I have shattered my scapula into 7 pieces broken my right arm on 4 occasions, put a nail gun nail through my thumb joint, broken 2 bones in my hand, torn plenty of ligaments too. I have been a seriou mother fucker with a background of dance, martial arts and heavy landscaping and tree work. Post surgery recovery worked so much better through learning to tame my pain response.

There is agriculture without cities or writing. There are no cities or writing without a complex system of irrigation, which emerges from having enough of a bureaucracy to administer it.
Try running a nationwide cellular network without bureaucracy. Put your own hubcaps up on telephone poles and whatnot – get something going.
So yeah.
But the guy entrusted with the entire granary starts giving it away, maybe first on a generous impulse – hey, there’s so MUCH stored up here! – but eventually he learns he gets favors, better treatment, makes “friends.” Essentially embezzlement, just not in coin, but in benefits.
So he develops methods of hiding what he’s doing and methods of expanding what he’s doing to increase his benefits. Maybe he has scruples and gets bumped off, replaced by someone with less scruples. It becomes easy to find ways to skim the actual grain or money from the operation.
And eventually the expansion of programs to expand the grift necessitates establishing dominance over things that are better done by someone else. And to maintain that dominance and money/influence/benefits flow, you have to shut down competitors – people will naturally choose a real service over your fake grifting service. Not just better done, but ACTUALLY done by someone else would be obviously better.
Soon you’ve got all these reports of lots of things being done and their costs but things keep getting worse and mysteriously, you get no value out of your spending when, looking at the dollar value, you could literally have streets paved in gold (a year or so ago, I calculated the square-footage cost to install gold leaf, the square footage of Phoenix’s road system, and found that a single govt program in Phoenix COULD completely cover every street and road in gold leaf for the same or less $)
It’s as stupid to complain that there IS a bureaucracy as it would be for an AI to complain “It’s all just switches deciding between 1 and 0!!! Aggghhhh!!”
