From 1790–1962, the United States pursued high tariff policies under a program known as the American System.
It was created by George Washington’s secretary of the Treasury, Alexander Hamilton, who drafted a report to Congress called the Report on Manufactures presented in 1791. Hamilton proposed that in order to have a strong country, America needed a strong manufacturing base with jobs that taught skills and offered income security. To achieve this, Hamilton proposed subsidies to U.S. businesses so they could compete successfully against more established U.K. and European businesses.
These subsidies might include grants of government land or rights of way, purchase orders from the government itself or outright payments. This was a mercantilist system that encouraged a trade surplus and the accumulation of gold reserves.
Hamilton’s plan was later proposed on a broader scale by Kentucky Sen. Henry Clay. This new plan began with the Tariff of 1816. Later on, Abraham Lincoln adopted the American System as his platform in the election of 1860, and it became a bedrock principle of the new Republican Party.
It was affirmed by William McKinley at the end of the 19th century and by Dwight Eisenhower in the 1950s. The 19th and early 20th centuries were a heyday of the American System. This period was characterized by enormous economic growth and population expansion by the U.S.
The American System was also accompanied mostly by low inflation or even deflation (which increases the purchasing power of everyday citizens) despite occasional financial panics and some inflation during the Civil War.

When the Mongols came through Mesopotamia, they damaged the physical irrigation infrastructure, but more importantly, they absolutely slaughtered the population – the persistent Bureaucratic culture was wiped out. Since the Mongols, Mesopotamia did not recover its population levels until the 20th century! It took oil and the internal combustion engine to finally recover from the Mongols, who did their destruction with swords and horses. THAT is how impressive and effective the bureaucratic accomplishment had been. Like well, we still cannot organize as well as they did, but we can brute-force it with all this petrochemical power.
Civilization rests on bureaucracy. It HAS TO. Try having it without and all you have is some illiterate subsistence farming villages. Then try running a nationwide cellular network without it.
Thus, the rise and fall of civilization should be understood by taking a very very close look at how its bureaucracy is doing. The barbarian invasions of Rome and the Muslim invasions of Persia and Byzantium had far more to do with bringing a simpler, less obstructive, more healthy bureaucracy than anything else. I’ve had MANY occasions of working with a GOOD document, concise, reasonable, well-written, gets the customer from A to B. And some authoritarian idiot in front of me insists I “follow the rulez” totally contrary to it. I can print it out and put the physical document in their face. I can read it aloud to them.
No matter what I do, they will have a conversation with my left ear in either a monotone or sing songy voice telling me I “must Follow The Rules” and then, knowing the consequences, they immediately duck out on unscheduled PTO. Their car may have made a hypersonic boom as it left the parking lot. They KNOW.
What makes it sick?
1. Smart people using it for financial gain – some kind of straight-up embezzlement
2. Less-smart people doing career advancement at the expense of their fellow employees, customers, and stockholders.
3. Stupid people navigating the bureaucracy for perceived social value and/or status at the expense of their fellow employees, customers, and stockholders. 4. Stupid people with personality disorders compulsively playing out their defense mechanisms. Being put in a position of authority is a bit like getting drunk. Lowered inhibitions. “In Vino Veritas.” Once they reach a position in which they can indulge freely, they can just sit there, unambitious, for DECADES, refining techniques (triangulation, future faking, induced conversation, isolating, devaluation, gaslighting, creating and sending flying monkeys, etc etc) directing energies of the company towards invisible nonexistent purposes, typically picking out and ruining or driving away the company’s best human resources — they pick the GOOD ones for abuse. They choose the bad ones as pets.
5. Incompetent or unprincipled people who have no particular agenda nor compulsion. Sometimes this is the most dangerous. Stupidity is dangerous because it is totally unpredictable by smart people – you cannot guard against it. And these people can and will go along with ANY of the above types. Or they will allow some glaring inefficiency or stupidity in the system exist for years and years without even speaking up. Doing so would not compute.
6. People with an agenda of their own totally outside of the organization’s, totally outside of any comprehensible personal gain, satisfaction, or self-indulgence. (DEI, etc)
7. People who have been so brainwashed that even though they have no conscious plan, agenda, or thought of the future, nevertheless act almost as if they had an agenda, because every other thought is unthinkable. No creativity? No critical thinking? Probably? Super paranoid black box that will never open, just playing it super safe forever? Er… maybe???!?!?
All this post 9/11 NSA shit would be really REALLY helpful right now. You could ACTUALLY pick out all the sick parts of the bureaucracy. Get rid of the sickos, the embezzlers, the climbers, the socialites. Or promote them sideways into somewhere they can do no harm.
If there were some test for integrity, that would be enough. A modicum of intelligence would help, but integrity – where your actions while on the clock align with the purpose of your job, ie honor – this is what is needed.
I really, REALLY suspect the rise and fall of Civilization – being totally dependent on bureaucracy, existing on the basis OF bureaucracy, is simply a function of how many Cluster B’s permeate the organization.
