable infringement on personal freedom. Such mandates usurp parental authority and burden students of many faiths.
It is the policy of my Administration that discretionary Federal funds should not be used to directly or indirectly support or subsidize an educational service agency, State educational agency, local educational agency, elementary school, secondary school, or institution of higher education that requires students to have received a COVID-19 vaccination to attend any in-person education program.

Sec. 2. Definitions. For the purposes of this order:
(a) The term “educational service agency” has the meaning given in 20 U.S.C. 1401(5).
(b) The term “elementary school” has the meaning given in 34 C.F.R. 77.1(c).
(c) The term “institution of higher education” has the meaning given in 20 U.S.C. 1001(a).
(d) The term “local educational agency” has the meaning given in 34 C.F.R. 77.1(c).
(e) The term “secondary school” has the meaning given in 34 C.F.R. 77.1(c).
(f) The term “State educational agency” has the meaning given in 34 C.F.R. 77.1(c).

Sec. 3. Ending COVID-19 Vaccine Mandate Coercion. (a) The Secretary of Education shall as soon as practicable issue guidelines to elementary schools, local educational agencies, State educational agencies, secondary schools, and institutions of higher education regarding those entities’ legal obligations with respect to parental authority, religious freedom, disability accommodations, and equal protection under law, as relevant to coercive COVID-19 school mandates.
(b) Within 90 days of the date of this order, the Secretary of Education, in consultation with the Secretary of Health and Human Services, shall provide to the President, through the Assistant to the President for Domestic Policy, a plan to end coercive COVID-19 school mandates, consistent with applicable law, and including, as appropriate, any proposed legislation. Such plan shall also include:
(i) a list of discretionary Federal grants and contracts provided to elementary schools, local educational agencies, State educational agencies, secondary schools, and institutions of higher education that are non-compliant with the guidelines issued pursuant to subsection (a) of this section; and
(ii) each executive department or agency’s process for, to the maximum extent consistent with applicable law, preventing Federal funds from being provided to, and rescinding Federal funds from, elementary schools, local educational agencies, State educational agencies, secondary schools, and institutions of higher education that are non-compliant with the guidelines issued pursuant to subsection (a) of this section.

Sec. 4. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department or agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

U.S. Vice President J.D. Vance delivered a rebuke on immigration and alleged censorship to a shocked Munich Security Conference.
“A New Sheriff in Town”
When Vance took the stage in Munich, most people were expecting him to hold forth on the topics that had animated the huddles and discussions around the venue leading up to his speech: European defense spending and the fate of Ukraine.
But those subjects only got a passing sentence each. Instead, Vance spent the bulk of his 20 minutes on stage criticizing what he characterized as a European retreat from the West’s “shared democratic values” driven by excessive censorship of free speech.
“The Cold War positioned defenders of democracy against much more tyrannical forces on this continent. Consider the side in that fight that censored dissidents, that closed churches, that canceled elections—were they the good guys? Certainly not, and thank God they lost,” Vance said.
​ “Unfortunately, when I look at Europe today, it’s sometimes not so clear what happened to some of the Cold War’s winners,” he added, before rattling off a list of examples aimed at illustrating his point: European Union officials’ threats to shut down social media “the moment they spot what they’ve judged to be ‘hateful’ content,” Germany’s raids on people posting misogynistic speech online, Sweden’s jailing of an activist who burned the Quran in public, and “safe access zones” around abortion clinics established in the United Kingdom.
​ For Europeans and others watching, Vance had a MAGA message: “In Washington, there is a new sheriff in town, and under [U.S. President] Donald Trump’s leadership, we may disagree with your views, but we will fight to defend your right to offer it in the public square,” he said, to scattered and hesitant applause—one of the few times he got any.
​ “Utterly, utterly frightening.” Several times in his speech, Vance singled out Romania, which late last year annulled its elections due to alleged Russian interference uncovered by Romania’s security services and is scheduled to hold them again. “You can believe it’s wrong for Russia to buy social media advertisements to influence your elections—we certainly do—you can condemn it on the world stage, even. But if your democracy can be destroyed with a few hundred thousand dollars of digital advertising from a foreign country, then it wasn’t very strong to begin with,” he said.
​ The U.S. vice president also spoke at length about the alleged threat posed by immigration, a major right-wing talking point on both sides of the Atlantic that he described as the most “urgent” challenge the nations represented in Munich face. “In England, they voted for Brexit—agree or disagree, they voted for it,” he said. “And more and more all over Europe, they’re voting for political leaders who promise to put an end to out-of-control migration.”
​ Most of the speech was met with stunned silence. “Gobsmacked” was a word used repeatedly in the aftermath, and SitRep overheard one attendee walking out of the Bayerischer Hof describe the speech as “utterly, utterly frightening.”
​ One senior European official, who spoke to SitRep on the condition of anonymity, said Vance “did something whilst being in Germany that Germans are pretty good at: Teaching lessons to others.”
​ Another official had far stronger words. “It was total bullshit. We don’t know what planet he is on,” the official said. “At least when we met Keith Kellogg, we could talk geopolitics,” they added, referring to Trump’s special envoy for Russia and Ukraine. “With Vance, we can’t even agree what a democracy is.”
​ Whither Europe? While Vance told Europe early on in his speech that “we are on the same team,” the more lasting impression appears to have been left by his final words: “Good luck to all of you, God bless you.”

​..Let me remind you that it was precisely the leaders of EU countries—German Chancellor Angela Merkel and French President François Hollande—who not long ago openly admitted that they never actually intended to implement the Minsk agreements, despite previously assuring the world otherwise. Their official position now is that the Minsk agreements were merely an attempt to rearm Kyiv and “buy it time.”
​ In other words, they pretended to be working in good faith on the Ukrainian issue while actually engaging in a harmful charade.
​ The problem is not just that they lied—everyone is used to that by now. The real issue is that they betrayed Europe’s interests, and this betrayal is one of the causes of the current tragedy.
​ The Minsk agreements became part of international law through their approval by the UN Security Council. This means they were legally binding.
Both Hollande and Merkel, as well as Italy’s leadership, knew this perfectly well then and understand it today. By violating international law—something they now openly admit—EU leaders became key accomplices in the catastrophe that unfolded in Ukraine. As a direct result of their actions, Europe now faces an armed conflict on its own continent. Had the Minsk agreements been implemented, Ukraine would have been saved, and at the same time, the current dire situation of EU citizens—whose well-being has significantly declined due to their leaders’ misguided, and at times outright criminal, decisions—would have been alleviated.
​ Looking even deeper, this was not only a personal betrayal by these leaders but also a reflection of the complete loss of independence in conducting a “sovereign” foreign policy. The European Union, as an integration bloc, and nearly all of its member states have become an extension of NATO, obediently following Washington’s directives. In this regard, the situation surrounding the sabotage and “investigations” of the Nord Streams is more than revealing.
​ Further confirming this is the vague comment from NATO Secretary General Mark Rutte about whether Putin’s phone call with Trump constitutes a “betrayal of Ukraine” by the West or not. Both the question and the answer are meaningless.
