Back to Ukraine, it was very telling that the “West” as Ukraine now calls itself, refused ANY ceasefire. Even for Christmas. Russia doesn’t look tired and after 8 years of shelling civilians didn’t expect it anyway, but this lets Putin/Russia demonstrate what’s going on for the RoW. Why be in a hurry? They send Poles willing to die, and Russia accommodates their wishes.

True, also, is an inclination of people to “bend to the wind”. But the wind is not itself free of influence, e.g., health insurance tied to employment in the USA. You likely know the roots of that are in an employer conspiracy against national health care. Again, interlocking motives.

So facilities close down, ambulances don’t show up, triage doesn’t work properly, etc. Let it all rot.. and it does, as complex systems that are not maintained by keen ppl working precisely defined slots in a matrix break down quickly.

The rationale will be, different regions have different health/etc. problems, local control is more sensitive and caring, etc. Then, Funding from the center will be meagre, rationed.
