On sabotage, repeating that Russia paid their bonds this week – and in dollars actually. They had enough to do one more. The bank refused to accept the payment and therefore declared that “Russia” defaulted. No joke, so I read. I expect the same with the next credit card payment I send, and they can put me in default and jack rates to 39%, maybe start foreclosure. Same thing, right? When you have no rule of law?

So Gonzalo Lira is alive, which both delights and alarms me. Delighted because he is such a great person and it’s wonderful to know that he is unharmed & gets to go on living with all of us, and alarmed to know that he is now so fully in the clutches of the “authorities.” They picked him up, they let him go, and he has, for now at least, acknowledges their ability to do it again if they so choose.
I other words, if he pisses them off they can and will take him again . . . . . and we all know that if he effectively reports the truth from Ukraine, that will piss them off. Zelensky ran his election bid on getting rid of the oligarchic system, casting the cheating oligarchs out of Ukraine, and instituting a fair system. Behind the scenes, right before the election was held in Ukraine, he shifted most of his money and holdings into his wife’s name and the names of his show-business partners, who continue to hold his wealth for him.
Then he won the election. Now he is telling the US and Europe how his country badly needs money. Not so badly that he will personally chip in, mind you, and like I said the other day, money going into Ukraine does not go to the people but directly into the pockets of the oligarchs. It’s, like, you know, a time-honored tradition.
Well, oligarchs are the same the world over. At least in Ukraine, they call them by the proper noun – oligarchs. Here in the US, we just call them “politicians” or “CEOs” or the “wealthiest Americans” so as to obfuscate their actual role in running the country that is supposedly run “of the people, by the people, for the people”.

The Russia-Ukraine divorce involved disputes over the division of Soviet assets, debts and currency, energy supplies, transfers and financing, as well as Russian claims to Crimea, plus control over territories in the Donbas and elsewhere in southeastern Ukraine. As the two sides divided their economic assets and military capabilities, Moscow was concerned with Kiev’s plans to build an independent army, navy and an air force—not to overlook Kiev’s possession of nuclear weapons.
At that time, in the effort to prevent the real possibility of war, the Clinton administration worked closely with Boris Yeltsin to pressure Kiev to sign both the NPT treaty and the START I treaty. Kiev had to agree to not only give up its enriched uranium left after Soviet break-up—but it also had to return its nuclear warheads to Moscow.
Russian pressures and threats, coupled with promises of U.S. aid and investment, eventually led Kiev to sign the 1994 Budapest memorandum that provided non-binding US, Russian and UK security assurances (not security guarantees)—in exchange for Kiev to give up its substantial former Soviet nuclear weaponry.
This was a major diplomatic accomplishment for the Clinton administration. At the same time, Moscow was not fully satisfied. Moscow’s dissatisfaction with U.S. policy was revealed when the ‘pro-American’ Boris Yeltsin exploded in rage in December 1994—just after signing the Budapest memorandum.
