Aggression condemnation, fallout: global reaction to US operation in Venezuela

MOSCOW, January 3. /TASS/. The US military operation in Venezuela, which resulted in the capture of its leader Nicolas Maduro has generally caused condemnation from the international community.In the statements of the leaders and foreign ministries of several countries, Washington’s action is characterized as aggression and an attempt to change power in the country, which are fraught with unpredictable consequences for the whole world.
TASS has compiled the key international reactions to the incident.
Russia
The situation in Venezuela has shown that “any state needs to strengthen its armed forces as much as possible, not allowing various rich scoundrels to easily change the constitutional system in search of oil or something else,” Dmitry Medvedev, deputy chairman of the Russian Security Council, told reporters.
Medvedev referred to “a tough military operation in an independent country that did not threaten the United States in any way” and “the capture of a legally elected president and his wife by special forces.”
The act of armed aggression by the United States against Venezuela causes deep concern and condemnation, the Russian Foreign Ministry said in a statement: “The pretexts used to justify such actions are untenable. Ideologized hostility prevailed over business pragmatism, willingness to build relationships of trust and predictability.”
The ministry said it was “extremely alarmed by the reports that Venezuelan President Nicolas Maduro and his wife were forcibly removed from the country during today’s aggressive actions by the United States.”
“Such actions, if they actually took place, constitute an unacceptable encroachment on the sovereignty of an independent state, respect for which is a key principle of international law.”
The US strikes on Venezuela are “direct military aggression with an attempted coup with external interference,” said Leonid Slutsky, head of the State Duma’s International Affairs Committee and leader of the Liberal Democratic Party.
Leader of Just Russia Sergey Mironov also condemned the US strikes on Venezuela and called them “treacherous aggression.”
Latin America
The leaders of the Caribbean Community (CARICOM) said that the situation “raises serious concern in the region and may have consequences for neighboring countries.”
Brazilian President Luiz Inacio Lula da Silva criticized the US strikes, calling the events crossing a “red line” and “an extremely dangerous precedent for the entire international community.”
Chilean President Gabriel Boric said his country condemns the US strikes and called for a “peaceful solution to the serious crisis engulfing the country.”
The Mexican government condemned the military actions taken by the United States, saying that this “is a clear violation of Article 2 of the Charter of the United Nations.”
Cuban President Miguel Diaz-Canel demanded an urgent response from the international community in response to the “criminal attack” by the United States on Venezuela, calling it “state terrorism against the brave Venezuelan people and against our America.”
Near abroad
The Belarusian Foreign Ministry condemned the aggression against Venezuela and spoke out in support of the legitimate government of the Latin American country.
Spokesperson of the President of Belarus Natalia Eismont said that the country’s leader Alexander Lukashenko categorically condemns the act of American aggression against Venezuela.
Belarusian Foreign Minister Maxim Ryzhenkov supported the government of the Latin American country talking to his Venezuelan counterpart Ivan Gill Pinto over the phone.
The South Ossetian Foreign Ministry called the attacks on civilian and military facilities in Venezuela a gross violation of the UN Charter, calling on international organizations to take steps to prevent escalation and resolve the situation diplomatically as soon as possible.
Europe
The European Union calls for restraint in the situation around Venezuela and believes that Maduro “did not have sufficient legitimacy,” head of the European Diplomacy Kaja Kallas said on X after a conversation with US Secretary of State Marco Rubio.
Head of the European Commission Ursula von der Leyen joined the support for a “peaceful transfer of power in Venezuela” allegedly on the basis of international norms after Maduro’s abduction.
Switzerland called on the US administration “to de-escalate, exercise restraint and comply with international law, including the prohibition on the use of force and the principle of respect for territorial integrity.”
Spanish Prime Minister Pedro Sanchez called for de-escalation and responsible behavior.
Austrian Vice Chancellor Andreas Babler condemned the US attack on Venezuela, calling it “a serious violation of the prohibition on the use of violence enshrined in the UN Charter.”.

UN Secretary-General Antonio Guterres expressed deep concern over the dramatic escalation of the situation in Venezuela, which culminated in the US military operation and the capture of President Nicolas Maduro, official representative of the secretary general Stephane Dujarric.“These developments constitute a dangerous precedent. The Secretary-General continues to emphasize the importance of full respect – by all – of international law, including the UN Charter. He’s deeply concerned that the rules of international law have not been respected,” he said.
The secretary general called on all actors in Venezuela to engage in inclusive dialogue, in full respect of human rights and the rule of law.

France reminds that no sustainable political solution can be imposed from the outside and that sovereign nations determine their own future,” he said on Telegram.
Barro criticized Venezuelan president’s policies, but said that Paris stands for respect for the sovereignty of the Venezuelan people, “whose voice should prevail.”
Barrot said the United States as a permanent member of the UN Security Council was awarded with special responsibility and violating the principle of non-use of force by permanent members of this body “will have grave consequences for the global security that no one can avoid.”
He said Paris was committed to the UN Charter and called on all states to follow it.

Private Chinese firm producing oil in Venezuela under rare 20-year pact,SINGAPORE/HOUSTON (By Chen Aizhu and Marianna Parraga, Reuters, 22.Aug 2025, Words: 526) — China Concord Resources Corp has begun developing two Venezuelan oilfields, planning to invest more than $1 billion in a project to produce 60,000 barrels per day of crude oil by end-2026, an executive directly involved in the project said.
The project marks a rare investment by a private Chinese firm in the OPEC country, which has struggled to attract foreign capital due to international sanctions on the administration of President Nicolas Maduro. The investment figure and the production plan are being reported for the first time.
Beijing has been a key ally of Maduro and his predecessor late President Hugo Chavez and is currently buying more than 90% of Venezuela’s total oil exports.
Chinese state oil giant CNPC was among the largest investors in Venezuela’s oil sector before U.S. energy sanctions were first imposed on Venezuela in 2019. China was also a big lender to Venezuela.
Early last year, CCRC began negotiating its participation in the two oilfields – Lago Cinco and Lagunillas Lago – and signed in May 2024 a 20-year production sharing contract with Venezuela, said the executive, speaking on condition of anonymity due to the sensitivity of the subject.
The contract model, introduced by the Venezuelan government in 2020 under the Anti-Blockade Law to cope with U.S. sanctions, allows investors to act as operators in return for an agreed share of production.
PDVSA and Venezuela’s oil ministry did not respond to requests for comment.
The oilfields in Venezuela’s second largest oil producing region, Lake Maracaibo, are part of a group of blocks PDVSA has been seeking partners for in recent years.
Most of the intended partners are little known companies with no track record on oil production, according to a PDVSA document.
With no previous oil drilling experience, CCRC has since last September sent in around 60 Chinese staff skilled in oilfield development and a Chinese drill rig, aiming to quickly reopen about 100 wells and recover crude output, said the executive.
Production at the two fields, largely mothballed in recent years due to lack of investment and technical expertise, is now running at 12,000 bpd, said the executive.
CCRC aims to develop a total of 500 wells and raise output to up to 60,000 bpd by the end of 2026, he said, adding that it’s a mix of light and heavy oil, with light crude to be delivered to PDVSA and heavier crude destined for China.
“Because of the U.S. sanctions on Venezuela’s oil sector, no big name companies would dare operate there, handing opportunities to small companies like Concord,” the executive said.
State oil company PDVSA, which controls joint ventures and contracts, has stabilized oil output at around 1 million bpd, in part because of U.S. licenses that allow a limited number of foreign partners to operate there and export oil.
Since the U.S. imposed energy sanctions on Venezuela in 2019, most Chinese state oil firms have stopped lifting oil. Chinese independent refiners, however, continue to buy the oil via traders.

The new year brings us revelations that the CIA has been secretly teaching Ukraine how to hit Russia’s “Achilles’ heel” by targeting specific oil refineries which were selected by CIA analysts as having parts difficult to source and replace...
…“A C.I.A. expert had identified a type of coupler that was so hard to replace or repair that a refinery would remain offline for weeks.”…
..Most intelligent people had already long-assumed this was the case, though many of us had bet on MI6 being the leading agency behind such strikes. At the end of the day, it’s nearly the same thing, as the West’s intel agencies are generally one overlapping arm of the global deep state managed by the same interests—one need only to research the history of the CIA’s foundation to understand this fact.
Not surprisingly, the new revelations include the fact that Ukraine’s strikes on Russia’s “shadow fleet” tankers were likewise aided by the CIA...
..There’s a reason it was Zelensky who recently cried uncle first, begging for an “energy truce” in order to halt the much more painful strikes on his own country’s assets. As such, all that this CIA campaign has done is accelerate Ukraine’s demise, which I suppose we can thank the CIA for doing.

Firstly, as always we must at least be somewhat wary of these ‘revelations’ from Western rags with their infamous ‘anonymous sources’ because they always come at such convenient times wherein the elites are pulling their hair out at US and Russia’s growing rapprochement…
..It’s also a little peculiar that such a ‘bombshell’ revelation came precisely at the moment that Ukraine apparently attempted to attack Putin’s residence, setting off a firestorm amongst Russian officials. One can likewise see the potential attempt to link the CIA’s covert aiding of Ukraine on the refinery strikes to the strikes on Putin’s residence in order to drive a stake in US-Russian relations...
..Russia apparently is taking it more seriously than initially thought, given that they have now presented to the US the captured data chip of one of the shot-down drones which allegedly has the flight and targeting data said to prove the drone’s terminal target was in fact Putin’s residence.

As such, any broad and simple-minded calls for Russia to cut-off the US entirely, or stop its “foolish rapprochement” based on these new revelations miss the plot, as Russia knows any major superpower like the US will never be able to act in full accordance with one unified vision, particularly a superpower wracked by parasitic deep state factions like growing tumors.

Lifting Budanov to the informal number two position in Ukraine might have a different purpose than blocking a rival candidate. It is highly questionable that Zelenski will survive in his position until the end of 2026.

Sanctions have not succeeded in disrupting the activities of Phillips or Baud because they are not banned from speaking and have continued doing so. It is only their daily lives that have been disrupted. It is therefore difficult to see the sanctions as anything other than punitive.
In order for someone to be sanctioned, they do not have to be convicted of any crime, politicians just have to cite “security concerns” and that is enough. The one that charges you a premium rate above what you could earn by just parking your cash at the Fed overnight. Banks paying extra to borrow money they supposedly don’t need.
But of that $74.6 billion, banks pledged $43.1 billion in mortgage-backed securities and only $31.5 billion in Treasuries…..And that $74.6 billion? New record. Smashed the previous record of $50.4 billion from October 31. That one was a month-end spike, this one combined month-end, quarter-end, and year-end all at once. Both times the smooth-brained analysts insisted it was “completely normal regulatory reporting dynamics”.
Except both October and late December saw something else happen simultaneously: brutal takedowns in silver. Mid October: silver crashed from $54 to $45. Late December: vicious slam from $84 to $70.
Month-ends. Regulatory reporting dates. Times when derivatives books need to look manageable. Times when margin requirements bite hardest. Times when you need liquidity to manage positions, meet margin calls, and execute operations in leveraged markets…
..Markets are currently pricing in only two rate cuts over the next two years. The Fed funds rate sits at 3.5% to 3.75%. Markets expect it around 3.0% by December 2027.
That pricing is completely divorced from fiscal reality. The U.S. government is paying over $1 trillion annually just on interest.
