They don’t do this for their amusement–legal language has force. They would attach to all Ukrainian assets within Russian or cooperative jurisdictions, and/or claim that IMF/other funds due Ukraine must be re-routed, and/or use it to offset spurious claims from Ukraine on Russia. Ukraine has always been a deadbeat–Russia never extended credit on their pretty face.
Libya has 3 governments: the former, duly-elected one (and Constitutional one, as they are in Tripoli), the replacement, western-backed one, and a 3rd “Unity” government that has no real legitimacy by either side or the people. But if the EU can pretend there is a government, then they can pretend to give them money to pretend to fight ISIS, who somehow swam there from Syria, and pretend to stop the refugees the way Turkey does. See how helpful they are? I’m quite sure all this pretending will fix everything if we do enough of it.
