Well, functionally it IS the same thing. If I demonstrate that I can burn down your house anytime I like, by setting fire to a small piece of it and going no further, and there’s nothing at all you can do about it then effectively your house is too dangerous to inhabit. The Mafia have their own, very persuasive, flavour of this, where they might just break your leg with the full understanding on all sides that although they didn’t kill you today, they very well might at a future time of their choosing if you transgress again. So don’t.
A US military base in which 90% of the buildings (other than the very, very important radar installations which give the place its raison d’etre, of course) are still standing is functionally useless, and hence ‘Erased’, if anyone who bunks down there for the night is aware that the building they’re in might be a crater in the morning.
Now, if you want to argue that the US does have a means of protecting these bases – where is it? Did they forget to deploy it while these facilities were being crippled? War has changed fundamentally over the past few years, and the US bases are a legacy of the past – as exposed, vulnerable, expensive and militarily useless as a cavalry regiment on the modern field of battle.
