    OIG Report Puts Spotlight on Questionable Bonuses to Top VA Executives

      In September 2023, VA revealed that it had erroneously awarded $10.8 million in bonuses to 182 senior executives at its central office using retention provisions included in the PACT Act. The provisions had been meant to ensure difficult-to-replace employees with highly needed skills were incentivized to stay at VA

      That investigation has now been concluded, and the resulting report focuses blame on VA leaders, particularly Under Secretary for Health Shereef Elnahal, MD

      incentive (CSI) bonuses can be issued when an employee possesses a high-demand skill or skill that there is a shortage of; that skill is directly related to their duties and responsibilities; and employment of an individual with that skill serves a critical, mission-related need. With regard to the $10.8 million provided to these executives, the investigators suggested that VA provided no market factors to justify the bonuses, the amount was determined haphazardly, and the executives were grouped together despite having a wide range of skills and being employed in different departments.

      Of the 182 executives, 148 were VHA employees whose bonuses were signed off on by Elnahal. The rest were VBA employees, signed off by Under Secretary for Benefits Joshua Jacobs. The awards ranged from $38,986 to $106,473

      Elnahal announced that VISN directors and medical center directors would be receiving CSI bonuses equal to 25% of their base pay across the board. This came as a surprise to Elnahal’s HR team, since he had signed a memorandum the day before approving 25% for VISN directors and 20% for facility directors

      One HR senior executive described to investigators the stark contrast between the ease with which these bonuses were given to executives vs. the hoops required to jump through for low-level employee awards.

      “I can’t even give a GS employee a special contribution award for $250 without writing an entire page about how great they are and forms and process,” they were quoted as saying. “And this, with a stroke of a pen and three sentences, they’re saying these folks are critical because they’re critical, giving all these people this huge amount of money

    However, take into consideration The U.S. Govt co-opted All of Medicine by FIRST co-opting the military psychologists and many psychiatrists between 911 and the Iraq War inception 2003.     Somehow Shimkus, CRNA, ended up (emphasis on the passive “ended”) on both sides of the dilemma….a controversy.
    Albert a nurse wore the title Surgeon without ever being a physician or surgeon. Albert as Joint Task Force SURGEON GTMO would have been in a position to stop torture of detainees. Hell Shimkus was so good he also served a tour unencumbered by The Hippocratic Oath as Skipper Naval Hospital Gitmo. If y’all didn’t think Albert’s goodness couldn’t possibly have gotten “gooder”, he “found himself” on staff at The Naval War College and on 20-member Task Force: ETHICS ABANDONED: Medical Professionalism and Detainee Abuse in the “War on Terror”.
    Those attributes seem mutually exclusive. You’d think an Anti-Torture Task Force could have found one CRNA that had NOT commanded 2 medical units notorious for Torturing Detainees.

    It’s still mind boggling the same Navy and DoD LEADERSHIP picked Albert Shimkus and Bruce Meneley to command medical units in Guantanamo Bay during the period of DoD’s collective obsession with torturing folk.

Mikalla, an international medical graduate, was admitted to a surgery residency program at a large urban medical center. After completing the program, Dr. Mikalla was offered staff privileges at the hospital and stayed on performing general surgery. He never felt entirely comfortable at the hospital and even after several years did not perceive that he shared the esteem of either his colleagues in surgery or his division chief.

      In performing a laparoscopic procedure, Dr. Mikalla inadvertently punctured the iliac artery of the patient, causing loss of blood and a life-threatening emergency. He repaired the puncture, and the patient recovered. The incident was discussed at a subsequent M & M at which Dr. Mikalla explained the occurrence and its resolution.

      About 5 months later, Dr. Mikalla received notice that the hospital’s peer review committee had suspended his staff membership and clinical privileges pending further investigation of the incident. After a full hearing, the hospital’s medical board voted to terminate Dr. Mikalla’s medical staff privileges. Dr. Mikalla saw this as out-and-out discrimination on the basis of his race and ethnicity—a violation of his civil rights. Dr. Mikalla brought a suit for discrimination against the hospital, alleging that his peers would not have suspended the surgery privileges of an American-born surgeon under the same circumstances. To demonstrate his point, Dr. Mikalla solicited the records of the hospital’s peer review committee meetings for the last 20 years

      Gonzalo Lira, the well-known Chilean-American YouTube personality, has been in the news lately. A former “lifestyle” coach, Lira re-branded himself as a geopolitical commentator in the leadup to the Russian invasion of Ukraine, providing gripping first-hand observations—often critical of the Ukrainian government and contradictory of the Ukrainian narrative—that were posted on YouTube. As his popularity grew, his social media footprint expanded, with his Twitter and Telegram accounts garnering tens of thousands of followers, and his YouTube videos garnering hundreds of thousands of views and subscribers.

      Gonzalo Lira was arrested by the SBU, or Ukrainian intelligence service, on April 15, 2022, and released five days later. Lira has been circumspect about both the arrest and the conditions of his release—he blithely calls it his “missing week.” Lira does acknowledge that his computers and phone were seized by Ukrainian authorities, and that he was released under conditions of “house arrest,” implying some sort of continued monitoring and control of his activities by the SBU. Nonetheless, he was able to gain access to a computer, set up a new email account, and immediately begin posting information critical of the Ukrainian government.

      There is only one logical explanation for this chain of events. Gonzalo Lira was arrested by the SBU for crimes he himself admits gets people arrested, tortured, and murdered. He is released five days later—unharmed—and immediately allowed to resume the exact same activity that led to arrest in the first place, only this time on a computer and email account controlled by the SBU.

      This is a classic “catch and release” scenario, with Gonzalo Lira playing the role of “police confidential informant”—someone who provides information in exchange for lenient treatment. There literally is no other plausible explanation for what happened other than this.

      And yet controversy swirls around the saga surrounding Lira’s arrest and release, as well as his subsequent actions, including his re-arrest in May 2023, his re-release on July 6, and a series of bizarre videos and tweets made by Gonzalo on July 31, released while he waited at the Ukrainian-Hungarian border, awaiting his attempt to “escape” Ukrainian custody, all the while broadcasting his intent for all the world—and the SBU—to see. According to charging documents published by the Kharkov prosecutor overseeing Lira’s case, the former lifestyle coach failed in his attempt, and is once more in the custody of the SBU awaiting trial.

      Folks at The Duran have said nothing about the latest incident regarding Ritter. I sense they’re pissed at Ritter calling Lira a Kiev regime asset, based on Lira continuing to do podcasts from Kharkov after he had been apprehended and before getting interned a final time.

      Earlier, Lira IMO wrongly accused Ritter of mainstreaming for the elites over an issue having to do with (if I’m not mistaken) the Kiev regime acquiring a new weapon. That set Ritter off on Lira.

      In his own words, Larry Johnson noted that Ritter doesn’t hold back.

    One female physician fought back and knocked one shit to the floor only find herself standing before The Man at Captain’s mast. In this context the aggrieved Senior Chief of the videotaped family and a half dozen other aggrieved employees brought their cases to the only person they trusted with their lives, well being and justice.
    Me.
    The Navy, Risk Management, Two Congressmen and The Joint Commission on the Accreditation of Hospital Organizations all did the same thing.
    Nothing….well, something as in undermined the victims, isolated the Captain those victims trusted and maximally emboldened Those Enlisted Security Guards to operate unchecked.

    An individual can hold these two seemingly diametrically opposed ides in their thoughts and still legitimately reject the tattoo named cognitive dissonance.

    A person can acknowledge the illegitimacy of Alvin Bragg’s bizarre, yet successful prosecution of President Trump AND still insist Trump the aspiring monster should be jailed as pretrial confinement in lieu of prosecution. Trump’s pretrial confinement would be appropriate for the charge of killing a child and in lieu of Bragg’s proper prosecution of Trump for greenlighting the murder of US citizen, 9yo Nawar al-Awlaki.

    Alvin Bragg will never bring that prosecution against Trump because: 1. he’s an undisciplined coward, 2. he’s beholden to pro-Semitic handlers and financiers and 3. he knows he’d be painting a target on Obama’s ass larger than the one he painted yesterday.
