Herd immunity is a failed figment of the imagination, and not one to experiment on the entire population of a country with.

• Just 7.3% Of Stockholm Had COVID19 Antibodies By End Of April (G.)

Just 7.3% of Stockholm’s inhabitants had developed Covid-19 antibodies by the end of April, according to a study, raising concerns that the country’s light-touch approach to the coronavirus may not be building up broad immunity. The research by Sweden’s public health agency comes as neighbouring Finland warned that it would be risky to welcome tourists from Sweden after figures suggested the country’s death rate per capita was the highest in Europe over the seven days to 19 May. Sweden’s state epidemiologist, Anders Tegnell, said the Stockholm antibodies figure was “a bit lower than we’d thought”, but added that it reflected the situation some weeks ago and he believed that by now “a little more than 20%” of the capital’s population had probably contracted the virus.

However, the public health agency had previously said it expected about 25% to have been infected by 1 May and Tom Britton, a maths professor who helped develop its forecasting model, said the figure from the study was surprising. “It means either the calculations made by the agency and myself are quite wrong, which is possible, but if that’s the case it’s surprising they are so wrong,” he told the newspaper Dagens Nyheter. “Or more people have been infected than developed antibodies.” Björn Olsen, a professor of infectious medicine at Uppsala University, said herd immunity was a “dangerous and unrealistic” approach. “I think herd immunity is a long way off, if we ever reach it,” he said after the release of the antibody findings.

• Brazil Suffers Record Daily Coronavirus Death Toll, Soon To Be World No. 2 (R.)

Brazil suffered a record of 1,188 daily coronavirus deaths on Thursday and is fast approaching Russia to become the world’s No. 2 COVID-19 hot spot behind the United States. Brazil also passed 20,000 deaths on Thursday and has 310,087 confirmed cases, up over 18,500 in a single day, according to Health Ministry data. The true numbers are likely higher but Brazil has not carried out widespread testing, the ministry said. President Jair Bolsonaro is under growing pressure for his handling of the outbreak, which looks set to destroy the Brazilian economy and threatens his re-election hopes.

He strongly opposes social distancing measures and has repeatedly pushed for greater usage of chloroquine as a remedy for the virus, despite health experts’ warnings about risks. Bolsonaro’s relationship with governors and mayors has also grown increasingly bitter. The president is angry over local shutdowns to slow the spread of the virus and argues that keeping the economy running is more important. Bolsonaro said he will approve on Thursday or Friday a 60 billion-real ($10.72 billion) federal aid program for states and cities hit by coronavirus but asked governors for support freezing public sector pay increases.

• Which US States Meet WHO Recommended Testing Criteria? (Johns Hopkins)

On May 12, 2020 the World Health Organization (WHO) advised governments that before reopening, rates of positivity in testing (ie, out of all tests conducted, how many came back positive for COVID-19) of should remain at 5% or lower for at least 14 days. If a positivity rate is too high, that may indicate that the state is only testing the sickest patients who seek medical attention, and is not casting a wide enough net to know how much of the virus is spreading within its communities. A low rate of positivity in testing data can be seen as a sign that a state has sufficient testing capacity for the size of their outbreak and is testing enough of its population to make informed decisions about reopening.

Which U.S. states are testing enough to meet the WHO’s goal? The graph below compares states’ rate of positivity to the recommended positivity rate of 5% or below. States that meet the WHO’s recommended criteria appear in green, while the states that are not testing enough to meet the positivity benchmark are in orange.

• US Layoffs Spread Despite Businesses Reopening (R.)

Millions more Americans filed for unemployment benefits last week, more than two months after a shutdown of the country to deal with the coronavirus crisis, pointing to a second wave of layoffs in industries not initially impacted by closures caused by the pandemic. The Labor Department’s weekly jobless claims report on Thursday, the most timely data on the economy’s health, also showed the number of people on unemployment rolls surging to a record high in early May, suggesting that businesses were probably not rushing to rehire workers as they reopen.

This also raises questions about the efficacy of the government’s Paycheck Protection Program. A broad lockdown of the country in mid-March to contain the spread of COVID-19 initially led to layoffs in mostly low-wage consumer-facing businesses such as restaurants and retailers. But economists say weak demand was causing layoffs in other industries like utilities, information, finance and insurance, and education. “This raises the possibility that new private and public sector cutbacks may be creating a major barrier to stopping the labor market bleeding,” said Joel Naroff, chief economist at Naroff Economics in Holland, Pennsylvania.

Initial claims for state unemployment benefits totaled a seasonally adjusted 2.438 million in the week ended May 16, down from 2.687 million in the prior week, the government said. Last week’s claims reading [..] marked the seventh straight weekly decline. First-time claims have been gradually decreasing since hitting a record 6.867 million in the week ended March 28. Still they remained more than triple their peak during the 2007/09 Great Recession. The elevated claims have also been blamed on backlogs after the unprecedented amount of applications overwhelmed state unemployment offices.

[..] Attention is shifting from new claimants for jobless benefits to the number of people still on aid. These so-called continuing claims numbers are reported with a one-week lag, but are considered a better gauge of the labor market. They offer a glimpse into how soon the economy ramps up and companies’ ability to get people off unemployment or keep workers on payrolls as they access their share of a historic fiscal package worth nearly $3 trillion, which offered loans that could be partially forgiven if they were used for employee salaries. Continuing claims surged 2.525 million to a record 25.073 million in the week ending May 9.

• New Zealand Discussing ‘Helicopter Money’ Handouts To Stimulate Economy (R.)

New Zealand is considering distributing free cash directly to individuals as a way of policy stimulus to help boost the economy reeling from a COVID-19 pandemic driven contraction, Finance Minister Grant Robertson said on Friday. At a regular news conference Robertson was asked to share details about the government’s plans for launching ‘helicopter money’ – whether it would be the central bank printing money and distributing it or the government increasing its borrowing and then handing it out. Robertson said the concept was being discussed but “it’s not something that has got to that level of discussion at all.” “I am pretty keen on making sure that fiscal policy remains the role of the government,” he added.

The idea of helicopter money, or dumping cash unexpectedly onto a struggling economy, is slowly gaining currency among economists and policymakers as the pandemic looks to inflict the worst blow to global growth since the Great Depression in the 1930s. None of the wealthy countries have embarked on it, though, citing risks such as central bank independence and the risk of flaring long-term inflation. In a helicopter money drop, a central bank would directly increase the money supply and, via the government, distribute the new cash to the population with the aim of boosting demand and inflation.

• Washington State Loses 100s Of Millions Of Dollars In Unemployment Fraud (ST)

Washington state officials have acknowledged the loss of “hundreds of millions of dollars” to an international fraud scheme that hammered the state’s unemployment insurance system and could mean even longer delays for thousands of jobless workers still waiting for legitimate benefits. Suzi LeVine, commissioner of the state Employment Security Department (ESD), disclosed the staggering losses during a news conference Thursday afternoon. LeVine declined to specify how much money was stolen during the scam, which is believed to be orchestrated from Nigeria. But she conceded that the amount was “orders of magnitude above” the $1.6 million that the ESD reported losing to fraudsters in April.

LeVine said state and law enforcement officials were working to recover as much of the money as possible, though she declined to say how much had been returned so far. She also said the ESD had taken “a number of steps” to prevent new fraudulent claims from being filed or paid but would not specify the steps, to avoid alerting criminals. “We do have definitive proof that the countermeasures we have put in place are working,” LeVine said. “We have successfully prevented hundreds of millions of additional dollars from going out to these criminals and prevented thousands of fraudulent claims from being filed.”

Thursday’s disclosure, which came after state officials had largely refused to discuss the scale of the fraud, helped explain the unusual surge in the number of new jobless claims filed last week in Washington. For the week ending May 16, the ESD received 138,733 initial claims for unemployment insurance, a 26.8% increase over the prior week and one of the biggest weekly surges since the coronavirus crisis began. That sharp increase came as the number of initial jobless claims nationwide fell 9.2%, to 2.4 million, according to data released earlier in the day by the Labor Department.

Since they won’t stop it, and it can’t last either, it’s up to you.

• America’s 600+ Billionaires So Far Made $434 Billion During The Pandemic (F.)

America’s billionaires saw their wealth increase by $434 billion during the course of the global pandemic, according to a new report, a staggering figure that coincided with upheaval to the global economy and more than 38 million Americans filing for unemployment. Per the report by Americans for Tax Fairness and the Institute for Policy Studies’ Program for Inequality, between March 18 and May 19, the total net worth of the 600-plus U.S. billionaires jumped by $434 billion or 15%, based on the group’s analysis of Forbes data. The top five U.S. billionaires (Jeff Bezos, Bill Gates, Mark Zuckerberg, Warren Buffett and Larry Ellison) saw their wealth grow by a total of $75.5 billion.

Amazon founder and CEO Jeff Bezos has seen his net worth grow 30.6% in the past two months, boosting it to $147.6 billion; the fortunes of Bezos and Zuckerberg combined grew by nearly $60 billion, or 14% of the $434 billion total. Tech stocks have continued to rise, with both Facebook and Amazon hitting new all-time highs on Wednesday. While the technology sector has remained strong, many Americans in other markets haven’t been nearly as fortunate, as evidenced by an additional 2.4 million workers filing for temporary unemployment benefits last week, and with 47% of adults reporting that they or another person in their household has lost income since mid-March. Low-income earners have been hit hardest over the last two months, as almost 40% of people working in February and earning less than $40,000 annually have lost their jobs over the last month.

They know the US has already lost the arms race, but A) you can’t explain that to the people, and B) the industry must be kept well-fed.

• US Prepared To Spend Russia, China Into Oblivion To Win Nuclear Arms Race (R.)

U.S. President Donald Trump’s arms control negotiator on Thursday said the United States is prepared to spend Russia and China “into oblivion” in order to win a new nuclear arms race. “The president has made clear that we have a tried and true practice here. We know how to win these races and we know how to spend the adversary into oblivion. If we have to, we will, but we sure would like to avoid it,” Special Presidential Envoy Marshall Billingslea said in an online presentation to a Washington think tank.

Just in case he still doubted he does NOT intend to win.

• Biden Asks Amy Klobuchar To Undergo Vetting As Possible Running Mate (CBS)

Senator Amy Klobuchar, Democrat of Minnesota, has been asked by Joe Biden to undergo a formal vetting to be considered as his vice presidential running mate, one of several potential contenders now being scrutinized by his aides ahead of a final decision, according to people familiar with the moves. In an interview with Stephen Colbert on Thursday night, Biden said “no one’s been vetted yet by the team” but confirmed the initial preliminary outreach to gauge interest is “coming to an end now.” Biden said the “invasive” vetting process will soon begin. When pressed on Klobuchar’s chances of making his running mate “short list,” Biden responded positively: “Amy’s first rate, don’t get me wrong.”

The request for information from potential running mates like Klobuchar “is underway,” a senior Biden campaign aide tells CBS News. If a potential contender consents, she should be poised to undergo a rigorous multi-week review of her public and private life and work by a hand-picked group of Biden confidantes, who will review tax returns, public speeches, voting records, past personal relationships and potentially scandalous details from her past. While several are expected to consent to a vetting, at least one potential contender has bowed out. Senator Jeanne Shaheen, Democrat of New Hampshire, who is running for reelection this year, declined Biden’s invitation to be considered, according to a person familiar with her decision. But Senator Maggie Hassan, the other New Hampshire senator, has agreed to be vetted, according to local news reports.

• Warren Pivots On ‘Medicare For All’ In Bid To Become Biden’s VP (Pol.)

In the thick of primary season, Elizabeth Warren and Joe Biden brawled over “Medicare for All”: He called her approach “angry,” “elitist,” “condescending”; she shot back, anyone who defends the health care status quo with industry talking points is “running in the wrong presidential primary.” Six months later, with Biden the presumptive Democratic nominee and Warren in the running for VP, she is striking a more harmonious chord. “I think right now people want to see improvements in our health care system, and that means strengthening the Affordable Care Act,” she told students at the University of Chicago’s Institute of Politics this week, while adding that she still wants to get to single payer eventually.

The shift is the latest public signal Warren has sent Biden’s way in recent weeks that she wants the job of vice president — and wants Biden to see her as a loyal governing partner despite their past clashes, which go back decades. Warren’s policy-centered, team-player pitch is counting on Biden caring more about Jan. 20 than Nov. 3, when he makes his vice presidential pick. In other words, that the current crisis has elevated governing concerns above political ones — and that the times call for someone with her policy chops and, yes, plans.

• Appeals Court Orders Judge In Flynn Case To Explain Actions (JTN)

A federal appeals court Thursday has agreed to hear a request from Michael Flynn’s legal team to remove the district judge overseeing his case, and has also ordered the judge to explain his controversial and unorthodox conduct in handling it. Judge Emmett Sullivan has been given a June 1 deadline to respond. The government has also been invited to “respond in its discretion” during that window. Flynn’s legal team had filed a request on Tuesday asking the appeals court to remove Judge Emmett Sullivan from the case, claiming the judge was biased against the defendant. Following the Justice Department’s request earlier this month to dismiss the case against Flynn, Sullivan had appointed retired federal Judge John Gleeson to file an amicus curiae brief arguing in favor of not dropping the case against the general.

Flynn’s lawyers sharply criticized Sullivan’s handling of the case. “The district judge’s latest actions – failing to grant the Government’s Motion to Dismiss, appointing a biased and highly-political amicus who has expressed hostility and disdain towards the Justice Department’s decision to dismiss the prosecution, and the promise to set a briefing schedule for widespread amicus participation in further proceedings – bespeaks a judge who is not only biased against Petitioner, but also revels in the notoriety he has created by failing to take the simple step of granting a motion he has no authority to deny,” the Tuesday petition read.

• The Railroading of Michael Flynn (Lake)

As it happens, the FBI case manager for the Flynn investigation, Joe Pientka, had indeed drafted a memo closing the Flynn investigation—but he hadn’t filed it formally. Because of Pientka’s “incompetence” (the word was Peter Strzok’s, in a delighted text exchange on January 4, 2017, with his paramour Page), the probe was not shut down and a new predicate wasn’t required. In his motion to dismiss the prosecution of Flynn, U.S. Attorney Timothy Shea said this “sidestepped a modest but critical protection that constrains the investigative reach of law enforcement: the predication threshold for investigating American citizens.”

Until the end of April 2020, Pientka’s memo was kept from Flynn’s counsel and the public. It has been released only now because career U.S. attorney Jeffrey Jensen completed his review of Flynn’s case and declassified documents relevant to it. The Pientka memo provides far more detail on the status of the Flynn investigation than was previously known—and what it shows isn’t pretty. We learn from the memo that after the FBI ran down a lead provided by a confidential human source about Flynn’s contact with a person with links to the Russian state, the bureau could not confirm that any such relationship ever existed. That source was likely Stefan Halper, a fellow at Cambridge University and an intelligence community insider. Halper was being paid by the U.S. government to inform on Flynn as well as another Trump campaign aide, George Papadopoulos.

Flynn’s suspected contact, whose name is redacted in the memo, is likely Svetlana Lokhova. She is a Russian-born academic who, the Guardian and other news outlets reported in 2017, had traveled in the same car with Flynn as they left a Cambridge University seminar in 2016. These stories made it seem as if Lokhova was luring Flynn into a honey trap, during which sex is offered for blackmail leverage later on. “The CIA and FBI were discussing this episode, along with many others, as they assessed Flynn’s suitability to serve as national security adviser,” the Guardian reported.

The Lokhova story was a smear. Two months after it was published, the Guardian was forced to append an embarrassing correction. The correction read in part, “Her lawyers have also subsequently informed us that she does not have privileged access to any Russian intelligence archive. We also wish to make clear, for the avoidance of doubt, that there is no suggestion that Lokhova has ever worked with or for any of the Russian intelligence agencies.” Last year, Lokhova sued Halper and several news organizations for the smear against her.

• Russiagate Began With Obama’s Iran Deal Domestic Spying Campaign (Tablet)

Obama and his foreign policy team were hardly the only people in Washington who had their knives out for Michael Flynn. Nearly everyone did, especially the FBI. As former director of the Defense Intelligence Agency, the Pentagon’s spy service, and a career intelligence officer, Flynn knew how and where to find the documentary evidence of the FBI’s illegal spying operation buried in the agency’s classified files—and the FBI had reason to be terrified of the new president’s anger. The United States Intelligence Community (USIC) as a whole was against the former spy chief, who was promising to conduct a Beltway-wide audit that would force each of the agencies to justify their missions.

Flynn told friends and colleagues he was going to make the entire senior intelligence service hand in their resignations and then detail why their work was vital to national security. Flynn knew the USIC well enough to know that thousands of higher-level bureaucrats wouldn’t make the cut. Flynn had enemies at the very top of the intelligence bureaucracy. In 2014, he’d been fired as DIA head. Under oath in February of that year, he told the truth to a Senate committee—ISIS was not, as the president had said, a “JV team.” They were a serious threat to American citizens and interests and were getting stronger. Former Director of National Intelligence James Clapper and Undersecretary of Defense for Intelligence Michael Vickers then summoned Flynn to the Pentagon and told him he was done.

“Flynn’s warnings that extremists were regrouping and on the rise were inconvenient to an administration that didn’t want to hear any bad news,” says former DIA analyst Oubai Shahbandar. “Flynn’s prophetic warnings would play out exactly as he’d warned shortly after he was fired.” Flynn’s firing appeared to be an end to one of the most remarkable careers in recent American intelligence history. He made his name during the Bush administration’s wars in Iraq and Afghanistan, where soldiers in the field desperately needed intelligence, often collected by other combat units. But there was a clog in the pipeline—the Beltway’s intelligence bureaucracy, which had a stranglehold over the distribution of intelligence.

Flynn described the problem in a 2010 article titled “Fixing Intel: A Blueprint for Making Intelligence Relevant in Afghanistan,” co-written with current Deputy National Security Adviser Matt Pottinger. “Moving up through levels of hierarchy,” they wrote, “is normally a journey into greater degrees of cluelessness.” Their solution was to cut Washington out of the process: Americans in uniform in Iraq and Afghanistan needed that information to accomplish their mission.

[..] I am a full-hearted believer in acting from the bottom-up, in bypassing and ignoring the high-functioning sociopaths who dominate our top-down hierarchies of markets and politics. I still believe that. But it doesn’t work with COVID-19. The core problem with any rights-based approach to public policy is dealing with questions of competing rights. Under what circumstances could your right to liberty and the pursuit of happiness come into conflict with my right to life? Under most circumstances, neither of us is forced to compromise our rights, because we have the choice to NOT interact with each other. If my laundromat requires you to wear a mask to enter, but you think wearing a mask is an affront to your liberty, then the solution is easy: go wash your clothes somewhere else. And vice versa if I think your restaurant does a poor job of enforcing social distancing and food safety: I’ll take my business elsewhere.

Let me put this a bit more bluntly. I think that COVID-19 deniers and truthers are idiots. I think that people who minimize or otherwise ignore the clear and present danger that the biology of this virus presents to themselves and their families are fools. And there’s no perfect way to insulate their idiocy and foolishness from the rest of us. But if these idiots and fools want to take stupid risks alongside other idiots and fools, if their vision of liberty and the pursuit of happiness is to revel in some death cult, but in a way that largely allows us non-death cultists to opt out … well, I believe it is wrong for a government to stop them. Yes, there are exceptions. No, this isn’t applicable on all issues, all the time. But I believe with all my heart that if we are to take individual rights seriously, then we must take individual responsibility and agency just as seriously. Even self-destructive agency. Even in the age of COVID-19. Especially in the age of COVID-19.

There are three common and important circumstances, however, where this choice to NOT interact doesn’t exist, where the rights of yes, even idiots, to liberty and the pursuit of happiness as they understand it will inexorably come into conflict with the right to life of those who understand all too well the highly contagious and dangerous biology of this virus. Only government can provide the necessary resources and the necessary coordination to resolve these conflicts of rights peacefully and without trampling the rights of one set of citizens or another. You have no idea how much it pains me to say that.

Here’s how a legitimate government would deal with the three inevitable and irreconcilable conflicts of rights in the age of COVID-19:

1) Healthcare workers and first responders have no choice but to risk their right to life in caring for all citizens who are sick, regardless of the agency or lack thereof behind that sickness. How does a legitimate government resolve this conflict? By mobilizing on a war-time basis to provide personal protective equipment (PPE) to ALL healthcare workers and social workers and first responders and public safety officers and anyone else who must serve the sick.

2) Workers who believe that their employer does not provide sufficient protection against this virus have no choice but to risk their right to life in their return to work, as unemployment insurance typically is unavailable for people who “voluntarily” quit their job. How does a legitimate government resolve this conflict? By providing a Federal safe harbor to unemployment claims based on COVID-19 safety concerns, AND by maintaining unemployment benefits at the current (higher) CARES Act level throughout the crisis.

3) All citizens who use public transit or use public facilities have no choice but to trust that their fellow citizens share a common respect for the rights of others, even if they may differ in their risk tolerance and private beliefs regarding the biology of the virus. How does a legitimate government resolve this conflict? By mobilizing on a war-time basis to provide ubiquitous rapid testing in and around all public spaces, starting today with symptom testing (temperature checks) and required masking to limit asymptomatic spread, and implementing over time near-instant antigen tests as they are developed.

Lynn Parramore toches on very valid points here, looking at life vs the economy, and what is valued (more). But the Chilling Experiment in Human Sacrifice is an American tradition, there’s nothing new, other than this time it takes place on American soil. And even then, look at all the people without health insurance all over the US, look at young blacks getting killed by police, or drug epidemics. But mostly, the experiment takes place in far-away lands, and its victims count in the very many millions.

A chilling experiment is underway in America, with plenty of unwilling human guinea pigs. Many parts of the country are reopening for business against the warnings of medical experts, flying in the face of grim predictions of sharply rising body counts. Two-thirds of Americans fear that the restart is happening too quickly, and the President himself acknowledges that by easing restrictions, “there’ll be more death.” Yet he presses on, even as his own White House suffers a viral outbreak. News screens flash with tallies of death and tallies of wealth: New York’s Governor Andrew Cuomo has declared that lives must be saved “whatever it costs,” insisting that for Americans the choice “between public health and the economy” is “no contest.”

But he did not ask celebrity doctor Mehmet Oz, who some weeks ago expressed his view that reopening schools could give the country its “mojo back,” and perhaps “only cost us 2-3% in terms of total mortality. (2% sounds conveniently small compared to its equivalent in human lives, 6,560,000. Oz later apologized after public outrage). Meanwhile Dan Patrick, lieutenant governor of Texas, offered his own assessment of the trade-off between capitalism and the lives of America’s senior citizens, explaining, “there are more important things than living.” Since the days of Adam Smith, free market capitalists have held that human beings are rational actors who pursue economic gain for self-interested motives. But here is Patrick, a free marketer if there ever was one, talking about a gift-sacrifice economy model in which people – some people, at least – lay down their lives to keep the economic engines revved.

Patrick’s words reveal an unspoken truth about capitalism. For the system to work smoothly, there have always been requirements of human sacrifice — a certain portion of the population was expected to act not as self-serving homo economicus, but self-sacrificing homo communis, focused upon what benefits the collective at their own expense. If these people can’t social distance at the workplace, they are expected to show up anyway. If there isn’t enough safety equipment, they are declared essential workers who must put their lives and that of their families at risk for the greater good. But for whom and for what is this sacrifice intended? How much dying will be figured into state budgets and GDP? When ranked by GDP, the U.S. is the wealthiest economy in the world, but is a country’s wealth something totally separate from, or even contrary to, the health and life the majority of its citizens?

• Want A Fast Recovery? Invest In Tests, Fed’s Kaplan Says (R.)

Even with tens of millions of jobs lost and a historic decline in output projected this quarter, the U.S. economy could still pull off a relatively quick recovery, Dallas Federal Reserve President Robert Kaplan said on Thursday. “If we made a dramatic national initiative for testing – and I mean dramatic …that could help create the V,” he said in an online interview with local public TV station KERA, referring to a recession characterized by a sharp decline in output followed quickly by a steep ramp back up. “The highest return on equity investment we can make in this country is testing.” The U.S. Congress has committed nearly $3 trillion to shoring up an economy gutted by extended shutdowns aimed at slowing the spread of the coronavirus and buying time for the healthcare systems to build capacity to care for the sick.

“Why not spend hundreds of billions of dollars, or tens of billions of dollars, to avoid spending trillions more? It is clearly the highest priority,” Kaplan said in the interview, conducted jointly with Dallas Mayor Eric Kaplan. The United States has conducted more than 10 million tests for the coronavirus since the beginning of the crisis, according to the Covid Tracking Project. But in many parts of the country people can only get tested if they have symptoms, and there is no capacity for the kind of mass testing that China is using to screen Wuhan’s 11 million citizens this week to stamp out a recurrence of infections there. After weeks of shutdowns to slow the spread of the coronavirus pandemic, the U.S. economy does need to reopen, Kaplan said.

“We cannot remain shut down indefinitely,” Kaplan said. At the same time, he said, without ubiquitous testing, “people are going to be more hesitant, they are going to be slower to reengage,” and the recovery will be slow and, perhaps, a second wave of infections more likely. [..] “Let’s invest a fraction of what we would have to spend on the second wave in testing, a national approach to it, particularly in dense areas, to prevent that second wave from happening – it will be a fraction of the cost.”

There is no vaccine. There may never be one. Take that as the starting point for what comes next, for your acts. A vaccine would be an extra, but it cannot be taken as a given.

• Novartis CEO Says Any New Coronavirus Vaccine Will Take At Least 2 Years (R.)

Any vaccine to fight the new coronavirus will not be ready for use for at least two years, the chief executive of Swiss pharmaceutical company Novartis, which no longer makes vaccines itself, told a German newspaper. Novartis sold its vaccine business in 2015 to GlaxoSmithKline, one of many companies around the world now racing to make a drug. Some companies are already testing vaccine candidates on humans. “The results of the first clinical studies on the vaccine candidates should be available in autumn,” Novartis CEO Vas Narasimhan told Frankfurter Allgemeine Zeitung (FAZ). “If everything goes as we hope, it will take 24 months before we have a vaccine.”

For instance, Moderna Inc has sped up plans for its experimental COVID-19 vaccine and said it expected to start a late-stage trial in early summer. But experts have said no vaccine is expected to be ready for use until at least 2021, as they must be widely tested in humans before being administered to hundreds of millions, if not billions, of people to prevent infection. Narasimhan, who headed development at Novartis’s vaccine business before the Basel-based company concluded it was too small to keep and should be unloaded, said producing enough vaccine for the world would also be a challenge. He said building a new factory usually took three or four years. “That’s way too long,” he told FAZ. “We have to use the existing production network to produce large quantities quickly.”

Who’s going to accept American visitors unless they’ve been tested negative?

• United States Might Not Open Up To International Travelers Any Time Soon

The U.S. government largely shut down international travel to the United States in March with a series of rapid-fire moves, but restarting it will likely be a longer, more piecemeal process that could be complicated by rising tensions with China. Even as President Donald Trump pushes for U.S states to begin reopening their economies, U.S. borders remain shut to travelers from China and Europe.Any decision on easing travel restrictions will depend in large part on what safety protocols all countries put in place to limit the spread of the novel coronavirus and whether those countries in turn grant entry to Americans, U.S. officials told Reuters. White House economic adviser Larry Kudlow said last week that Trump and U.S. health officials were examining the issue of international travel but did not provide further details.

Trump implemented a temporary ban on most travelers coming from China, the source of the novel coronavirus outbreak, in January and put similar restrictions on travelers from Europe in March. The United States also halted nonessential travel across its shared borders with Canada and Mexico in March and suspended routine visa services in most U.S. consulates abroad. Some U.S. airlines would like to resume limited service to China – a major market for them – in June, but the possibility of the Trump administration lifting travel restrictions will be complicated by China’s own restrictions on foreign carriers, according to a senior U.S. official who requested anonymity to discuss the matter. China limits foreign airlines to one flight into the country per week, and planes are only allowed to fly with 75% of passenger capacity.

The discussions within the Trump administration on how and when to reopen the United States to international travel have not yet crystallized into a plan, U.S. officials said, as the situation is still fluid and there are still fears of a resurgence of the virus in countries now reporting lower caseloads. But Washington is clear on one thing – people from other countries should not be allowed into the United States if Americans still are not allowed to travel to those nations, the senior U.S. official said. However, with the virus still rampant in the United States, which has the highest number of cases in the world, some countries may be hesitant to accept U.S. travelers any time soon. The European Union on Wednesday pushed to reopen internal borders and restart travel, but recommended Europe’s external borders remain closed for most travel at least until mid-June.

• One In Four US Workers Claiming Jobless Benefits (BBC)

The number of Americans seeking unemployment benefits jumped by almost 3 million last week as virus shutdowns continue to weigh on the US economy. The filings brought the total number of new jobless claims since the middle of March to more than 36 million. That amounts to nearly a quarter of the American workforce. The weekly figures have been falling since the end of March but remain massive by historic standards, eclipsing the prior record of 700,000.

“Today’s unemployment claims continue their epic ascent on a cumulative weekly basis; not since the Great Depression has the US job market been in such a sorry state,” said Richard Flynn, UK managing director at Charles Schwab. The head of America’s central bank warned this week that the economic recovery is likely to be slower than initially hoped. In April, employers cut more than 20 million jobs, sending the unemployment rate to 14.7% and erasing nearly a decade of job gains. While the losses have fallen hardest on minority and low-income households, they have touched every part of the economy.

They have 10,000 new infections per day and can’t even get down to 5,000. Like that is some noble goal.

• 148,000 In England Infected With Coronavirus In Last Two Weeks (G.)

The first national snapshot of Covid-19 rates has revealed that 148,000 people in England were infected with the virus over the past two weeks. The study, by the Office for National Statistics (ONS), tested 10,705 people in more than 5,000 households and estimated 0.27% of the population in England were currently positive for Covid-19. The analysis suggests about 148,000 people across the entire population would have tested positive on any day between 27 April and 10 May 2020. The findings will inform the government’s next steps as it considers whether it is safe enough to further ease restrictions on socialising, businesses and schools in the coming weeks. Experts suggest the current rates of infection remain “some way off” what would be needed to lift the lockdown.

The results are likely to fuel concerns about the potential of opening primary schools on 1 June to fuel transmission in the community, as no evidence was found of differences in the proportions testing positive between the age categories 2 to 19, 20 to 49, 50 to 69 and 70 years and over. The numbers testing positive in this first release were small – 33 in total – and so this picture could change and the figures are expected to be tracked closely over the next two weeks. The study also reveals far higher infection rates among those working with patients in healthcare and those in social care roles, with 1.33% of these participants testing positive. The figures do not include people in hospital or care homes where rates of Covid-19 infection – and possibly transmission – are likely to be higher.

Sources close to Downing Street say the target for new daily infections is 5,000 before the lockdown can ease, but other more cautious voices in government are understood to be pushing for fewer than 4,000 new cases a day. There is scepticism within the government that the UK will have reached that figure before 1 June, the first possible date for easing the lockdown. The latest figures would suggest a “crude estimate” of 10,000 new cases each day, according to Hunter. However, a more accurate calculation would take into account the average number of days over which a person would test positive and other factors. And unlike the target of 5,000 cases each day, the latest ONS figures exclude hospital patients, meaning the ONS infection rate is a slight underestimate. So it is difficult to assess from the ONS data how far we are from the 5,000 target.

Granted, it would be a unique event, but just this once, the Reuters poll of 80 economists may get it right.

• ECB To Scale Up Bond Buying Next Month (R.)

The euro zone economy’s worst recession on record will be even deeper than predicted less than a month ago, according to a Reuters poll of economists. They also said the European Central Bank will ramp up bond buying next month. An economic recovery from the coronavirus pandemic, which has claimed nearly 300,000 lives globally, will largely depend on the effectiveness of individual governments in preventing a second wave of infections despite easings of lockdown restrictions. “The biggest uncertainty now is around the pace of the reopening of the economy. There is a series of risks that are still to the downside…we may have a more prolonged period of confinement measures imposed by law or just behaviourally,” Giada Giani, European economist at Citi, said.

The May 11-14 Reuters poll of nearly 80 economists marks the third downgrade to the economic outlook in a little over a month and is despite the ECB’s adding hundreds of billions of euros to its balance sheet and governments announcing stimulus worth trillions of euros. The euro zone economy is expected to contract 7.5% in 2020, more than the 5.4% predicted three weeks ago, with the worst of the blow expected this quarter. After contracting 3.8% in January-March, its sharpest quarter-on-quarter decline since 1995, the latest poll showed the economy shrinking by nearly three times that pace in April-June, by 11.3%, more than the 9.6% predicted last month.

• Critics Turn Up Heat On Robert Mueller’s Special Counsel Investigation (Fox)

Critics of former special counsel Robert Mueller’s investigation are turning up the heat amid new revelations in the Justice Department’s handling of the Russian collusion investigation and related cases, like the troubled prosecution of former Trump National Security Advisor, General Michael Flynn. “The Mueller probe was launched not to find wrongdoing from the Trump administration, but to cover up wrongdoing by Mueller’s colleagues, by his protege James Comey, by the corrupt Obama administration Department of Justice,” said The Federalist’s Sean Davis on a new episode of Fox Nation’s “Witch Hunt.” Skeptics of Mueller’s investigation have long alleged that the former FBI director knew almost immediately after his appointment in May 2017 that there was no credible evidence of collusion between the 2016 Trump campaign and the Russian government.

“Bob Mueller knew the day that he walked in the door there was no evidence of the Trump campaign colluding with Russians,” said Rep. Devin Nunes R-Calif., the ranking Republican member of the House Intelligence Committee, in a Fox News interview in May 2019. “We looked at all the intelligence,” continued Nunes in reference to the House Intelligence Committee’s own investigation. “There’s zero evidence of the Trump campaign colluding with Russians — period,” According to Davis, the Mueller probe was never intended to find collusion but had another purpose. “From the beginning, the Mueller investigation existed to not protect the rule of law, but to protect the FBI and DOJ from scrutiny for their crimes,” he argued. Davis said the conduct of the Mueller team suggested that they were hiding something.

“You can actually see it in how it responded to requests for documentation from congressional investigations, both from the Senate Senator Chuck Grassley and from the House from Devin Nunes,” said Davis. In fact, Nunes vowed to send the DOJ a criminal referral on potential obstruction of a congressional investigation. “The House of Representatives… had multiple requests, multiple subpoenas that were out there that effectively were never answered,” said Nunes on Fox Nation, “even though they claim they answered them. Well, now what we learned is that they lied and misled Congress by omission.”

• Docs From Sham Flynn Prosecution Also Show Broad Russiagate Corruption (IC)

[..] the prosecution of Flynn — for allegedly lying to the FBI when he denied in a January 24 interrogation that he had discussed with Kislyak on December 29 the new sanctions and expulsions imposed on Russia by the Obama administration — was always odd for a number of reasons. To begin with, the FBI agents who questioned Flynn said afterward that they did not believe he was lying (as CNN reported in February, 2017: “the FBI interviewers believed Flynn was cooperative and provided truthful answers. Although Flynn didn’t remember all of what he talked about, they don’t believe he was intentionally misleading them, the officials say”). For that reason, CNN said, “the FBI is not expected to pursue any charges against” him.

More importantly, there was no valid reason for the FBI to have interrogated Flynn about his conversations with Kislyak in the first place. There is nothing remotely untoward or unusual — let alone criminal — about an incoming senior national security official, three weeks away from taking over, reaching out to a counterpart in a foreign government to try to tamp down tensions. As the Washington Post put it, “it would not be uncommon for incoming administrations to interface with foreign governments with whom they will soon have to work.”

What newly released documents over the last month reveal is what has been generally evident for the last three years: the powers of the security state agencies — particularly the FBI, the CIA, the NSA and the DOJ — were systematically abused as part of the 2016 election and then afterward for political rather than legal ends. While there was obviously deceit and corruption on the part of some Trump officials in lying to Russiagate investigators and otherwise engaging in depressingly common DC lobbyist corruption, there was also massive corruption on the part of the investigators themselves, exploiting and abusing their vast and invasive investigative and prosecutorial powers for ideological goals, political subterfuge, election manipulation and personal vendettas.

[..] the most critical reason to delve deeply into this case is that it reveals one the most dangerous abuses of power a democracy can suffer: the powers of the CIA, FBI and NSA were blatantly and repeatedly abused to manipulate election outcomes and achieve political advantage. In other words, we know now that these agencies did exactly what Democratic Senate Majority Leader Chuck Schumer warned they would do to Trump when he appeared on Rachel Maddow’s MSNBC program shortly before Trump’s inauguration:

• Judge Sullivan Invites Flynn’s Former Lawyers To Enter Case (SAC)

In another strange turn of events, Judge Emmet G. Sullivan has invited Michael Flynn’s former defense counsel to appear as interested parties in their former clients ongoing case. Sullivan, who did not agree to drop the charges against Flynn as requested by the Department of Justice, did not specify the purpose for inviting the former lawyers to appear in court. John Hall electronically filed the notice on Thursday, as the legal representative for Covington and Burling, Flynn’s former defense counsel. Sidney Powell, Flynn’s defense counsel, didn’t comment on Sullivan’s invitation to Covington and Burling but she noted in previous filings reported on this news site that the previous counsel provided her client ineffectual representation and unrepresented him in his guilty plea, which was in violation of his 6th Amendment rights.

This turn of events has been just one in a series of bizarre decisions unleashed on Flynn and his defense team by Sullivan. Critics of Sullivan’s strange behavior have accused the judge of acting as a prosecutor and crossing the line of his judicial mandate. “Since Sullivan appears to be so invested in trying to force the government to prosecute Flynn, he should step off the bench and apply for a job as an AUSA,” said Jenna Ellis, a constitutional lawyer and Senior legal advisor to the Trump 2020 campaign. “He clearly wants to be a prosecutor, not a judge, so he’s in the wrong branch of government.”

Re: Your Failure to Find Precedent for Flynn Dismissal

Regarding the decision of the Department of Justice to dismiss charges against General Flynn, in your recent call with your alumni, you expressed great concern: “there is no precedent that anybody can find for someone who has been charged with perjury just getting off scot-free. That’s the kind of stuff where you begin to get worried that basic — not just institutional norms — but our basic understanding of rule of law is at risk.” Here is some help—if truth and precedent represent your true concern. Your statement is entirely false. However, it does explain the damage to the Rule of Law throughout your administration.

First, General Flynn was not charged with perjury—which requires a material false statement made under oath with intent to deceive.1 A perjury prosecution would have been appropriate and the Rule of Law applied if the Justice Department prosecuted your former FBI Deputy Director Andrew McCabe for his multiple lies under oath in an investigation of a leak only he knew he caused. McCabe lied under oath in fully recorded and transcribed interviews with the Inspector General for the DOJ. He was informed of the purpose of the interview, and he had had the benefit of counsel. He knew he was the leaker. McCabe even lied about lying.

He lied to his own agents—which sent them on a “wild-goose-chase”—thereby making his lies “material” and an obstruction of justice. Yet, remarkably, Attorney General Barr declined to prosecute McCabe for these offenses. Applying the Rule of Law, after declining McCabe’s perjury prosecution, required the Justice Department to dismiss the prosecution of General Flynn who was not warned, not under oath, had no counsel, and whose statements were not only not recorded, but were created as false by FBI agents who falsified the 302.

America has two food chains, and they’re not talking.

• The Sickness in Our Food Supply (Pollan)

A series of shocks has exposed weak links in our food chain that threaten to leave grocery shelves as patchy and unpredictable as those in the former Soviet bloc. The very system that made possible the bounty of the American supermarket—its vaunted efficiency and ability to “pile it high and sell it cheap”—suddenly seems questionable, if not misguided. But the problems the novel coronavirus has revealed are not limited to the way we produce and distribute food. They also show up on our plates, since the diet on offer at the end of the industrial food chain is linked to precisely the types of chronic disease that render us more vulnerable to Covid-19. The juxtaposition of images in the news of farmers destroying crops and dumping milk with empty supermarket shelves or hungry Americans lining up for hours at food banks tells a story of economic efficiency gone mad.

Today the US actually has two separate food chains, each supplying roughly half of the market. The retail food chain links one set of farmers to grocery stores, and a second chain links a different set of farmers to institutional purchasers of food, such as restaurants, schools, and corporate offices. With the shutting down of much of the economy, as Americans stay home, this second food chain has essentially collapsed. But because of the way the industry has developed over the past several decades, it’s virtually impossible to reroute food normally sold in bulk to institutions to the retail outlets now clamoring for it. There’s still plenty of food coming from American farms, but no easy way to get it where it’s needed.

[..] When the number of Covid-19 cases in America’s slaughterhouses exploded in late April—12,608 confirmed, with forty-nine deaths as of May 11—public health officials and governors began ordering plants to close. It was this threat to the industry’s profitability that led to Tyson’s declaration, which President Trump would have been right to see as a shakedown: the president’s political difficulties could only be compounded by a shortage of meat. In order to reopen their production lines, Tyson and his fellow packers wanted the federal government to step in and preempt local public health authorities; they also needed liability protection, in case workers or their unions sued them for failing to observe health and safety regulations.

Within days of Tyson’s ad, President Trump obliged the meatpackers by invoking the Defense Production Act. After having declined to use it to boost the production of badly needed coronavirus test kits, he now declared meat a “scarce and critical material essential to the national defense.” The executive order took the decision to reopen or close meat plants out of local hands, forced employees back to work without any mandatory safety precautions, and offered their employers some protection from liability for their negligence. On May 8, Tyson reopened a meatpacking plant in Waterloo, Iowa, where more than a thousand workers had tested positive.

• Court Files Expose Sheldon Adelson’s Role in US Spying On Julian Assange (GZ)

As the co-founder of a small security consulting firm called UC Global, David Morales spent years slogging through the minor leagues of the private mercenary world. A former Spanish special forces officer, Morales yearned to be the next Erik Prince, the Blackwater founder who leveraged his army-for-hire into high-level political connections across the globe. But by 2016, he had secured just one significant contract, to guard the children of Ecuador’s then-President Rafael Correa and his country’s embassy in the UK. The London embassy contract proved especially valuable to Morales, however. Inside the diplomatic compound, his men guarded Wikileaks founder Julian Assange, a top target of the US government who had been living in the building since Correa granted him asylum in 2012.

It was not long before Morales realized he had a big league opportunity on his hands. In 2016, Morales rushed off alone to a security fair in Las Vegas, hoping to rustle up lucrative new gigs by touting his role as the guardian of Assange. Days later, he returned to his company’s headquarters in Jerez de Frontera, Spain with exciting news. “From now on, we’re going to be playing in the first division,” Morales announced to his employees. When a co-owner of UC Global asked what Morales meant, he responded that he had turned to the “dark side” – an apparent reference to US intelligence services. “The Americans will find us contracts around the world,” Morales assured his business partner.

Morales had just signed on to guard Queen Miri, the $70 million yacht belonging to one of the most high profile casino tycoons in Vegas: ultra-Zionist billionaire and Republican mega-donor Sheldon Adelson. Given that Adelson already had a substantial security team assigned to guard him and his family at all times, the contract between UC Global and Adelson’s Las Vegas Sands was clearly the cover for a devious espionage campaign apparently overseen by the CIA. Unfortunately for Morales, the Spanish security consultant charged with leading the spying operation, what happened in Vegas did not stay there. Following Assange’s imprisonment, several disgruntled former employees eventually approached Assange’s legal team to inform them about the misconduct and arguably illegal activity they participated in at UC Global.

One former business partner said they came forward after realizing that “David Morales decided to sell all the information to the enemy, the US.” A criminal complaint was submitted in a Spanish court and a secret operation that resulted in the arrest of Morales was set into motion by the judge. Morales was charged by a Spanish High Court in October 2019 with violating the privacy of Assange, abusing the publisher’s attorney-client privileges, as well as money laundering and bribery. The documents revealed in court, which were primarily backups from company computers, exposed the disturbing reality of his activities on “the dark side.”

U.S. stocks lost ground on Thursday as grim economic data and mixed earnings prompted investors to take profits at the close of the S&P 500’s best month in 33 years, a remarkable run driven by expectations the economy will soon start recovering from crushing restrictions enacted to curb the coronavirus pandemic. While risk-off selling pulled all three major U.S. stock averages into the red, the S&P 500 and the Dow posted their largest monthly percentage gains since January 1987, with the Nasdaq having its best month since June 2000. The three indexes remain well within 20% of record highs reached in February, having quickly rebounded since shutdown efforts to curb the spread of the coronavirus pandemic brought the economy to a grinding halt.

The five-week tally of unemployment claims topped 30 million and consumer spending has plummeted, according to the latest round of dismal indicators providing another snapshot of the crushing economic effects of the widespread shutdown. “We’ve had a tremendous run but we’ve had the worst economic data since the Great Depression,” said Paul Nolte, portfolio manager at Kingsview Asset Management in Chicago. “Business and earnings might not be snapping back as quickly as the v-shaped recovery on Wall Street would imply.” The Federal Reserved announced that it would broaden its “Main Street Lending Program” by lowering the minimum loan size and expanding eligibility. “Wall Street is liking all the programs that the government and the Fed are putting together,” Nolte added. “So Wall Street is doing fine but Main Street is going to be a longer process.”

The Director of the National Institute of Allergy and Infectious Diseases and member of the White House Coronavirus Task Force Dr. Anthony Fauci told the Today Show’s Savannah Guthrie Thursday that developing a vaccine to combat the coronavirus outbreak by January is “doable.” “What the plan is right now is, as I mentioned to you a couple of times on this show, we’re in the early phases of a trial, Phase 1. When you go into the next phase, we’re gonna safely and carefully, but as quickly as we possibly can, try and get an answer as to whether it works and is safe,” Fauci said.

He added, “And, if so, we’re gonna start ramping up production with the companies involved. And you do that at risk. In other words, you don’t wait until you get an answer before you start manufacturing. You at risk proactively start making it assuming it’s gonna work, and, if it does, then you could scale up and hopefully get to that timeline. So we want to go quickly, but we want to make sure it’s safe and it’s effective.” The Trump Administration announced “Operation Warp Speed” to accelerate the development of a vaccine, Bloomberg News first reported Wednesday. The report states. “The project’s goal is to have 300 million doses of vaccine available by January, according to one administration official. There is no precedent for such rapid development of a vaccine.”

Perhaps when the Association of American Physicians and Surgeons speaks, we should pay attention?

• Hydroxychloroquine Has About 90% Chance of Helping COVID-19 Patients (AAPS)

In a letter to Gov. Doug Ducey of Arizona, the Association of American Physicians and Surgeons (AAPS) presents a frequently updated table of studies that report results of treating COVID-19 with the anti-malaria drugs chloroquine (CQ) and hydroxychloroquine (HCQ, Plaquenil®). To date, the total number of reported patients treated with HCQ, with or without zinc and the widely used antibiotic azithromycin, is 2,333, writes AAPS, in observational data from China, France, South Korea, Algeria, and the U.S. Of these, 2,137 or 91.6 percent improved clinically. There were 63 deaths, all but 11 in a single retrospective report from the Veterans Administration where the patients were severely ill.

The antiviral properties of these drugs have been studied since 2003. Particularly when combined with zinc, they hinder viral entry into cells and inhibit replication. They may also prevent overreaction by the immune system, which causes the cytokine storm responsible for much of the damage in severe cases, explains AAPS. HCQ is often very helpful in treating autoimmune diseases such as lupus and rheumatoid arthritis. Additional benefits shown in some studies, AAPS states, is to decrease the number of days when a patient is contagious, reduce the need for ventilators, and shorten the time to clinical recovery.

Peer-reviewed studies published from January through April 20, 2020, provide clear and convincing evidence that HCQ may be beneficial in COVID-19, especially when used early, states AAPS. Unfortunately, although it is perfectly legal to prescribe drugs for new indications not on the label, the Food and Drug Administration (FDA) has recommended that CQ and HCQ should be used for COVID-19 only in hospitalized patients in the setting of a clinical study if available. Most states are making it difficult for physicians to prescribe or pharmacists to dispense these medications. As the letter to Gov. Ducey notes, “Many nations, including Turkey and India, are protecting medical workers and contacts of infected persons prophylactically.

According to worldometers.info, deaths per million persons from COVID-19 as of Apr 27 are 167 in the U.S., 33 in Turkey, and 0.6 in India.” After Morocco and Algeria began using HCQ, a trend break and sharp reduction in their COVID-19 case fatality rate occurred. Vaccines and results of randomized double-blind controlled trials of new drugs are at best months away. But patients are dying now, while affordable, long-used drugs would be available except for government restrictions, AAPS states. The Association of American Physicians and Surgeons (AAPS) has represented physicians of all specialties in all states since 1943. • Turkey Claims Success Treating COVID-19 With Hydroxychloroquine (CBS)

Turkey has the biggest coronavirus outbreak in the Middle East, with more than 117,000 confirmed infections. More than 3,000 people have died. But the government claims to have a lower fatality rate than the global average estimated by the World Health Organization at over 3%. The Turkish government imposed weekend-only lockdowns and banned only those under the age of 20 and over 65 from leaving their homes during the week, in an effort to limit the economic impact of the pandemic. Turkey’s Ministry of Health says the relatively low death toll is thanks to treatment protocols in the country, which involve two existing drugs — the controversial anti-malaria drug hydroxychloroquine touted by President Trump, and Japanese antiviral favipiravir.

“Doctors prescribe hydroxychloroquine to everyone who is tested positive for coronavirus” Dr. Sema Turan, a member of the Turkish government’s coronavirus advisory board, told CBS News. Hospitalized patients may be given favipiravir as well if they encounter breathing problems, she said. Turan said the combination of drugs appeared to “delay or eliminate the need for intensive care for patients.” But it’s important to note that Turkey’s use of the drug is not a clinically controlled trial; there’s no control group of patients not given the medication to compare the results against. Clinical trials have been underway in the U.S. and elsewhere, but the results aren’t yet clear. Preliminary studies on hydroxychloroquine have yielded uninspiring results thus far.

The U.S. Food and Drug Administration has approved emergency use of hydroxychloroquine for coronavirus patients, but has warned it should only be used in clinical trials or under the close observation of doctors, citing an observed risk of heart complications.

They refused entry to the WHO team for many weeks in January-February. Anyone remember how long, and what dates?

• WHO ‘Not Invited’ To Join China’s COVID-19 Investigations (Sky)

China has refused repeated requests by the World Health Organisation to take part in investigations into the origins of COVID-19, the WHO representative in China has told Sky News. “We know that some national investigation is happening but at this stage we have not been invited to join,” Dr Gauden Galea said. “WHO is making requests of the health commission and of the authorities,” he said. “The origins of virus are very important, the animal-human interface is extremely important and needs to be studied. “The priority is we need to know as much as possible to prevent the reoccurrence.” Asked by Sky News whether there was a good reason not to include the WHO, Dr Galea replied: “From our point of view, no.”

The Australian government has said that an independent public enquiry should be held into the origins of COVID-19, a measure EU countries are reportedly considering publicly endorsing. China has reacted angrily, saying that the investigation into the virus should be a matter for scientists. Dr Galea also told Sky News that the WHO had not been able to investigate logs from the two laboratories working with viruses in Wuhan, the Wuhan Institute of Virology and the Wuhan CDC. “From all available evidence, WHO colleagues in our three-level system are convinced that the origins are in Wuhan and that it is a naturally occurring, not a manufactured, virus,” he said.

Nevertheless, according to Dr Galea, the laboratory logs “would need to be part of any full report, any full look at the story of the origins”. Dr Galea defended the WHO’s role in the early days of the novel coronavirus outbreak. “We only know what China is reporting to us at that period in time.” From 3 January to 16 January, Wuhan officials reported no new coronavirus cases beyond the 41 already published. “Is it likely that there were only 41 cases for that period of time? I would think not,” Dr Galea told Sky News. [..] The WHO has been criticised for a tweet it posted on 14 January, saying “Preliminary investigations conducted by the Chinese authorities have found no clear evidence of human-to-human transmission”. The same day, in Geneva, a WHO official said there had been “limited” human-to-human transmission.

Dr Galea told Sky News that, at the time, the “WHO was increasingly worried and convinced, suspecting strongly there would be human-to-human transmission. But as yet the cases that had been presented to us and the investigations had not yet confirmed that 100%.”

The difference between underestimated and undercounted.

• Sweden Forced To Admit Significant Under-Counting Of Coronavirus Deaths (Wsws)

Sweden’s National Board of Health and Welfare released figures Tuesday revealing that the death toll from the coronavirus has been underestimated in public figures. This came as total infections in the country of 10 million passed 20,000 yesterday, with almost 2,500 deaths. The discrepancy is due to the Public Health Agency’s policy of only counting deaths following a positive COVID-19 test confirmed by a laboratory. However, the National Board of Health and Welfare noted that as of 21 April, only 82 percent of the deaths it linked to coronavirus had a positive lab test. Assuming that this difference has persisted over the last week, there would have been approximately 400 more deaths from the virus than the 2,462 officially recorded yesterday by the Public Health Agency.

This significant under-counting of deaths is not to be explained by an error, but is the direct product of the Swedish government’s “herd immunity” strategy. Unlike its Nordic neighbours and other European countries, Sweden avoided imposing a general lock-down and even delayed for some time the issuing of limited social distancing guidelines. Gatherings of up to 50 people are still permitted, and shops, restaurants, schools, and non-essential businesses of all types remain open. As a result, the population has been subjected to a reckless experiment that some scientists have likened to playing “Russian roulette.” Even taking the lower official death toll as a point of comparison, the death rate in Sweden dramatically exceeds neighbouring countries.

In Norway, for example, which has a population approximately half the size of Sweden’s, 7,660 cases and 206 deaths have been recorded. Sweden therefore has a death rate more than five times higher than its neighbour per head of population. The refusal to impose strict social distancing measures is stretching the health care system to its limits. At Tuesday’s daily briefing, Johanna Sandwall, crisis manager at the National Board of Health and Welfare, stated that across the country, intensive care units have 30 percent spare capacity. However, she acknowledged that in some areas, there was zero spare capacity. Asked where these were, she refused to answer.

• Russian PM Mishustin Tests Positive For Virus (BBC)

Russian Prime Minister Mikhail Mishustin has gone to hospital after he was diagnosed with coronavirus. His positive test came on the same day that Russia recorded a record 7,099 cases, taking the total number of infections above 100,000. Mr Mishustin was given the role of prime minister in January and has been actively involved in Russia’s handling of the epidemic. Russian TV showed him telling President Vladimir Putin of his diagnosis. “I have just learned that the test on the coronavirus I took was positive,” the prime minister said during the video call.

Mr Mishustin suggested that First Deputy Prime Minister Andrei Belousov should take his place and Mr Putin agreed. Mr Mishustin will now go into self-isolation. “What’s happening to you can happen to anyone, and I’ve always been saying this,” Mr Putin told him. “You are a very active person. I would like to thank you for the work that has been done so far.”Despite the sharp rise in cases, the Moscow-based coronavirus headquarters says 1,073 people in Russia have now died of coronavirus, a relatively low number for Russia’s size. Presidential spokesman Dmitry Peskov says Russia’s reaction to the pandemic has enabled it to avoid an “Italian scenario”.

• American Airlines, Delta, United To Require Facial Coverings On US Flights

Three of the largest four U.S. airlines said Thursday they will require passengers to wear facial coverings on U.S. flights, joining JetBlue Airways in taking the step to address the spread of the coronavirus and convince reluctant passengers to resume flying. United Airlines, Delta Air and American Airlines, along with the smaller Frontier Airlines, which is owned by private equity firm Indigo Partners LLC, announced they will require facial coverings next month. Delta and United’s new rules start May 4, while Frontier’s start May 8 and American’s requirements begin May 11. The policies exempt young children from wearing masks or other facial coverings.

Many U.S. airlines are also requiring pilots and flight attendants to use facial coverings while on board aircraft. Airlines in the United States have seen a nearly 95% drop in U.S. passengers and have slashed flight schedules. They are now working to reassure customers about the safety of air travel by instituting new cleaning and social distancing procedures. Some airline unions and U.S. lawmakers have urged the Federal Aviation Administration (FAA) to require facial coverings for all passengers and crew. United said it will provide complimentary masks to passengers. Southwest Airlines), one of the largest U.S. airlines, has not required facial coverings.

• Ten Reasons Why A ‘Greater Depression’ For The 2020s Is Inevitable (Roubini)

After the 2007-09 financial crisis, the imbalances and risks pervading the global economy were exacerbated by policy mistakes. So, rather than address the structural problems that the financial collapse and ensuing recession revealed, governments mostly kicked the can down the road, creating major downside risks that made another crisis inevitable. And now that it has arrived, the risks are growing even more acute. Unfortunately, even if the Greater Recession leads to a lacklustre U-shaped recovery this year, an L-shaped “Greater Depression” will follow later in this decade, owing to 10 ominous and risky trends.

The first trend concerns deficits and their corollary risks: debts and defaults. The policy response to the Covid-19 crisis entails a massive increase in fiscal deficits – on the order of 10% of GDP or more – at a time when public debt levels in many countries were already high, if not unsustainable. Worse, the loss of income for many households and firms means that private-sector debt levels will become unsustainable, too, potentially leading to mass defaults and bankruptcies. Together with soaring levels of public debt, this all but ensures a more anaemic recovery than the one that followed the Great Recession a decade ago.

A second factor is the demographic timebomb in advanced economies. The Covid-19 crisis shows that much more public spending must be allocated to health systems, and that universal healthcare and other relevant public goods are necessities, not luxuries. Yet, because most developed countries have ageing societies, funding such outlays in the future will make the implicit debts from today’s unfunded healthcare and social security systems even larger. A third issue is the growing risk of deflation. In addition to causing a deep recession, the crisis is also creating a massive slack in goods (unused machines and capacity) and labour markets (mass unemployment), as well as driving a price collapse in commodities such as oil and industrial metals. That makes debt deflation likely, increasing the risk of insolvency.

Those fears should be global.

Consumer prices in Japan’s capital city fell for the first time in three years in April and national factory activity slumped, data showed on Friday, increasing worries the coronavirus pandemic could tip the country back into deflation. The darkening outlook in the world’s third-largest economy is already heightening calls for bigger spending, even after parliament approved an extra budget to fund a $1.1 trillion stimulus package to cushion the blow from the pandemic. “The government will work with the central bank to ensure Japan absolutely does not slip back into deflation,” Economy Minister Yasutoshi Nishimura told a news conference on Friday.

Core consumer prices in Tokyo, a leading indicator of nationwide inflation trends, slipped 0.1% in April from a year earlier, government data showed, dashing expectations for a 0.1% rise and following a 0.4% increase in March. It was the first year-on-year decline since April 2017. While the drop was largely due to slumping energy costs following the collapse in the crude oil price, it has consolidated expectations that Japan will see consumer prices fall in coming months as the economy feels a sharper hit from the pandemic. A separate business survey on Friday confirmed Japan’s factory activity shrank at its fastest pace in more than a decade in April, as the coronavirus hurt output and new orders.

As the government keeps bumbling its actions.

• UK Factory Output At Risk Of More Than Halving (R.)

British factory output risks falling by more than half during the current quarter after 80% of manufacturers reported a collapse in orders due to the coronavirus, trade body Make UK said on Friday. Make UK said a survey of 297 members, conducted from April 20-27, showed that more than three quarters had already suffered a drop in sales. Britain’s Office for Budget Responsibility said on April 14 that factory output could fall by 55% in the second quarter, as part of a scenario for the broader economy that showed a 35% plunge in total output if lockdown restrictions stay in place. “The extent of the collapse in demand is such it means that the recent OBR forecast could be an underestimate unless there is a quite remarkable turnaround which, to be frank, just isn’t going to happen,” Make UK chief executive Stephen Phipson said.

A separate survey from the Confederation of British Industry showed that private-sector activity fell by the most since July 2009 during the three months to April, and that output expectations were the weakest on record. Britain’s government ordered non-essential businesses to close to the public on March 23 and urged staff to work from home if possible. It is due to review the measures on May 7 but officials have said it is too soon for a major easing. Some 87% of manufacturers are still carrying out some operations, but more than a third had put staff members on leave under a government wage guarantee scheme which was likely to be needed beyond its planned end-June closing date, Make UK said.

• ECB Prepares For More Stimulus, Hints At Junk Bond Buys (R.)

The European Central Bank tweaked policy around the edges on Thursday but kept the door wide open to further stimulus — including potentially controversial purchases of junk debt — to help an economy ravaged by the coronavirus pandemic. Facing an unprecedented recession, the ECB said it would make loans to banks even cheaper but kept the terms of its hallmark asset purchase scheme unchanged, disappointing investors who had bet on even more money-printing. Lockdowns in place across Europe to curb the spread of the virus have already cost millions their jobs and governments are borrowing record amounts just to keep their economies going until restrictions on businesses and households can be eased.

ECB President Christine Lagarde made clear the central bank for the 19 countries that use the euro currency would do its part but said political leaders must agree on more ambitious and coordinated action, a goal that has so far eluded them. “The euro area is facing an economic contraction of a magnitude and speed that are unprecedented in peacetime,” Lagarde told a news conference held via webcast. Speaking to an empty press room, Lagarde said the euro zone economy could shrink by 5 percent to 12 percent this year and may contract by 15 percent in the second quarter alone, a rate that would far outpace any decline during the global financial crisis a decade ago.

[..] As part of Thursday’s moves, the ECB said it would allow banks to borrow long-term funds for rates as low as minus 1 percent and it would set up a new shorter-term liquidity operation. Even if markets were disappointed with the measures, Lagarde made clear the ECB would do its job, a signal that more action is coming, perhaps as soon as June. She said the ECB could increase the size of its Emergency Pandemic Purchase Scheme (PEPP) and even extend it beyond 2020. When asked if the ECB could buy bonds below investment grade, she hinted at flexibility. “We have been very clear … we will not accept fragmentation of monetary transmission in the euro area or any pro-cyclical tightening of financing conditions,” Lagarde said. “With these two principles in mind, we will adjust as and when needed.”

The hint at future junk bond purchases is significant as Italy, the euro zone’s third-largest economy, is rated in the lowest investment-grade bracket and seen at risk of downgrades that could lose it access to ECB help just as it needs it most. U.S. President Donald Trump said on Thursday he would consider bringing his fired former national security adviser Michael Flynn, a key figure in the probe into Russia’s interference in the 2016 election, back into his administration. The president’s comments, the latest in a string of remarks about Flynn, go beyond prior suggestions by Trump that the retired general could be in line for a presidential pardon. “I would certainly consider it, yeah. I think he’s a fine man,” Trump told reporters, without specifying which role he might give to Flynn. Flynn pleaded guilty to making false statements in a charge brought by then-Special Counsel Robert Mueller. He is now insisting he did not lie and wants to back out of the plea.

Internal FBI documents turned over by the Justice Department on Wednesday showed FBI officials debated whether and when to warn Flynn that he could face criminal charges as they prepared for a January 2017 interview with him in the Russia probe. Trump blamed Flynn’s predicament on “dirty cops” and said the documents show Flynn was a victim. “He’s in the process of being exonerated. If you look at those notes from yesterday, that was total exoneration,” Trump said.

• Sidney Powell: More Evidence Shows FBI Set Up Lt. Gen. Michael Flynn (SAC)

In another dramatic twist of events 15 documents unsealed Thursday show that the FBI’s Crossfire Hurricane team and senior FBI officials had worked diligently behind the scenes to target former National Security Advisor for President Trump Army Lt. Gen. Michael Flynn, who has withdrawn his guilty plea and is fighting for his case to be dismissed by the courts. Further, the text messages reveal that there was an original 302 interview with Flynn that was never turned over to the defense. In those text messages between former FBI lovebirds Attorney Lisa Page and FBI Special Agent Peter Strzok, they discuss the interview that was conducted with Flynn at the White House and allude to the alteration of the document.

Those explosive documents suggest that the FBI was planning on closing the case on Flynn because there was no proof that he committed any crimes. In fact, the case against Flynn was closed on January 4, 2017 but reopened, according to text messages unsealed and obtained by Powell. The documents, which reveal his FBI code name ‘Crossfire Razor,’ expose that the Department of Justice withheld large amounts of exculpatory evidence from his defense team and, according to his attorney Sidney Powell, reveal egregious government misconduct. “To be clear, we now know by the production of new text messages between Lisa Page and Peter Strzok that there in fact exists an original 302 document created by SSA 1 from his own notes of the January 24, 2017 ambush interview of Gen Flynn,” said Powell.

“Further, we know in fact that SSA 1’s original 302 document went to Stzrok who rewrote it substantially, but tried not to “completely re-write it so as to save [redacted] voice” and then was shared by Stzrok with a “pissed off” Page who revised it substantively yet again, crafting the narrative to charge Gen Flynn with a crime he did not commit.” She noted that as repugnant as this conduct is on its face, “the travel of this vital document establishes continuously – and until this day – the original FBI agents, the prosecutors, and FBI management’s determination to withhold exculpatory evidence required under Brady, among other violations of Gen Flynn’s civil rights. They withheld it not only to try to convict an innocent man, but to hide their own crimes.”

A senior FBI official’s handwritten notes from the earliest days of the Trump administration expressed concern that the bureau might be “playing games” with a counterintelligence interview of then-National Security Adviser Michael Flynn to get him to lie so “we could prosecute him or get him fired.” The notes and other emails were provided to Flynn’s lawyers under seal last week and released Wednesday night by court order, providing the most damning evidence to date of potential politicalization and misconduct inside the FBI during the Russia probe. The notes show FBI officials discussed not providing Flynn a Miranda-like warning before his January 2017 interview — a practice normally followed in such interviews — so that he could be charged with a crime if he misled the agents, the officials said.

“What is our goal? Truth/Admission or to get him to lie, so we can prosecute him or get him fired?,” the handwritten notes of the senior official say. The notes express further concern the FBI might be “playing games.” Multiple officials confirmed to Just the News that the author of the notes is William Priestap, the now-retired FBI Assistant Director for Counterintelligence and the ultimate supervisor for fired agent Peter Strzok, who led the Russia probe. Justice Department officials are investigating whether Priestap’s notes were written in conjunction with meetings he had with top leaders like then-Director James Comey and then-Deputy Director Andrew McCabe, officials said.

A special prosecutor is reviewing DOJ’s and the FBI’s handling of the Flynn prosecution, which led to the former Trump adviser and retired general pleading guilty to lying to the FBI under a plea deal with Special Counsel Robert Mueller in the Russia case. Flynn’s lawyer Sidney Powell filed a court motion last week saying new evidence has emerged showing Flynn was “framed” and his conviction should be dismissed. The officials said the notes are part of that new evidence and had been withheld from Flynn’s defense team for years even though they were potential evidence of innocence.

Sullivan unsealed four pages of stunning FBI emails and handwritten notes Wednesday, regarding former Trump National Security Advisor Michael Flynn, which allegedly reveal the retired three star general was targeted by senior FBI officials for prosecution, stated Flynn’s defense attorney Sidney Powell. Those notes and emails revealed that the retired three-star general appeared to be set up for a perjury trap by the senior members of the bureau and agents charged with investigating the now-debunked allegations that President Donald Trump’s campaign colluded with Russia, said Sidney Powell, the defense lawyer representing Flynn. Moreover, the Department of Justice release 11 more pages of documents Wednesday afternoon, according to Powell.

What is especially terrifying is that without the integrity of Attorney General Bill Barr and U.S. Attorney Jensen, we still would not have this clear exculpatory information as Mr. Van Grack and the prosecutors have opposed every request we have made,” said Powell. It appears, based on the notes and emails that the Department of Justice was determined at the time to prosecute Flynn, regardless of what they found, Powell said. “The FBI pre-planned a deliberate attack on Gen. Flynn and willfully chose to ignore mention of Section 1001 in the interview despite full knowledge of that practice,” Powell said in a statement. “The FBI planned it as a perjury trap at best and in so doing put it in writing stating ‘what is our goal? Truth/ Admission or to get him to lie so we can prosecute him or get him fired.”

The documents, reviewed and obtained by SaraACarter.com, reveal that senior FBI officials discussed strategies for targeting and setting up Flynn, prior to interviewing him at the White House on Jan. 24, 2017. It was that interview at the White House with former FBI Special Agent Peter Strzok and FBI Special Agent Joe Pientka that led Flynn, now 61, to plead guilty after months of pressure by prosecutors, financial strain and threats to prosecute his son. Powell filed a motion earlier this year to withdraw Flynn’s guilty plea and to dismiss his case for egregious government misconduct. Flynn pleaded guilty in December 2017, under duress by government prosecutors, to lying to investigators about his conversations with Russian diplomat Sergey Kislyak about sanctions on Russia. This January, however, he withdrew his guilty plea in the U.S. District Court in Washington, D.C.

He stated that he was “innocent of this crime” and was coerced by the FBI and prosecutors under threats that would charge his son with a crime. He filed to withdraw his guilty plea after DOJ prosecutors went back on their word and asked the judge to sentence Flynn to up to six months in prison, accusing him of not cooperating in another case against his former partner. Then prosecutors backtracked and said probation would be fine but by then Powell, his attorney, had already filed to withdraw his guilty plea.

The documents reveal that prior to the interview with Flynn in January, 2017 the FBI had already come to the conclusion that Flynn was guilty and beyond that the officials were working together to see how best to corner the 33-year military veteran and former head of the Defense Intelligence Agency. The bureau deliberately chose not to show him the evidence of his phone conversation to help him in his recollection of events, which is standard procedure. Even stranger, the agents that interviewed Flynn later admitted that they didn’t believe he lied during the interview with them.

• Steele Testifies Hillary Clinton, Susan Rice Knew About His Anti-Trump Research

Steele recently testified in a British court that he believed both then-Democratic presidential nominee Hillary Clinton and then-Obama National Security Adviser Susan Rice were aware of his dossier research as it was going on in summer 2016. The testimony makes his most direct link yet between his Russia collusion research and the top of the Clinton campaign and Obama White House. Steele told a British court he believed he had been hired by the Fusion GPS firm owned by Glenn Simpson through the Democratic National Committee-linked law firm Perkins Coie to assist the Clinton campaign during the election, according to a transcript of the testimony.

“I presumed it was the Clinton campaign, and Glenn Simpson had indicated that. But I was not aware of the technicality of it being the DNC that was actually the client of Perkins Coie,” Steele testified in March under questioning from lawyers for Russian bankers suing over his research. “You knew it was the leadership of the Clinton presidential campaign didn’t you?” a lawyer for the businessmen asked. “I believed it was the campaign. Yes,” he answered. “The leadership of the Clinton campaign?” he was asked. “Fine, the leadership of the campaign,” Steele conceded. The lawyer persisted. “You also understood that Hillary Clinton herself was aware of what you were doing?” the lawyer asked. “I think Glenn had mentioned it, but I wasn’t clear,” Steele answered.

Then Steele was confronted with what lawyers said were notes he took at a meeting with the FBI in 2016 in which he purported to tell agents that Clinton was aware of his research. The lawyers read from those notes during the court proceedings. The notes, according to the transcript, read: “We explained that Glenn Simpson/GPS Fusion was our commissioner but the ultimate client were the leadership of the Clinton presidential campaign and that we understood the candidate herself was aware of the reporting at least, if not us.” The lawyers prodded: “It’s your note, so we assume it’s accurate?” “Yes,” Steele answered during the March 17 testimony. [..] A day later in additional testimony, Steele was asked how he came to present some of his dossier findings to the U.S. State Department during an October 2016 meeting with then-Deputy Assistant Secretary of State Kathleen Kavalec. The former British MI6 agent turned private intelligence investigator said his meeting was set up by State officials Jonathan Winer and Victoria Nuland after longtime Clinton adviser and friend Strobe Talbott had reached out to him. “The meeting was set up by a State Department official called John Winer,” Steele explained. “At your request?” the lawyers asked. “No, at his request, his suggestion. He invited us into meet, as I understood it, at her request, Assistant Secretary of State Nuland,” Steele answered.

• The NY Times Used to Correct Its Whoppers. But Not These (Kuntz)

The New York Times is widely admired for owning up to its errors. In addition to the corrections it runs each day, it has a tradition of publishing extensive Editor’s Notes and even full-length investigations when it has determined that flawed reporting misled readers and botched the rough first draft of history.[..] During the last few years the Times has published two other sets of deeply flawed articles that also demand such extended corrections: “The 1619 Project” and its Trump-Russia coverage. It is a sign of how much the Times, and mainstream journalism in general, have changed that it appears highly unlikely the “paper of record” will correct the record.

[..] The Trump-Russia coverage, even with caveats pinning assertions to sources rather than solid evidence, clearly created a false impression that Donald Trump and his team were in cahoots with the Russians. It’s hard to believe that former Times Executive Editor Max Frankel would have written an op-ed for the paper declaring that an “obvious bargain [was] reached during the campaign of 2016” between the Trump campaign and Russia if he hadn’t read those unmistakable insinuations in the Times. The Trump campaign is suing the Times for libel over Frankel’s claims. (Full disclosure: I was hired as an editor at the Times in 1988 under Frankel.)

A fuller accounting by the Times is especially necessary because the media’s pushing of Trump-Russia conspiracy theories was central to an unprecedented and possibly criminal effort to subvert or remove a president under false pretenses. Unless the Times and other sources come clean about who was feeding them misleading and partisan information, we may never understand this momentous chapter of history. Protecting confidential sources is, of course, one of the bedrocks of journalism. The free flow of information depends on people being able to share hard truths without jeopardizing their careers or lives.

But not when sources lie or mislead. When that happens, the confidentiality deal is off and “your responsibility would be to set the record straight,” Lynn Walsh, ethics chair of the Society of Professional Journalists, confirmed to me recently in a general conversation about SPJ’s standards for anonymous sourcing. When sources engage in gross deception on a matter of such import, even committing national security crimes in the process, the news media involved should honor their higher duty – to their readers or viewers – to expose the malfeasance and correct the record.

Even the WHO won’t commit. A handful scary reports of people dying from 70-year old, tried and tested and never lethal, chloroquines, followed by upbeat though opaque stories on remdesivir.

One difference: chloroquine patents have run out, so no big profits for “investors”. Which they will get from remdesivir if it “works”.

A top World Health Organization official declined comment on Wednesday on reports that Gilead Science’s remdesivir could help treat COVID-19, the respiratory disease caused by the novel coronavirus, but said that further data was needed. “I wouldn’t like to make any specific comment on that, because I haven’t read those publications in detail,” Dr Mike Ryan, head of the WHO’s emergencies programme, told an online briefing in response to a question, adding it can sometimes take a number of publications to determine a drug’s efficacy. “Clearly we have the randomised control trials that are underway both in the UK and US, the ‘Solidarity trials’ with WHO. Remdesivir is one of the drugs under observation in many of those trials. So I think a lot more data will come out,” he said. Ryan added: “But we are hopeful this drug and others may prove to be helpful in treating COVID-19.”

Concerns over leaks compelled the top U.S. infectious disease official to reveal data on Gilead Sciences Inc’s experimental drug remdesivir, the first in a scientifically rigorous clincial trial to show benefit in treating COVID-19. The dramatic announcement by Dr Anthony Fauci in the Oval Office on Wednesday prompted concerns among scientists that the Trump administration was raising hopes about a coronavirus treatment before sharing the full data with researchers. As a cautionary example of inflating the potential value of a therapy, some pointed to President Donald Trump’s repeated endorsements of malaria drug hydroxychloroquine as a treatment, with no evidence that it works. Newer data suggests the malaria treatments may carry significant risks for some sufferers of the respiratory disease caused by the virus.

Fauci, director of the National Institute of Allergy and Infectious Diseases (NIAID), which is running the trial, said he took the first opportunity to get the word out that patients taking a dummy treatment or placebo should be switched to remdesivir in hopes of benefiting from it. He expressed concern that leaks of partial information would lead to confusion. Since the White House was not planning a daily virus briefing, Fauci said he was invited to release the news at a news conference with Louisiana Gov. John Bel Edwards(D). “It was purely driven by ethical concerns,” Fauci told Reuters in a telephone interview. “I would love to wait to present it at a scientific meeting, but it’s just not in the cards when you have a situation where the ethical concern about getting the drug to people on placebo dominates the conversation.”

The numbers tell us it’s a matter of days before Britain overtakes Italy in having most deaths in Europe.

Britain now has Europe’s second highest official COVID-19 death toll with more than 26,000, according to figures published on Wednesday that raised questions about Prime Minister Boris Johnson’s response to the outbreak. Some 26,097 people died across the United Kingdom after testing positive for COVID-19 as of April 28 at 1600 GMT, Public Health England (PHE) said, citing daily figures that included deaths outside of hospital settings for the first time. That means the United Kingdom has suffered more COVID-19 deaths than France or Spain have reported, though less than Italy, which has Europe’s highest death toll and the second worst in the world after the United States.

“We must never lose sight of the fact that behind every statistic there are many human lives that have tragically been lost before their time,” Foreign Secretary Dominic Raab told reporters. “We are still coming through the peak and…this is a delicate and dangerous moment in the crisis.” Such a high UK death toll increases the pressure on Johnson just as opposition parties accused his government of being too slow to impose a lockdown to limit contagion from the new coronavirus, too slow to introduce mass testing and too slow to get enough protective equipment to hospitals. Johnson returned to work on Monday after recuperating from COVID-19, which had left him gravely ill in intensive care at the peak of the coronavirus outbreak. He celebrated the birth of a baby son on Wednesday.

Opposition Labour Party leader Keir Starmer criticised Johnson’s response to the world’s worst public health crisis since the 1918 influenza outbreak. Johnson had spoken of Britain’s “apparent success” in tackling COVID-19 in a speech to the nation on Monday. “We are possibly on track to have one of the worst death rates in Europe,” Starmer told parliament. “Far from success, these latest figures are truly dreadful,” he added, referring to previously published data. Starmer said his calculations showed 27,241 had died in the UK from COVID-19, the lung disease caused by the coronavirus. In mid-March the government’s chief scientific adviser said keeping Britain’s death toll below 20,000 would be a “good outcome”.

Government reveal their failures piecemeal, after shouting out loud about BIG targets. This model does require cooperation of the media at all times.

• UK To Miss 100,000 Coronavirus Tests Target, Minister Admits (G.)

The UK government is likely to miss its target of carrying out 100,000 coronavirus tests by the end of April, a cabinet minister has admitted. After weeks of ministers insisting the deadline would be met, Robert Buckland, the justice secretary, said it was “probable that we won’t” reach it on Thursday but said it was likely in the next few days. “Even if we don’t hit it, we will in the next few days hit that target. We are up to 52,000 being tested, capacity is rising and I think it was right to set an ambitious target. Sometimes if you don’t hit a target on the due date, the direction of travel is the most important thing. And I believe we are going to get there and move beyond it because we need more,” he told Sky News.

The target was set by Matt Hancock, the health secretary, on 2 April as the government came under pressure over low testing levels. At that point, there was capacity for 12,799 daily tests in England, with just over 10,650 tests carried out. The total as of 9am on Wednesday was 52,429 tests with capacity to do 73,000, but only 33,000 individuals were tested because of multiple retests. [..] .. hospital leaders launched a strident attack on the government’s testing strategy, regardless of the target. Saffron Cordery, the deputy chief executive of NHS Providers, which represents foundation trusts in England, dismissed the 100,000 target as a “red herring” that distracted from the lack of a coherent overall strategy.

NHS Providers said in a report on Wednesday: “NHS trust leaders believe they have done all they can to support the national testing effort so far but are increasingly frustrated with the lack of clarity on how the testing regime will be developed for this next phase. “At the moment they feel they are on the end of a series of frequent tactical announcements extending the testing criteria to new groups with no visibility on any longer term strategy, and are being expected at the drop of a hat to accommodate these changes with no advance notice or planning.”

Might be good news. Might even be very good. But it’s also yet another condemnationn of testing as a whole.

• Seoul Tests Find False Positives, Not Reinfections In Recovered Patients (KH)

South Korea’s infectious disease experts said Thursday that dead virus fragments were the likely cause of over 260 people here testing positive again for the novel coronavirus days and even weeks after marking full recoveries. Oh Myoung-don, who leads the central clinical committee for emerging disease control, said the committee members found little reason to believe that those cases could be COVID-19 reinfections or reactivations, which would have made global efforts to contain the virus much more daunting. “The tests detected the ribonucleic acid of the dead virus,” said Oh, a Seoul National University hospital doctor, at a press conference Thursday held at the National Medical Center.

He went on to explain that in PCR tests, or polymerase chain reaction tests, used for COVID-19 diagnosis, genetic materials of the virus amplify during testing, whether it is from a live virus or just from fragments of dead virus cells that can take months to clear from recovered patients. The PCR tests cannot distinguish whether the virus is alive or dead, he added, and this can lead to false positives. “PCR testing that amplifies genetics of the virus is used in Korea to test COVID-19, and relapse cases are due to technical limits of the PCR testing.” As of Sunday, 263 people in Korea tested positive for the disease again after being declared virus-free, of which 17 were minors or teens, the National Medical Center said. “The respiratory epithelial cell has a half-life of up to three months, and RNA virus in the cell can be detected with PCR testing one to two months after the elimination of the cell,” Oh said.

I saw the first graph here and thought something doesn’t add up. Vietnam didn’t do mass testing, 213,000 in a country of 96 million people is nothing compared to the 6.1 million in the 320 million US.

What the second graph shows is the clue: Vietnam tests a lot compared to confirmed cases.

• After Aggressive Mass Testing, Vietnam Says It Contains COVID19 Outbreak (R.)

Vietnam, a country of 96 million people which shares a border with China, is signalling that it has succeeded where many wealthier and more developed countries have not by containing the new coronavirus. The government is officially reporting a relatively small 270 cases and zero deaths. That puts the country on course to revive its economy much sooner than most others, according to several public health experts interviewed by Reuters. Its slightly more populous regional neighbour the Philippines, in comparison, has reported almost 30 times as many cases and more than 500 deaths. These public health experts say Vietnam was successful because it made early, decisive moves to restrict travel into the country, put tens of thousands of people into quarantine and quickly scaled up the use of tests and a system to track down people who might have been exposed to the virus.

“The steps are easy to describe but difficult to implement, yet they’ve been very successful at implementing them over and over again,” said Matthew Moore, a Hanoi-based official from the U.S. Centers for Disease Control and Prevention (CDC), who has been liaising with Vietnam’s government on the outbreak since early January. He added that the CDC has “great confidence” in the Vietnamese government’s response to the crisis. Vietnam increased the number of laboratories that can test for COVID-19, the disease caused by the new coronavirus, from three at the beginning of the outbreak in January, to 112 by April. As of Wednesday, 213,743 tests had been conducted in Vietnam, of which 270 were positive, according to health ministry data. That ratio of 791 tests to every confirmed case is by far the highest in the world, according to data from health ministries compiled by Reuters. The next highest, Taiwan, has conducted 140 tests for every case.

[..] “It is organised, it can make country-wide policy decisions that get enacted quickly and efficiently and without too much controversy,” said Guy Thwaites, director of the Oxford University Clinical Research Unit in Ho Chi Minh City. Thwaites said the number of positive tests processed by his organisation’s lab was in line with government data. He said the hospital where he works on the wards – Ho Chi Minh City’s 550-bed Hospital for Tropical Diseases, serving a population of 45 million people in southern Vietnam – had not admitted any additional cases not reflected in the government’s numbers. “If there was ongoing and unreported or unappreciated community transmission, we would have seen the patients in our hospital. We have not,” he said. Thwaites said his organisation’s lab increased capacity from being able to do around 100 tests a day to around 1,000 a day.

• Los Angeles To Offer Free Coronavirus Tests To All Residents (NBC)

Los Angeles will begin offering free coronavirus tests to all residents no matter if they have symptoms or not, Mayor Eric Garcetti said Wednesday. Garcetti said that all residents of Los Angeles County can get the tests. The website to schedule tests says it is open to any county resident regardless of symptoms. Those with symptoms will be given priority. The mayor said he believes Los Angeles is the first major city to offer tests to all residents. He said they now have enough testing capacity to handle the increased tests. Testing rules had previously been relaxed to allow grocery store workers, first responders and other essential workers with exposure to the virus to get tests regardless of whether they have symptoms. Health officials say that even those without symptoms can spread the virus.

All you need to know is America doesn’t like small. But people can still buy from small farms. All it may take is some effort.

• Small Farms, Stressed And Underfunded, Struggle For Coronavirus Relief (IC)

Before coronavirus hit, farmers in the U.S. were already hurting from years of falling food prices, severe weather, and, more recently, President Donald Trump’s trade war. “We’ve had a record number of farm bankruptcies [in the U.S.], total farm debt is at $425 billion, [and farmer] incomes have fallen by about half since 2013,” said Eric Deeble, policy director at the National Sustainable Agriculture Coalition, which supports small and mid-sized family farms. Now, with the global pandemic closing factories and restaurants and disrupting supply chains, already stressed farms are grappling with lower demand and fewer markets to sell in, as well as a presidential administration that favors relief for big businesses over small.

Small farmers in particular — those who sell directly to farmers markets, schools, and other local food hubs — are facing an existential crisis, as they face slim odds of accessing competitive federal stimulus money. They have reason to be pessimistic. In recent years, federal subsidies to help struggling farmers have flowed almost exclusively to large corporate farms. Of the roughly $28 billion the Trump administration has distributed to food producers to offset losses from his trade wars, almost all went to big farms. Advocates for small farmers say this is driven in part by the preference of Trump’s agriculture secretary, Sonny Purdue, who has encouraged farmers to get bigger farms if they wanted to stay in business. “Big get bigger and small go out … and that’s what we’ve seen,” he told a group of Wisconsin dairy farmers in 2018, echoing Richard Nixon’s agriculture secretary, who infamously told farmers in the 1970s to “get big or get out.”

While 91 percent of U.S. farms are small — defined by the federal government as an operation with gross cash income under $250,000 — large farms account for 85 percent of the country’s farm production. The public health crisis has already had a devastating impact on agriculture across the country. A report released in mid-March by the National Sustainable Agriculture Coalition estimated that small farms would see a $689 million decline in sales from March to May this year due to Covid-19, leading to a payroll decline of $103 million and a total loss to the economy of $1.3 billion. Now, as the pandemic shows no sign of slowing, the coalition worries that the impact for small farmers will be even more substantial — which could lead many small farms to permanently close.

• COVID19 Crisis Will Wipe Out Demand For Fossil Fuels – IEA (G.)

Renewable electricity will be the only source resilient to the biggest global energy shock in 70 years triggered by the coronavirus pandemic, according to the world’s energy watchdog. The International Energy Agency said the outbreak of Covid-19 would wipe out demand for fossil fuels by prompting a collapse in energy demand seven times greater than the slump caused by the global financial crisis. In a report, the IEA said the most severe plunge in energy demand since the second world war would trigger multi-decade lows for the world’s consumption of oil, gas and coal while renewable energy continued to grow. The steady rise of renewable energy combined with the collapse in demand for fossil fuels means clean electricity will play its largest ever role in the global energy system this year, and help erase a decade’s growth of global carbon emissions.

Fatih Birol, the IEA’s executive director, said: “The plunge in demand for nearly all major fuels is staggering, especially for coal, oil and gas. Only renewables are holding up during the previously unheard of slump in electricity use.” Renewable energy is expected to grow by 5% this year, to make up almost 30% of the world’s shrinking demand for electricity. The growth of renewables despite a global crisis could spur fossil fuel companies towards their goals to generate more clean energy, according to Birol, but governments should also include clean energy at the heart of economic stimulus packages to ensure a green recovery. “It is still too early to determine the longer-term impacts,” said Birol. “But the energy industry that emerges from this crisis will be significantly different from the one that came before.”

• Swedish City To Dump Ton Of Chicken Manure In Park To Deter Visitors (G.)

The university town of Lund in Sweden is to dump a tonne of chicken manure in its central park in a bid to deter up to 30,000 residents from gathering there for traditional celebrations to mark Walpurgis Night on Thursday. “Lund could very well become an epicentre for the spread of the coronavirus on the last night in April, [so] I think it was a good initiative,” the chairman of the local council’s environment committee, Gustav Lundblad, told the Sydsvenskan newspaper. “We get the opportunity to fertilise the lawns, and at the same time it will stink and so it may not be so nice to sit and drink beer in the park,” Lundblad said, adding that the only potential drawback was that the smell may not be confined to the park.

“I am not a fertiliser expert, but as I understand it, it is clear that it might smell a bit outside the park as well,” Lundblad admitted. “These are chicken droppings, after all. I cannot guarantee that the rest of the city will be odourless. But the point is to keep people out of the city park.” Sweden has opted for a light touch approach to containing Covid-19, eschewing the strict lockdowns imposed by its Nordic neighbours and much of the rest of Europe and favouring personal responsibility over draconian enforcement. Walpurgis Night, celebrated on 30 April, is widely marked across central and northern Europe with parties and bonfires. The festivities are classed as “spontaneous” so cannot be banned by authorities, but to avoid the risk of spreading the coronavirus many towns and cities in Sweden have asked citizens to give the tradition a miss this year.

• Stock Surge Is A Bear Market Rally That Will Collapse – Bianco (CNBC)

Market researcher James Bianco warns April’s big run will collapse. His reason: Investors are too bullish. “I understand the market has been up a lot since the March low. But what I see in the market is a retracement rally that looks very similar to the first type of rallies that you get in protracted bear markets,” the Bianco Research president told CNBC’s “Trading Nation” on Wednesday. Bianco warned last month the coronavirus turmoil would be worse than the financial crisis. In early March, he put all his money in cash and never looked back — despite the bounce. So far this month, the S&P 500 is up almost 14%. If the trend holds, it’ll be the index’s best showing since 1974.

Meanwhile, the Dow is up more than 12% in the same period and is on track for its best monthly performance since January 1987. “We’ll revisit the 2,200 S&P low, if not make a lower low — probably by late summer,” he said. “That’s going to come because we’re going to find out now is a critical time for the market.” Bianco predicts there will be an overwhelming realization that life isn’t getting back to normal when then economy starts to reopen. “What the market seems to be thinking is we’re going to restart, and we’re all going to pretend that it’s 2019,” said Bianco. “And, we’re all going to stand on the subway platform with 500 other people waiting for the next train.”

• Massive Medical Response As China Death Toll Reaches 1,526 (SCMP)

China reported 2,641 new confirmed cases and 849 new severe cases on Saturday. A total of 143 more people have died, bringing the total number of deaths in the country to 1,526. There are 2,277 suspected new cases. The total number of confirmed cases across the country stands at 66,492, of which 11,053 – 18 per cent – are severe. In Hubei province – epicentre of the coronavirus outbreak – 2,420 new confirmed cases were reported with 1,923 of those in provincial capital Wuhan. The city also accounted for 107 of the 139 new deaths reported in Hubei on Saturday. National Health Commission deputy director Wang Hesheng said nine medical shelters had been opened to accommodate patients with mild symptoms, as well as people with suspected infections.

It was Wang’s first press conference since his arrival in Wuhan – provincial capital of Hubei where the novel coronavirus emerged – about a week ago. Wang and Chen Yixin, secretary general of the Central Political and Legal Affairs Commission, the Communist Party’s top law enforcement body, were sent to Wuhan in response to public uproar about the death of ophthalmologist Li Wenliang, widely regarded as a whistle-blower about the new virus. Wang said China had sent 217 medical teams across provinces, including a total of 25,033 medical professionals to Hubei. These were in addition to the 181 teams of army doctors in Wuhan and a further 36 military medical teams in other cities in the province.

[..] Fan Yifei, vice-governor of the People’s Bank of China, said money supply in the country would be ensured, with 4 billion yuan (US$572 million) in new bank notes already allocated to Hubei before the Spring Festival holiday. Fan said the central bank would temporarily store bank notes from major government institutes or state enterprises in warehouses to prevent the disease spreading through the handling of cash. Banks have also been told to sanitise notes before giving them to enterprises. Fan said cash from hospitals and wet markets were being stored and bank notes and coins sanitised with UV light before they were released back into circulation.

• Beijing To Quarantine All Arrivals As Economic Life Struggles To Pick Up (R.)

The Chinese capital Beijing on Friday imposed a 14-day self-quarantine on people returning to the city from holidays to prevent the spread of the new coronavirus, and threatened to punish those who failed to comply. It was not immediately clear how the restriction, relayed by the official Beijing Daily newspaper, would be enforced, or whether it would apply to non-residents of Beijing or foreigners arriving from abroad. [..] Wuhan, the city of 11 million people where the outbreak began, has the most acute problem. With all public transport, taxis and ride-hailing services shut down in the city, volunteer drivers are responding to requests on ad hoc messaging groups to ferry medical staff and others in vital jobs to and from work, risking their own health.

Others work round the clock to find accommodation for medical workers in hotels that have volunteered rooms. Many of the drivers keep their identities secret to avoid objections from family and friends. “Everyone in our group has such a strong sense of mission,” said 53-year-old Chen Hui, who runs one of the ad hoc ride services. [..] “From now on, all those who have returned to Beijing should stay at home or submit to group observation for 14 days after arriving,” read the notice from Beijing’s virus prevention working group cited by the Beijing Daily. “Those who refuse to accept home or centralised observation and other prevention and control measures will be held accountable under law.”

He’s starting to acknowledge he can’t do both. How to save face?

• Xi Puts On Brave Face, Vows To Deliver Economic Goals Amid Coronavirus (SCMP)

Shrouded in utmost secrecy, the Politburo Standing Committee is the inner circle of China’s power structure. The seven-member body, which is the core of the 25 member Politburo cabinet with general secretary Xi Jinping as its head, rarely publishes meeting schedules or agendas before or even after meetings. The details of only four standing committee meetings have been published in the two and half years since Xi consolidated his power in late 2017, even though the group is believed to have met on a weekly basis. Two of the meetings were to listen to work reports from China’s government, parliament and the top court, one was a discussion about a grand plan to build an entirely new city in Xiongan, Hebei province, and the fourth concerned a low-quality vaccine scandal.

This all changed last month with the outbreak of the coronavirus, which causes the disease now officially known as Covid-19. The conclusions of three standing committee meetings in three consecutive weeks have since been published, an attempt to make it clear that China’s leadership, in particular Xi himself, has a strong message to send to the country’s ruling apparatus and the general public. During Wednesday’s meeting, Xi said control of the coronavirus had entered a critical stage despite “positive developments” in containing the outbreak, the official Xinhua News Agency reported. However, Xi emphasised that the outbreak of coronavirus should not stop China from achieving its social and economic goals, while also continuing the country’s long-term rise.

“This year is the last year to complete the goal of building up a comprehensively well-off society” said Xi, with all levels of the government expected to ensure economic stability and social harmony to achieve set goals despite the coronavirus. The meeting came just a day after Xi told his Indonesian counterpart, Joko Widodo, that China “has the capability, confidence and certainty to score an outright victory over the epidemic”. “We must see that the long-term sound fundamentals of our economy haven’t changed. The impact of the outbreak will only be short-term and [China] won’t be intimidated by the current problems and difficulties,” Xi said according to Xinhua.

Africa is an ideal breeding ground for a virus like this. But who’s going to do the testing, and with what? A hospital in Cairo may do it, but what about the Congo for instance? There are at least a millionn Chinese working in Africa. Come to think of it, what will COVID19 mean for Belt and Road?

• Egypt Confirms Coronavirus Case, The First In Africa (AlJ)

Egypt has confirmed its first case of a deadly coronavirus that emerged in central China at the end of last year and has since spread to more than two dozen countries around the world. Health Ministry spokesman Khaled Mugahed said in a statement on Friday that the affected person was a “foreigner” who did not show any serious symptoms. Officials were able to confirm the case through a follow-up programme implemented by the government for travellers arriving from countries where the virus has spread. The ministry statement said the person was hospitalised and in isolation. It did not specify the person’s nationality or their point of entry. The development made Egypt the first country in the African continent to report a confirmed case, and the second in the Middle East region, after the United Arab Emirates late last month diagnosed its first cases.

China must ask for mass assistance.

• Chinese Medical Staff Pay ‘Too High A Price’ In Battle To Curb Virus (SCMP)

More than a thousand health care workers have been infected with Covid-19, many of whom contracted the virus that causes the disease in the early weeks of the outbreak when there was a shortage of protective equipment and the authorities said there had been few cases of human-to-human transmission. One specialist warned that frontline medical workers were paying “too high a price” in the battle to contain the disease and warned that the high number of infected health care staff increased the risk of cross-infection in hospitals. On Friday the government said a total 1,716 health care workers had been infected with the disease. The number is far higher than that recorded during the 2003 severe acute respiratory syndrome (Sars) epidemic, although there have been 12 times more confirmed cases of Covid-19.

[..] Cai Haodong, a communicable diseases specialist from Beijing’s Ditan Hospital, said the absolute number of health care worker infections was far higher than during the Sars epidemic because there were many patients who had not initially shown any symptoms. “The enemy (coronavirus) is in the dark. The awareness of doctors of non-communicable disease was not strong. They may have lowered their guard when the patient did not show any symptoms.” Health care workers were also forced to go to the frontline without proper protective clothing and masks, she added. “The doctors in Wuhan don’t have sufficient protective gear and they are forced to go to the frontline. The price is just too high,” she said.

The large number of health care worker infections increases the risks of cross-infection in hospitals. “When doctors are infected, they may infect patients and cause cross-infections. That is why the United States requires doctors to have influenza vaccines so that they won’t pass it on to patients,” Cao said.

• Wandering Ship Becomes ‘Best Cruise Ever (R.)

After nearly two weeks cast away in search of a port that would take them, passengers aboard the MS Westerdam cruise ship spoke of an ordeal that was anything but harrowing. “Everyone says ‘poor you’. But there was no poor you. We had free internet and free wine. We had three-course meals. There was so much choice,” said Zahra Jennings, a retired staff nurse from Britain. How was it? “Lovely,” she said. The 1,544 passengers and 802 crew had never expected a port stop in Hong Kong to metastasize into full-blown fear that some of the ship’s passengers carried the novel coronavirus that emerged in Wuhan, China, late last year and has killed more than 1,500 people.

Turned away by Japan, Taiwan, Guam, the Philippines and Thailand, it was Cambodia that finally let the lost ship dock – and it was discovered there that none of the passengers was infected. The only complaint aboard? “They ran out of hash browns a couple of days ago, and tomato sauce,” said Robert Sayers, a 60-year-old chemical company employee from New Zealand. “But that was it. It was fine, really.” Cruise ships around Asia face widespread fears they may be spreading the virus since it was found aboard the Diamond Princess that is now at anchor in Yokohama and where 218 of the passengers have been diagnosed with the virus.

Vietnam turned back two ships on Friday. It was Valentine’s Day when the first passengers disembarked from the Westerdam. The prime minister, Hun Sen, flew in from the capital, shaking hands with passengers and handing out roses. Government officials draped “Welcome to Cambodia” banners on buses. All passengers were given free visas. Hun Sen, an authoritarian ruler condemned by Western countries for human rights abuses said: “Our current disease around the world is fear and discrimination,” he said. “If Cambodia didn’t allow this ship to dock, where should these 2,000 passengers go?”

Holland America sent letters to all passengers saying it would reimburse the cost of the cruise, give them another free 14-day cruise, and charter them flights home. The company, it said, would do its best to match the class of flight they had originally booked. The cruise had been scheduled to end in Shanghai on Saturday. In Shanghai it was 14 Celsius, overcast and raining. In Sihanoukville, it was 27C and sunny.

He was led to believe that he wasn’t being investigated, so he didn’t need a lawyer, and now we’re off to the races.

• Sidney Powell: One Atrocity After The Other In Michael Flynn Case (SAC)

Sidney Powell, the attorney for former National Security Adviser Michael Flynn told Sean Hannity on Friday that there has been “one atrocity after another” in the proceedings. “So not only was [Michael Flynn] not warned of his rights, he didn’t even know that he was being investigated,” Powell told host Sean Hannity. “In fact, he was led to believe that he wasn’t being investigated.” Powell added that Michael Flynn’s case was the first instance she had heard of in which a defendant accused of making false statements to the FBI was not warned of his rights or informed that he was under investigation. “They say they can’t find [it], he can’t produce it [the 302 form],” she said of Michael Flynn prosecutor Brandon Van Grack. who she claimed has a separate conflict of interest in the case. “There is one atrocity after the other in this case.”

Would this have happened if Powell hadn’t taken over? I don’t believe it for a second.

• Barr Assigns Outside Prosecutor To Review Case Against Flynn (ZH)

A week of two-tiered legal shenanigans was capped off on Friday with a New York Times report that Attorney General William Barr has assigned an outside prosecutor to scrutinize the government’s case against former Trump national security adviser Michael Flynn, which the Times suggested was “highly unusual and could trigger more accusations of political interference by top Justice Department officials into the work of career prosecutors.” Notably, the FBI excluded crucial information from a ‘302’ form documenting an interview with Flynn in January, 2017. While Flynn eventually pleaded guilty to misleading agents over his contacts with the former Russian ambassador regarding the Trump administration’s efforts to oppose a UN resolution related to Israel, the original draft of Flynn’s 203 reveals that agents thought he was being honest with them – evidence which Flynn’s prior attorneys never pursued.

His new attorney, Sidney Powell, took over Flynn’s defense in June 2019 – while Flynn withdrew his guilty plea in January, accusing the government of “bad faith, vindictiveness, and breach of the plea agreement.” In addition to a review of the Flynn case, Barr has hired a handful of outside prosecutors to broadly review several other politically sensitive national-security cases in the US attorney’s office in Washington, according to the Times sources. Of particular interest will be cases overseen by now-unemployed former US attorney for DC, Jessie Liu, which includes actions against Stone, Flynn, the Awan brothers, James Wolfe and others. Notably, Wolfe was only sentenced to leaking a classified FISA warrant application to journalist and side-piece Ali Watkins of the New York Times – while prosecutors out of Liu’s office threw the book at former Trump adviser Roger Stone – recommending 7-9 years in prison for process crimes.

They are part of a broader turmoil in that office coinciding with Mr. Barr’s recent installation of a close aide, Timothy Shea, as interim United States attorney in the District of Columbia, after Mr. Barr maneuvered out the Senate-confirmed former top prosecutor in the office, Jessie K. Liu. Mr. Flynn’s case was first brought by the special counsel’s office, who agreed to a plea deal on a charge of lying to investigators in exchange for his cooperation, before the Washington office took over the case when the special counsel shut down after concluding its investigation into Russia’s election interference”.

• DOJ Drops Investigation Of Former FBI Deputy Andrew McCabe (UPI)

The Justice Department has dropped its investigation into former FBI Deputy Director Andrew McCabe over accusations he leaked information to news media, his attorneys said Friday. A letter to McCabe’s lawyers said the Justice Department declined to pursue criminal charges. “Based on the totality of the circumstances and all of the information known to the government at this time, we consider the matter closed,” said the letter, signed by J.P. Cooney and Molly Gaston of the Fraud & Public Corruption Section of the Justice Department. Former Attorney General Jeff Sessions fired McCabe from the FBI in March 2018 after the Justice Department’s inspector general determined he’d authorized FBI officials to reveal sensitive information to media about an investigation related to former Secretary of State Hillary Clinton.

The IG report accused McCabe of subsequently misleading investigators about his role in the matter. McCabe had stepped down from his role as deputy director of the FBI months earlier. McCabe’s lawyers, Michael Bromwich and David Schertler, said the U.S. Attorney’s Office of Washington, D.C., notified them the case was closed.

• Roger Stone Asks For New Trial (Hill)

Attorneys for Roger Stone on Friday requested a new trial, a day after saying they were looking into potential bias by a juror who voted to convict the longtime Trump associate of lying to Congress and witness tampering. The request also comes after President Trump accused the juror of harboring “significant bias” following reports that her social media activity contained posts that were critical of Trump. “Now it looks like the fore person in the jury, in the Roger Stone case, had significant bias. Add that to everything else, and this is not looking good for the “Justice” Department. @foxandfriends @FoxNews,” Trump tweeted Thursday.

Stone’s attorneys would not reveal the contents of the motion, which was filed under seal to protect sensitive information, saying only that an un-redacted version will be submitted later for public filing. However, a day earlier they indicated they were looking into the newly surfaced social media activity of jury foreperson Tomeka Hart. “Mr. Stone and his defense team are diligently reviewing the newly reported information to determine any appropriate next steps,” said attorney Grant Smith, who did not refer to the juror by name. Hart’s role as the jury foreperson became publicly known Wednesday when she confirmed to CNN that she had written a Facebook post defending the prosecutors in Stone’s case.

The four-person prosecution team quit Tuesday after their recommended sentence of seven to nine years in prison was overruled by top Justice Department officials, sparking questions about whether the White House had put undue political pressure on the department to seek a lighter sentence for Trump’s longtime associate. Stone, a 67-year-old right-wing provocateur, was found guilty in November of lying to Congress and witness tampering related to his efforts to provide the Trump campaign inside information about WikiLeaks in 2016. [..] It was unclear if the request for a new trial — Stone’s second attempt after the first was denied — would delay his scheduled Feb. 20 sentencing.

Carville is THE symbol of the demise of the Democratic Party in the past 30 years. He’s a sleaze like Roger Stone, only he’s free.

• Carville Slams Sanders For ‘Hack’ Slam: ‘At Least I’m Not A Communist’ (Hill)

James Carville fired back at Sen. Bernie Sanders (I-Vt.) for calling him “a political hack,” calling the self-described democratic socialist “a communist.” The back and forth follows a week in which Carville has repeatedly sounded the alarm about a potential Sanders match-up against President Trump in November, calling the scenario “the end of days” for the Democratic Party while referring to Sanders supporters as “a cult.” Sanders returned fire on Wednesday night during an interview with CNN’s Anderson Cooper, arguing that “political hack” Carville represents the establishment his campaign is running against.

“James, in all due respect, is a political hack,” Sanders said. “We are taking on Trump, the Republican establishment, Carville and the Democratic establishment. But at the end of the day, the grassroots movement that we are putting together — of young people, of working people, of people of color — want real change.” Carville, who worked as a campaign strategist for former President Clinton, escalated the feud Thursday on Snapchat with former CNN reporter Peter Hamby. “Last night on CNN, Bernie Sanders called me a political hack,” Carville said. “That’s exactly who the f— I am! I am a political hack! I am not an ideologue. I am not a purist. He thinks it’s a pejorative. I kind of like it! At least I’m not a communist.”

Trump also recently referred to Sanders as a communist. “I think he’s a communist. I mean, you know, look, I think of communism when I think of Bernie,” Trump said in an interview with Fox News host Sean Hannity before the Super Bowl. Sanders dismissed Trump’s comment a week later in an interview with Chris Wallace on “Fox News Sunday.” “Obviously I am not a communist,” Sanders said, adding that maybe Trump “doesn’t know the difference.”

United Airlines said on Friday it is extending the cancellation of Boeing 737 MAX flights until Sept. 4, a fresh delay that comes as sources told Reuters that the timing of a key certification flight may not happen until at least April. U.S. airlines that operate Boeing’s737 MAX, which was grounded worldwide last March after two fatal crashes, had last pulled the jet from their flight schedules until early June. On Thursday, Southwest Airlines extended its MAX cancellations until Aug. 10.

The workings of this hyper-complex financial system depend utterly on the velocity of these revenue streams. They can’t just… stop! Everybody who follows these things understands that China’s banking system is 1) a hot mess of confabulated public and private lending relationships, 2) completely opaque as regards the true workings of its operations, and 3) shot through with fraud, swindling, and Ponzis. Did China’s ruling party just put its banking system in an induced coma while Corona virus plays out? How can that possibly not affect the rest of global finance, which is plenty janky, too?

The USA gets everything from car parts to pharmaceuticals from China. How long will it take for the manufacturing lock-down to show up in American daily life? What if it continues for some months going forward? You can easily draw your own conclusions. Here’s another interesting angle on that: Corona virus might give President Donald Trump an easy out from being the bag-holder for a stock market crash and banking train wreck. The signal weakness of Mr. Trump’s term-in-office was his taking ownership of a magical mystery stock market that climbs ever-higher day after day, defying all known rules of physics as applied to money.

This longest “expansion” in US history (if that’s what it was, and I’m not so sure about it) seems to have hit a speed bump last September when something broke in the short-term “re-po” lending markets, at which time (and ever since), Jay Powell’s Federal Reserve began jamming hundreds of billions of dollars into them to smash down zooming interest rates and prevent a heart attack in the system. That creation of “liquidity” — money from thin air — appears to have stabilized the situation. But then, it is a peculiar feature of our times that a lot of things have an appearance that doesn’t sync with reality.

Time to go before things get out of hand.

• US Soldiers in Deathly Scuffle With Syrian Civilians (Whitney Webb)

As resistance to U.S. troop presence in both Iraq and Syria gains steam, a rare scuffle between Syrian civilians and U.S. forces broke out on Wednesday resulting in the death of one Syrian, believed to be a civilian, and the wounding of another. A U.S. soldier was also reportedly injured in the scuffle. The event is likely to escalate tensions, particularly in the Northeastern region where the incident took place, as Syria, Iraq and Iran have pushed for an end to the U.S. troop presence in the region following the killing of Iranian General Qassem Soleimani.

The clash between U.S. forces and Syrian locals took place near the town of Qamishli where the U.S. forces were conducting a patrol that, for reasons that are still unclear, entered into territory controlled by the Syrian government instead of territory occupied by the U.S. and its regional proxy, the Syrian Democratic Forces (SDF). At a Syrian military checkpoint, the U.S. patrol was met by Syrian civilians of a nearby village who gathered at the checkpoint and began throwing rocks at the U.S. convoy. Then, one Syrian took a U.S. flag off of one of the military vehicles. Reports from activists on the ground and Syrian media then claim that U.S. troops opened fire using live ammunition and fired smoke bombs at the angry residents, killing one and wounding another.

A U.S. soldier was said to have received a superficial wound, though the nature of the wound was not specified. After the scuffle, the protests grew larger, preventing more U.S. troops from arriving at the scene. In one video of the protests, a local was seen ripping a U.S. flag as he approached an American soldier. The obstruction of the road prevented the U.S. patrol from advancing and two military vehicles had to be towed after becoming stuck in the grass after an apparent attempt to circumvent the roadblock created by the Syrian military checkpoint and supportive Syrian civilians.

• Varoufakis Submits Recordings Of Eurogroup Talks To Greek Parliament (K.)

The head of Mera25 party and former finance minister Yanis Varoufakis on Friday submitted to Parliament an envelope allegedly containing his secret audio recordings from the Eurogroup meetings while he was negotiating for Greece’s SYRIZA-led government in the first half of 2015. Varoufakis said he expected House speaker Kostas Tasoulas to forward the content to Greek lawmakers. Tasoulas, however, said he had no intention of sharing the recordings. “Parliament will not shoulder [Varoufakis’] responsibilities,” he said. The exchange took place during a debate on labor issues.

Tasoulas’ reaction was welcomed by Prime Minister Kyriakos Mitsotakis. In a statement, Mera25 said that Tasoulas’ refusal to accept the transcripts “confirms that Eurogroup’s wall of intransparency suited and still suits many people, while truth and transparency terrifies [them].” “All European citizens have a right to directly access the statements, the dialogues and the decisions that shape their future,” it said. Eurogroup rules do not explicitly prohibit participants from recording talks as long as the contents are kept confidential.

• Multibillion Mystery Of The Great British Gold Sale (Conway)

Every so often you encounter a chart that takes your breath away. This week I saw just such a graph and I’m still struggling to get my head round it. It depicts something which on the face of it sounds mundane — exports of gold from the UK — and it looks like a hockey stick. You’ve probably seen a hockey-stick chart before. There’s the one Al Gore put up on the big screen in An Inconvenient Truth showing temperatures hovering at about the same level for century after century before shooting up in recent decades. Or the one of GDP going back to the dark ages: for most of history we subsisted on meagre earnings until the industrial revolution came along and catapulted GDP into the stratosphere.

The one this week has much the same shape. Not much of anything for month after month from 1998 when it begins until October 2019. Sure, there were occasional months when the amount of gold leaving British hands would hit a few hundred million pounds. Once or twice it ticks over a billion. But nothing like what occurs in November and December last year: in those months it skyrockets at a rate that doesn’t make any sense. Until then, the monthly average of gold exports was £126 million. Then in November they leapt to £4 billion. In December they doubled to £8 billion. [..] Britain does not mine any significant quantity of gold yet we are the world’s hub for the trade in physical bullion.

This is something of an accident of history, in much the same way as we are also the world’s centre for the trade in fine wine, despite the fact that we produce very little of the stuff ourselves. Yet gold bullion is so valuable that every time it changes hands it massively distorts the trade figures. Consider: Britain has not achieved a goods trade surplus, which is where we export more goods than we import, in any single month since comparable records began more than two decades ago. Yet in December that astonishing leap in gold exports meant that the headline figures published this week showed Britain achieving its first goods trade surplus in modern times. That this was almost entirely down to a mysterious movement of gold bars was seemingly lost on Liz Truss, the international trade secretary, who promptly issued a press release hailing a “record-breaking year for UK exports”.

[..] why did gold exports soar at the end of last year? Was it down to Brexit, with traders switching out of gold in the run-up to Brexit day? Was it to do with the election? Was it central banks repatriating gold or investment banks shifting their portfolios from UK-domiciled funds to EU ones? We still don’t know. I have spoken to statisticians, to gold analysts and economists, to traders and industry experts. None of them have the foggiest idea what is going on. One analyst took a look at the chart and spluttered a four-letter word. “That’s crazy,” he said. “Must be a mistake.” Another person pointed to the fact that Poland flew back about £4 billion worth of gold from the UK last year, before remembering that this happened before December and, oh, these kinds of things don’t count as official exports anyway.

The most plausible explanation I’ve heard is that this was simply an accounting change: one of London’s leading gold custodians, an American investment bank, shifted some of the gold from one column of its accounts to another. The gold didn’t leave the country; someone simply fiddled with a spreadsheet. Even so, that raises further questions: is that bank in trouble? Why do it now? Who ordered it: the bank holding the gold or the gold’s owners? If the latter, then who owns so much gold that they could single-handedly distort this country’s trade figures and surface in Britain’s national accounts?

• Coronavirus Deaths Leap In China As Countries Struggle To Evacuate Citizens (G.)

China reported its biggest single-day jump in coronavirus deaths on Thursday, as countries struggled to evacuate citizens still trapped in Wuhan, the central Chinese city where the outbreak began. The death toll rose to 170 on Thursday – up from 132 reported on Wednesday, a rise of 29%. The number of confirmed cases in China now stands at 7,711, up from 5,974 a day earlier. It is understood that 162 of the deaths – or 95% – are in Hubei province, where Wuhan is located. Of the new deaths, 37 were in Hubei province and one in the south-western province of Sichuan.

The World Health Organization (WHO), which initially downplayed the severity of the disease, has warned all governments to be “on alert”, with the UN agency’s emergency committee due to meet later on Thursday to decide whether to declare the outbreak a global health emergency. The WHO’s emergencies chief, Dr Michael Ryan, said the few cases of human-to-human spread of the virus outside China – in Japan, Germany, Canada and Vietnam – were of “great concern”. The US and Japan have started evacuating citizens, and other countries are poised to send chartered flights to the city, amid reports that some evacuations had been held up by delays in obtaining permission from the Chinese authorities.

A British flight to bring about 200 nationals back to the UK was unable to take off as planned on Thursday. The Foreign Office said it was “working urgently” to organise a flight to the UK “as soon as possible”. Australia is yet to gain permission from the Chinese government to evacuate hundreds of its citizens, and New Zealand has launched a separate rescue mission from its neighbour, though a timeline is still unclear. France, South Korea and other countries are also pulling out their citizens or making plans to do so. About 250 French citizens and 100 other Europeans will be flown out of Wuhan on board two French planes this week.

Businesses are beginning to feel the impact of the outbreak. Several airlines, including British Airways, have suspended services to China, while Toyota, Ikea, Foxconn, Starbucks, Tesla and McDonald’s were among major companies to temporarily freeze production or close large numbers of outlets in China. [..] Almost 200 Americans who were evacuated from Wuhan on Wednesday are undergoing three days of testing and monitoring at a Southern California military base to make sure they do not show signs of the virus.

2019-nCoV moves slower than Spanish flu, giving it more time to infect more people.

• New Coronavirus Spreads As Readily As 1918 Spanish Flu, Linked To Bats (LAT)

Chinese scientists racing to keep up with the spread of a novel coronavirus have declared the widespread outbreak an epidemic, revealing that in its early days at least, the disease’s reach doubled every week. By plotting the curve of that exponential growth and running it in reverse, researchers reckoned that the microbe sickening people across the globe has probably been passing from person to person since mid-December 2019. Scientists in China are also closing in on the source of the aggressive new germ — bats. The furry flying mammals may have been the original host of the coronavirus now crisscrossing the world, says one of three scientific studies released on Wednesday. But it may be another wild animal sold in Wuhan City’s Huanan Seafood Market that served up the virus to humans, who quickly began passing it to others through close contact.

[..] All three of the new studies — two published by the British journal Lancet and a third in the New England Journal of Medicine — were conducted by scientists working in China. And all focused on some of the first patients seen with a pneumonia caused by 2019-nCoV. One of the studies published in Lancet probed the genetic connections among viral samples drawn from nine infected patients, eight of whom had visited the Huanan Seafood Market in Wuhan. The second study in Lancet culled data on the disease progression and outcomes of 99 infected patients who were admitted to Jinyintan Hospital in Wuhan with symptoms of pneumonia.

The New England Journal of Medicine study, performed by researchers at China’s leading public health agency, mapped the early spread of pneumonia cases caused by the virus and used the results to create a transmission timeline. That accounting offered the most authoritative gauge to date of the emerging epidemic’s rate of growth. The new findings underscore the fact that it may take stern domestic measures to bring the fast-moving virus under control in China. One of the research teams calculated that in its early stages, the epidemic doubled in size every 7.4 days. That measure, called the epidemic’s “serial interval,” reflects the average span of time that elapses from the appearance of symptoms in one infected person to the appearance of symptoms in the people he will go on to infect.

In the early stages of the outbreak, each infected person who became ill is estimated to have infected 2.2 others, according to the study in the New England Journal of Medicine. That makes the new coronavirus roughly as communicable as was the 1918 Spanish flu, which killed 50 million and became the deadliest pandemic in recorded history. The new epidemic, however, is moving more slowly than the Spanish flu. That’s because 2019-nCoV takes longer to induce coughing, fever and breathing difficulties in a newly infected victim. “It’s concerning that case reports are increasing, and increasing in a way that’s consistent with pretty efficient human-to-human transmission,” said Derek Cummings, a University of Florida expert in the spread of infectious diseases.

WHO also too slow.

• WHO: Coronavirus Spread Outside Of China Is Of ‘Grave Concern’ (CNBC)

The spread of a fast-moving virus outside of China is of “grave concern” and has prompted the World Health Organization to reconvene an emergency meeting this week to decide whether it’s become a global health emergency, WHO officials said Wednesday. The coronavirus has spread to a handful of people through human-to-human contact outside of China, Dr. Mike Ryan, executive director of the WHO’s health emergencies program, said at a news conference at the organization’s Geneva headquarters Wednesday. “These developments in terms of the evolution of the outbreak and further development of transmission, these are of grave concern and has spurred countries into action,” Ryan said, adding that he just returned from China on Wednesday.

“What we know at this stage, this is still obviously a very active outbreak and information is being updated and changing by the hour.” The coronavirus outbreak has killed 132 people in China and sickened more than 6,150 across more than a dozen countries across the globe. Ryan said there are currently 71 cases outside of China in 15 other countries. The WHO declined at two emergency meetings last week to declare the virus a global health emergency. Since the first patient was identified in Wuhan on Dec. 31, the number of coronavirus cases has mushroomed to 6,061 in mainland China as of Wednesday morning, exceeding the total number of SARS cases in that country during the 2003 epidemic.

• Hubei Province Has Severe Shortage Of Medical Supplies – Governor (CGTN)

There’s currently a severe shortage of medical supplies, not just in Wuhan but in surrounding cities as well, the governor of Hubei Province, Wang Xiaodong said at a press conference on Wednesday. “The first thing I want to do when I wake up every morning is to figure out how to get disposable protective clothing,” people in a hospital procurement department in Huanggang, a city lying 76 kilometers away from Wuhan and where over 1,000 suspected cases of the new coronavirus, told Yicai. “Medical supplies in our hospital can only support one day work, we cannot receive patients without masks and protective clothing,” he added, “It’s almost out of stock, and we have nowhere to buy.”

Some of our medical staff wear raincoats and disposable garbage bags as shoes covers to protect themselves. In the isolation ward of a county-level hospital in Huanggang City, doctors said they usually stay there for hours without coming out, because they have to save supplies. Wang stressed at the press conference the severity of the coronavirus outbreak in Huanggang City, and vowed to prevent it from becoming the second Wuhan. Among the five million migrants who left Wuhan, the capital city of Hubei Province, during the Chinese Spring Festival, 60 to 70 percent of them went to other cities in the Hubei Province, according to migration data released by Baidu Map. Huanggang city and Xiaogan city, both about two-hour drive from the Wuhan city, are the top two infected areas.

[..] On Wednesday, the country’s Ministry of Industry and Information Technology (MIIT) responded to the Central Commission for Discipline Inspection – the anti-graft body of the Communist Party of China – about the mask shortage, as well as the supply and production concerns. For now, the mask shortage has become a country-wide problem since the new coronavirus outbreak spread domestically. Everyone who goes outside is suggested to wear mask. But the problem is it’s hard to get one. Besides experts suggested the use of normal surgical masks, people have to replace it every four hours. Facing such a huge demand, the whole country is expected to have a supply shortage at least in the short term, especially in the period when the majority of workers are on holiday during the Spring Festival.

• Joe Biden’s ‘Conspiracy Theory’ Memo To Media Doesn’t Match The Facts (Solomon)

Former vice president Joe Biden’s extraordinary campaign memo this week imploring U.S. news media to reject the allegations surrounding his son Hunter’s work for a Ukrainian natural gas company makes several bold declarations. The memo by Biden campaign aides Kate Bedingfield and Tony Blinken specifically warned reporters covering the impeachment trial they would be acting as “enablers of misinformation” if they repeated allegations that the former vice president forced the firing of Ukraine’s top prosecutor, who was investigating Burisma Holdings, where Hunter Biden worked as a highly compensated board member.

Biden’s memo argues there is no evidence that the former vice president’s or Hunter Biden’s conduct raised any concern, and that Prosecutor General Viktor Shokin’s investigation was “dormant” when the vice president forced the prosecutor to be fired in Ukraine. The memo calls the allegation a “conspiracy theory” (and, in full disclosure, blames my reporting for the allegations surfacing last year.) But the memo omits critical impeachment testimony and other evidence that paint a far different portrait than Biden’s there’s-nothing-to-talk-about-here rebuttal.

One of the questions yesterday in the Senate (paraphrased): who decided, and when, that the Hunter and Joe Biden thing was a debunked ‘Conspiracy Theory’?

• Ukraine Ex-Prosecutor In Burisma Case Demands Criminal Probe Of Biden (RT)

Former top prosecutor of Ukraine, Viktor Shokin, has filed a criminal complaint with the state authorities, claiming former US Vice President Joe Biden strong-armed Kiev into firing him in order to stop the Burisma investigation. In the complaint Shokin sent to the Ukraine’s State Bureau of Investigations (SBI) on Tuesday, the former prosecutor requests that Biden be charged with “interference with the activities of a law enforcement officer.” The document was obtained by the Interfax-Ukraine news agency. Shokin urged the SBI to kick-start a pre-trial investigation into the alleged crime committed by Biden, who he claims was illegally pressuring Ukrainian officials into ousting him from office while using a $1 billion loan guarantee as a leverage.

Noting that Biden, in his official capacity as the second-in-command in the US political hierarchy, repeatedly visited Ukraine in late 2015 and early 2016 to persuade high-ranking officials to remove him, Shokin argued that “as a result, he curtailed an objective investigation criminal proceedings on the facts of unlawful activities of persons associated with the company Burisma Holdings Limited (Cyprus), including the son of the specified high-ranking official [Biden’s son Hunter, who sat on the company’s board from 2014 till 2019].” Shokin specifically refers to the recently released documentary series ‘UkraineGate: Inconvenient facts,’ by French investigative journalist Olivier Berruyer, which challenges the Western media claims that the corruption investigation into Burisma was “dormant” at the time Biden was lobbying for Shokin’s dismissal.

Berruyer, founder of the popular anti-corruption blog Les Crises, said that he collected documents that show that the investigation into the gas company was in full swing at the time. Shokin’s own words to that effect have receive only a passing mention, or no mention at all in the mainstream US media outlets, however. In a recent interview with ABC News, Shokin said that his office was handling six investigation into Burisma at the time of his resignation.

• The Choice is Now Between Witnesses and Dictatorship (Turley)

While I disagreed with Harvard Professor Alan Dershowitz on this theory of impeachment, I recently praised his presentation in the Senate as a cogent and well-constructed case for the defense. Clearly, his colleague Harvard Professor Laurence Tribe does not share my view. He denounced Dershowitz’s argument as “remarkably absurd and extreme and dangerous.” In this presentation, Dershowitz defended his own switch on the issue of the prerequisite of criminality for impeachment by noting that Tribe had also switched his view. Tribe went further to declare that the choice was now between witnesses and “dictatorship.” Even as someone who favors witnesses, I fail to see the imminent danger of dictatorship on the issue. Indeed, I understand the reluctance over witnesses aside from any desire to protect Trump.

I believe senators have a legitimate interest in not creating precedent allowing the House to impeachment on such a slipshod and incomplete record. That is why I proposed an alternative solution. On MSNBC’s “The Last Word with Lawrence O’Donnell,” Tribe that, if the President succeeds in blocking witnesses, “You will harm not only the country today but you will leave a lesson for future presidents that will be terrible to the Republic. It will not be a constitutional democracy but it will be a dictatorship.” The use of O’Donnell’s show to warn of authoritarianism was curious since the host recently declared that his show would not invite Trump defenders because they are all “liars.”

Tribe however had particularly caustic remarks for Dershowitz as advancing an “absurd” argument that “it doesn’t matter if a president uses the vast powers of his office to shake down an ally and help an adversary in order to get dirt on an enemy and corrupt an election.” He spoke directly to Senators and added “So I implore you, if you are inclined to vote to acquit this president, don’t do it on the ridiculous basis that abuse of power, because it’s not a statutory crime and is rather open-ended, is not a basis to remove.” One senator who may not be inclined to listen is Mitch McConnell who Tribe has called “McTurtle” and a “flagrant d**khead.” I have previously discussed my disagreement with Dershowitz’s theory, including what I believe is a misreading of the trial of Andrew Johnson and defense of Justice Benjamin Curtis. This however is a good-faith academic dispute and I felt that Dershowitz raised some interesting point. While I was not persuaded, it is unfair to characterize them as “absurd.”

However this turns, more ugliness is ensured.

• GOP Reportedly Has Votes To Block Witnesses In Early End To Impeachment (ZH)

Hours after Democratic Senator Joe Manchin said Hunter Biden would be a “relevant witness” in President Trump’s impeachment trial, Senate Republicans seem to think there aren’t enough votes to call witnesses following a morning meeting between Senate Majority Leader Mitch McConnell (R-KY) and Sen. Lisa Murkowski (R-AK) which lasted approximately 30 minutes. According to The Hill, the meeting “was seen as a sign by several senators that Democrats will fail to convince four Republicans to join them in calling for witnesses. Without a vote to hear from witnesses, the trial could end as soon as Friday.” Murkowski, one of a handful of Senate Republicans thought to be leaning towards witnesses, appears to have changed her mind.

“We’re going to get it done by Friday, hopefully,” said Sen. Mike Rounds (R-SD) following a Senate GOP lunch meeting on Wednesday which was held after McConnell and Murkowski spoke. “I think I can say the mood is good,” said Sen. Mike Braun (R-IN), adding “If I had to guess, no witnesses.” “We’ll be in a place where I think everyone is going to have their mind made up and I believe that we’ll be able to move to a verdict and the witness question will be clear at that point,” Braun added. Sen. Mitt Romney (R-UT) – who has forcefully advocated for testimony from former national security adviser John Bolton after a leaked manuscript from his upcoming book claims President Trump directly tied Ukraine aid to investigations into the Bidens – said nothing after the lunch, which Murkowski did not attend.

Adam Schiff just argued on the Senate floor that House Democrats can't possibly be expected to prove their case without additional witnesses.

Before, we were told their case was "overwhelming" and "the facts are indisputable."

Letter sent 3 days before NYT article. So when Bolton was told the info was secret, he decided to leak it?!

• White House Told Bolton His Book Contains ‘TOP SECRET’ Information (ZH)

The White House told former national security adviser John Bolton that his tell-all book contains “significant amounts of classified information,” including some which is “TOP SECRET” and could harm national security. “Under federal law and the nondisclosure agreements your client signed, as a condition for gaining access to classified information, the manuscript may not be published or otherwise disclosed without the deletion of this classified information,” the letter continues. Notably, the letter, sent from the National Security Counsel to Bolton’s attorneys, was sent three days before the manuscript mysteriously leaked to the New York Times on the eve of the Senate impeachment proceedings – sparking a debate over calling Bolton as a witness in the trial.

As we noted on Tuesday, the identical twin brother of Democratic impeachment witness Alexander Vindman, Yevgeny Vindman, is reportedly in charge of reviewing all publications by current and former officials at the National Security Council (NSC), according to Breitbart News – which would ostensibly include Bolton’s manuscript. Meanwhile, House Impeachment Manager Adam Schiff insisted on Wednesday that Trump’s impeachment trial won’t be fair unless Bolton testifies. Where have we seen this before?

Not looking good. “..but remember: you’re a despicable Trump-loving apologist if you said ahead of time that this entire thing would be a joke..”

• ‘GAME OVER,’ Trump Declares, As Old Bolton, Schiff Videos Surface (Fox)

A string of newly resurfaced video clips of former national security adviser John Bolton spurred President Trump and his supporters Wednesday to highlight what they described as serious credibility questions – raised by both Democrats and Republicans — amid the Senate impeachment trial, as the president tweeted, “GAME OVER!” In his tweet, Trump linked to an interview of Bolton in August 2019 where he discusses Ukraine policy. In the Radio Free Europe/Radio Liberty interview clip, Bolton made no mention of any illicit quid pro quo, and acknowledged, as Republicans have claimed, that combating “corruption” in Ukraine was a “high priority” for the Trump administration.

Bolton also called Trump’s communications with Ukrainian President Volodymyr Zelensky “warm and cordial,” without mentioning any misconduct. It seemingly contradicted reported assertions in Bolton’s forthcoming book that Trump explicitly told him he wanted to tie military aid to Ukraine to an investigation into Joe and Hunter Biden. (Zelensky has said his communications with Trump involved no pressure for any investigation.) Separately, Fox News has identified clips of Rep. Adam Schiff, D-Calif., now the lead House impeachment manager, in which he says Bolton had a distinct “lack of credibility” and was prone to “conspiracy theories.” This week, Schiff said Bolton needed to testify in the impeachment trial as an important and believable witness.

“This is someone who’s likely to exaggerate the dangerous impulses of the president toward belligerence, his proclivity to act without thinking, and his love of conspiracy theories,” Schiff told MSNBC’s Rachel Maddow on March 22, 2018, when Trump named Bolton national security adviser. “And I’ll, you know, just add one data point to what you were talking about earlier, John Bolton once suggested on Fox News that the Russian hack of the DNC [Democratic National Committee] was a false flag operation that had been conducted by the Obama administration,” he said. “So, you add that kind of thinking to [former U.S. attorney] Joe diGenova and you have another big dose of unreality in the White House.”

[..] speaking to CNN on Monday, Schiff took a different approach – calling Bolton essential to the “search for truth.” “I think for the senators, and I’m just not talking about the four that have been so much the focus of attention, for every senator, Democrat and Republican, I don’t know how you can explain that you wanted a search for the truth in this trial and say you don’t want to hear from a witness who had a direct conversation about the central allegation in the articles of impeachment,” Schiff said on CNN’s “New Day.” Seemingly responding to charges of hypocrisy, Schiff remarked on the Senate floor late Wednesday: “I’m no fan of John Bolton, but I like him a little more now than I used to.”

[..] “Democrats are currently begging Mitt Romney to agree with them that John Bolton should swoop to the impeachment trial and save the day, but remember: you’re a despicable Trump-loving apologist if you said ahead of time that this entire thing would be a joke,” mused journalist Michael Tracey.

• Ukraine Investigates Ex-President Poroshenko Over Embezzlement (RT)

Ukraine’s National Anti-Corruption Bureau has opened a probe against former president, Petro Poroshenko, who is suspected of abuse of power, embezzlement “on a grand scale” and allegedly stealing US aid funds. The case against the ex-president was opened following a complaint by a group of Ukrainian MPs and the nation’s High Anti-Corruption Court demanding the authorities investigate embezzlement and misappropriation of the foreign financial aid at the time of Poroshenko’s term in office, a Ukrainian MP Renat Kuzmin said in a Facebook post.

Kuzmin, a member of the Opposition Platform – For Live party, also published the anti-corruption bureau’s documents, confirming that the case against Poroshenko had been launched. The papers state that the former president and some “unknown people” from his administration are suspected of embezzling “on a grand scale,” subsequent legalization of criminally obtained funds, and abuse of power. The MP himself said that the investigation would look into the misappropriation of funds provided to Ukraine in the form of international aid, including by the administration of the former US President Barack Obama.

Poroshenko did not react directly to the accusations against him. Instead, his lawyer told the media that the ex-president plans to file as many as 14 lawsuits seeking moral compensation from Ukraine’s National Bureau of Investigations, the anti-corruption bureau and the police. His lawyer also denounced the investigation against his client as political persecution instigated by the administration of the current president, Volodymyr Zelensky. The news comes just months after Poroshenko’s ally, Kiev mayor and three-time world boxing champion Vitali Klitschko was also accused of embezzlement and even treason by the anti-corruption bureau.

• Flynn’s Defense Files Motion Saying His Former Legal Team “Betrayed Him” (SAC)

Former National Security Advisor Michael Flynn filed a supplemental motion to withdraw his guilty plea Wednesday citing failure by his previous counsel to advise him of the firm’s ‘conflict of interest in his case’ regarding the Foreign Agents Registration Act form it filed on his behalf, and by doing so “betrayed Mr. Flynn,” stated Sidney Powell, in a defense motion to the court. Flynn’s case is now in its final phase and his sentencing date, which was scheduled for Jan. 28, in a D.C. federal court before Judge Emmet Sullivan was changed to Feb. 27. The change came after Powell filed the motion to withdraw his plea just days after the prosecutors made a major reversal asking for up to six months jail time.

The best case scenario for Flynn, is that Judge Sullivan allows him to withdraw his guilty plea, the sentencing date is thrown-out and then his case would more than likely would head to trial. Powell alleged in a motion in December, 2019 that Flynn was strong-armed by the prosecution into pleading guilty to one count of lying to FBI investigators regarding his conversation with former Russian Ambassador Sergey Kislyak. Others, close to Flynn, have corroborated the accounts suggesting prosecutors threatened to drag Flynn’s son into the investigation, who also worked with his father at Flynn Intel Group, a security company established by Flynn.

In the recent motion Flynn denounced his admission of guilt in a declaration, “I am innocent of this crime, and I request to withdraw my guilty plea. After I signed the plea, the attorneys returned to the room and confirmed that the [special counsel’s office] would no longer be pursuing my son.” He denied that he lied to the FBI during the White House meeting with then FBI Special Agent Peter Strzok and FBI Special Agent Joe Pientka. The meeting was set up by now fired FBI Director James Comey and then-Deputy Director Andrew McCabe, who was also fired for lying to Inspector General Michael Horowitz’s investigators. Strzok was fired by the FBI for his actions during the Russia investigation.

[..] Powell noted in Wednesday’s motion that Flynn’s former defense team at Covington & Burling, a well known Washington D.C. law firm, failed to inform Flynn that their lawyers had made “some initial errors or statements that were misunderstood in the FARA registration process and filings.” She also reaffirmed her position in the motion that government prosecutors are continuing to withhold exculpatory information that would benefit Flynn.

High time for someone to investigate what being in the European Banking Union will cost banks from other countries in order to save Deutsche.

• Deutsche Bank Posts Larger-Than-Expected Loss In Q4 And Full Year (R.)

Deutsche Bank posted a 1.6 billion euro loss in the fourth quarter of 2019, bringing the total loss for the year to 5.7 billion euros as the bank undergoes a costly overhaul, the lender said on Thursday. It was the third consecutive quarterly loss and fifth annual loss in a row for Germany’s top bank. The results were worse than expected. Analysts on average forecast Deutsche would lose 1 billion euros in the quarter and 5 billion euros for the full year. The figures conclude a turbulent decade for Deutsche, which lost a cumulative 15 billion euros over the last five years, more than wiping out the 9 billion euros in profit during the previous five years. The share price fell 82% during the course of the decade.

• US Announces 3 New Bases In Iraq After Govt Demands Full Withdrawal (MPN)

Less than a week after millions of Iraqis took to the streets demanding the U.S. military leave for good, the United States announced that is planning to build three new military bases in Iraq, according to military news service Breaking Defense. The three sites chosen – Erbin, Sulimania and Halabja – are all extremely close to Iran, with Halabja (the site of the 1988 chemical weapons attack) just eight miles from the border. The news will come as a shock to the Iraqi parliament, who earlier this month voted overwhelmingly (with some abstentions) to expel American forces from the country.

But the U.S. government has flatly refused to leave. “At this time, any delegation sent to Iraq would be dedicated to discussing how to best recommit to our strategic partnership — not to discuss troop withdrawal, but our right, appropriate force posture in the Middle East,” said State Department spokesperson Morgan Ortagus, adding, “We strongly urge Iraqi leaders to reconsider the importance of the ongoing economic and security relationship between the two countries… We believe it is in the shared interests of the United States and Iraq to continue fighting ISIS together.” Earlier this month the U.S. decided to send an extra 3,000 troops to the region.

President Trump responded by threatening sweeping mass punishments against the Iraqi people. “We’re not leaving unless they pay us back for it…If they do ask us to leave, if we don’t do it in a very friendly basis, we will charge them sanctions like they’ve never seen before ever,” he said. U.S.-led sanctions on Iraq in the 1990s are thought to have killed over one million people, including over half a million young children. Successive U.N. diplomats in charge of Iraq during the sanctions denounced them as genocide against its people. Trump said his sanctions would make the ones on Iran look tame by comparison.

Time for Trump to nip this in the bud. There is no other choice.

• France To Send Warships To Support Greece In Turkish Standoff (G.)

Greece’s prime minister, Kyriakos Mitsotakis, has welcomed a decision by France to dispatch war frigates to the eastern Mediterranean as a standoff with Turkey over regional energy reserves intensifies. With tensions between Athens and Ankara causing growing international alarm, Mitsotakis described the vessels as “guarantors of peace”. “The only way to end differences in the eastern Mediterranean is through international justice,” he told reporters after holding talks in Paris with the French president, Emmanuel Macron. “Greece and France are pursuing a new framework of strategic defence.”

Mitsotakis was in the French capital on a visit aimed at rallying EU support at a time when hostile relations with Turkey have eclipsed all other issues on the agenda of his near seven-month-old government. Macron pledged France would step up its strategic bond with Greece, accusing Turkey of not only exacerbating regional tensions but failing to stick to its promised course of action in war-torn Libya. “I want to express my concerns with regard to the behaviour of Turkey at the moment … we have seen during these last days Turkish warships accompanied by Syrian mercenaries arrive on Libyan soil. This is an explicit and serious infringement of what was agreed [at last week’s peace conference] in Berlin. It’s a broken promise.”

[..] Greece’s defence minister, Nikos Panagiotopoulos, recently went as far as to warn that armed forces were “examining all scenarios, even that of military engagement” in the face of heightened aggression from Ankara. Rejecting Turkish demands that Greece demilitarise 16 Aegean islands, he accused Turkey of displaying unusually provocative behaviour. The demand, made by his Turkish counterpart, Hulusi Akar, follows a dramatic surge in recent months in the number of violations of Greek airspace by Turkish fighter jets. “Greece does not provoke, does not violate the sovereign rights of others, but it doesn’t like to see its own rights violated,” said Panagiotopoulos.

When will we see the studies reporting on the effects of phones on people’s lives? If not now, it’ll likely be too late for many.

• Most Children Sleep With Mobile Phone Beside Bed (BBC)

More than half of children say they sleep with their mobile phone beside their bed, according to an annual survey of young people’s use of media. The Childwise report found children getting mobiles at an earlier age, with most now having their own phone by the age of seven. The average time spent on mobiles by seven to 16-year-olds is three hours and 20 minutes per day. Researcher Simon Leggett says mobiles can “dominate children’s lives”. When phones are always so close at hand, as a “private and personal technology”, Mr Leggett says it can be tough for parents to put limits on how children use them.

The survey, based on interviews with 2,200 children in the UK aged five to 16, shows the pivotal place of the mobile phone in young lives. There are 57% who always have the phone beside their bed and 44% who feel “uncomfortable” if they are ever without a phone signal. There are 42% who say they keep their phone on them at all times and never turn it off. Even though the average age of owning a phone is becoming younger, the step up to secondary school at the age of 11 is still the point at which many children get a phone and ownership becomes “almost universal”.

[..] YouTube, a veteran by online standards, remains dominant, used by 61% of children every day, mostly on mobile phones. It is the favourite app and website of this age group, used as the most typical starting point for videos, particularly “funny” clips, listening to music, “how to” tutorials or watching programmes. This is followed by Snapchat, Instagram and this year’s fast-riser, Tik Tok, with WhatsApp also among the most regularly used. Showing the speed of change, Facebook is not even in the top 10 of favourites.

A decade after the financial crisis poured flat champagne on the World Economic Forum, gold-collar executives set to gather there this week have bounced back, and then some. David Rubenstein has doubled his fortune since 2009. Jamie Dimon has more than tripled his net worth. And Stephen Schwarzman has increased his wealth six-fold.It’s a remarkable showing given the economic and political tumult of the past decade, from Lehman Brothers to Brexit to Donald Trump. The fortunes of a dozen 2009 Davos attendees have soared by a combined US$175 billion, even as median U.S. household wealth has stagnated, a Bloomberg analysis found.

The data illustrate the ever-widening gap between the true haves—those in the 0.1 percent—and the have-nots of a global economy. Data from UBS and PwC Billionaires Insights reports show that global billionaire wealth has grown from $3.4 trillion in 2009 to $8.9 trillion in 2017.Central bank actions to fight the financial crisis—record low interest rates and bond-buying programs—have underpinned this ballooning wealth by driving up the prices of stocks and other assets.“Ten years ago, ironically at the lows of the market, what you wanted to own was capital and if you did own capital you did incredibly well,” said Michael Hartnett, Bank of America Corp.’s chief investment strategist. This year, George Soros is hosting a dinner at which he will speak and Dimon’s JPMorgan is throwing a drinks party. Bill Gates will be present again as will billionaire Carlyle Group co-founder Rubenstein, who hosts a show on Bloomberg Television and whose fortune has doubled over the past decade.

• Markets Tumble As Human-to-Human Transmission Coronavirus Confirmed (ZH)

Dow futures are down over 100 points, AsiaPac equity markets are down harder, and Treasuries are well bid along with gold after a Chinese officials confirmed the coronavirus can be spread by human-to-human contact, and the deadly disease is spreading to other asian nations. “Now we can say it is certain that it is a human-to-human transmission phenomenon,” Zhong Nanshan, a scientist who is leading a government-appointed expert panel on the outbreak, said in an interview on state-run television on Monday. As The New York Times reports, cases have been reported outside China.

“The authorities in Thailand detected the new coronavirus last week in two Chinese women who had flown from Wuhan to Bangkok on separate trips. The government said the women, aged 74 and 61, were in good condition. In Japan, a Chinese man who returned from Wuhan on Jan. 6 was also confirmed to have the disease. He was discharged after five days in a hospital. South Korea confirmed its first case of the coronavirus on Monday in a 35-year-old Chinese woman from Wuhan who arrived on Sunday at Incheon International Airport, which serves Seoul. The woman was found with a fever, muscle pain and other symptoms while going through customs and was immediately quarantined for tests, said Jung Eun-kyeong, director of the Korea Centers for Disease Control and Prevention.

The woman was traveling with five other people intending to spend the Lunar New Year holidays in South Korea and Japan, Ms. Jung said. South Korean officials were running tests on anyone believed to have come in contact with the woman in the plane, she said.” And fear of a SARS 2.0 outbreak have sparked risk-off trades in early Asia trading. “There are now sufficient cases that it’s not going to die out by chance,” said Neil Ferguson, a public health expert at Imperial College London who has studied the new virus.

Michael Flynn’s destiny was turned on its head in June 2019 when he hired Sidney Powell. Good on him. Still wondering how he got from near bankruptcy to hiring an A-list lawyer.

• Flynn’s Lawyer: FBI Agents Wrote Flynn Didn’t Lie, We Have Eyewitness (ET)

Sidney Powell, lawyer of Lt. Gen. Michael Flynn, said the FBI excluded crucial information from a report on their interview of her client. The report, an FBI 302 form, was used to charge Flynn with lying to the FBI, but the original draft of the 302 stated that Flynn was honest with the FBI, according to a witness who saw the draft, Powell said. Flynn, former head of the Defense Intelligence Agency and former national security adviser to President Donald Trump, pleaded guilty on Dec. 1, 2017, to one count of lying to FBI agents during a Jan. 24, 2017, interview. A 302 report summarizing the interview was supposed to be filed within five days. But the earliest draft Flynn’s lawyers were provided was from Feb. 10, 2017—more than two weeks after the interview.

Powell, who took over Flynn’s defense in June 2019, has for months asserted that an earlier 302 must exist. Prosecutors have said they don’t have it, stopping short of saying it doesn’t exist. In an Oct. 24, 2019, court filing, Powell rejected the suggestion that the 302 draft was “missing,” saying neither the bureau nor its digital document system “loses the most important of its reports that is supposed to support the federal felony of the President’s National Security Adviser.” On Jan. 16, Powell disclosed that she has a witness who could attest to what was in the original draft. “I’ve now found a witness who says the original 302 did in fact say that Flynn was honest with the agents and did not lie,” she told Larry O’Connor on his WMAL radio show. “So for somebody to delete that from the 302 is just beyond outrageous.”

She didn’t elaborate much further when asked by The Epoch Times. “Can’t say more about witness but yes, person saw it,” she said via email. [..] In June 2019, after Flynn fired his original lawyers and hired a new legal team led by Powell, prosecutors asked Flynn to testify that he signed [his now-defunct consultancy, Flynn Intel Group (FIG)]’s lobbying forms knowing there were lies in them. He refused, saying he only learned there was something wrong with the registration in retrospect. That angered the lead prosecutor, Brandon Van Grack, notes from a June 27, 2019, conference call indicate. Powell said that ever since then, the prosecutors’ behavior has been “retaliatory, vindictive, and in bad faith” because Flynn refused to lie.

• McConnell Proposes Compressed Schedule For Impeachment Trial (Hill)

House impeachment managers will have 24 hours over two days to make their opening arguments when they begin to present their case against President Trump to the Senate Wednesday, according to a resolution circulated by Senate Majority Leader Mitch McConnell (R-Ky.). President Trump’s team similarly will have two days to present their arguments and then senators will have a chance to ask questions and consider subpoenas of witnesses. The resolution, as expected, does not require additional witnesses to be subpoenaed and does not allow House prosecutors to admit evidence into the Senate trial record until after the opening arguments are heard.

Senate Democratic Leader Charles Schumer (D-N.Y.) quickly pushed back and vowed to force votes on amendments. “Sen. McConnell’s resolution is nothing short of a national disgrace,” Schumer said in a statement Monday afternoon. Both sides will have 24 hours to make their first round of arguments — the same amount of time House impeachment managers and Bill Clinton’s lawyers received in 1999, but on a more compressed time schedule than required more than 20 years ago.

The resolution includes language favored by Sen. Susan Collins (R-Maine) and other GOP moderates requiring a debate and vote on subpoenaing new witnesses and documents. Sen. Lamar Alexander (R-Tenn.), who worked with McConnell and Collins to modify the resolution, said it “guarantees a vote on whether we need additional evidence at the appropriate time.” A Senate GOP leadership aide noted that prosecutors in the Clinton trial didn’t use all of their allotted time and finished their opening arguments within three days. Schumer argues that forcing House managers to cram their opening arguments into a two-day window will force them to present on the Senate floor well into the evening and possibly past midnight.

• How The Senate Trial’s First Day May Proceed (Fox)

Here is how things are expected go down Tuesday in the Senate for President Trump’s impeachment trial. By rule, the trial session begins at 1 p.m. ET. Expect to see Senate Sergeant-at-Arms Michael Stenger reprising his role from last week, bringing order to the Senate. Stenger may appear at other points along the way, too. The first order of business for the Senate will be to swear-in Sen. Jim Inhofe, R-Okla. Inhofe wasn’t present last week when all other senators were sworn in. He was attending to a family emergency. Then, there will be some short, administrative activity for documents, et al. Viewers are likely to see two women on the dais, whispering to Chief Justice John Roberts, giving advice and passing messages.

They are Senate Parliamentarian Elizabeth MacDonough and Assistant Parliamentarian Leigh Hildebrand. Once the Senate gets through the basics, it’s time for Senate Majority Leader Mitch McConnell, R-Ky., to offer his resolution dictating the parameters of the trial. McConnell’s proposal is formally known as a “motion” in Senate parlance. And, by rule, the Senate then has two hours per side to debate the McConnell plan. The Senate will have to eat up all of that two hours, unless there is unanimous consent – meaning all 100 senators agree — to cut things short. The seven House managers and members of Trump’s defense team – not any senators – would debate the proposal. So, barring anything strange, this probably gets us close to 3:30 p.m. ET.

Then, it’s up to Senate Minority Leader Chuck Schumer, D-N.Y., to offer his counter-proposal. The Senate has something known as “the amendment tree.” One could think of the McConnell proposal as the “trunk” of the tree. Schumer’s proposal is a “branch” of the tree. Schumer’s proposal, or proposals – so, sprigs growing off of the Schumer branch of the tree – all would represent possible amendments on which the Senate likely will have to debate and conduct a roll call vote on Tuesday evening. What will Schumer propose? Different time allocations for the trial? Different times when they start or stop the arguments? Proposals on witnesses and documents? By rule, Schumer’s proposal gets two hours of debate as well, with no senators participating in the debate — just the impeachment managers and the president’s counsel.

Timing: If they do this by the book, we probably get 5:30 or 6 p.m. ET, if not later. However, a potential wild card is afoot. Fox News is told to expect a closed Senate session after these two debates, meaning lawmakers essentially would kick everyone out of the chamber: the public, the media, the president’s legal team and the impeachment managers. The only people left: senators, Roberts and essential floor staff. Fox News has no idea how long this could go, but it would happen in the Senate chamber itself, not the Old Senate Chamber.

• White House Appoints GOP House Members To Advise Trump’s Impeachment Team (Hill)

The White House announced Monday that President Trump appointed several prominent Republican House members to advise his impeachment defense team ahead of the Senate trial set to begin this week. GOP Reps. Jim Jordan (Ohio), John Ratcliffe Texas), Mike Johnson (La.), Mark Meadows (N.C.), Debbie Lesko (Ariz.), Lee Zeldin (N.Y.), Elise Stefanik (N.Y.) and Doug Collins are set to play leading roles. A statement from the White House said the lawmakers “have provided guidance to the White House team, which was prohibited from participating in the proceedings concocted by Democrats in the House of Representatives” throughout the House proceedings and would continue to do so in the Senate.

The lawmakers served as some of the president’s strongest allies during the House’s impeachment proceedings, adamantly defending the president’s dealings with Ukraine. Jordan, a firebrand conservative who serves as the top Republican on the House Oversight and Reform Committee and a leading member of the House Freedom Caucus, has garnered a reputation for being one of Trump’s most aggressive attack dogs on impeachment.

Ratcliffe, who sits on the House Intelligence Committee and served as U.S. attorney for the Eastern District of Texas before being elected to Congress, was previously tapped by the president last year to become the director of national intelligence before he withdrew from consideration. His line of questioning during the public hearings was widely praised by his GOP colleagues in the House. Collins, the top Republican on the House Judiciary Committee and confidant to the president, played a key role in pushing back against Judiciary Chairman Jerrold Nadler (D-N.Y.) during the final hearings. And Johnson, the chairman of the Republican Study Committee who also sits on the House Judiciary Committee, practiced constitutional law.

Roberts may regret this job.

• Chief Justice Roberts Under Pressure From Both Sides In Witness Fight (Hill)

Senate Democrats are pressing Chief Justice John Roberts to rule in favor of calling witnesses at President Trump’s impeachment trial, while Republicans argue it could force his recusal from potential Supreme Court cases. Democrats say it’s simple: A trial can’t be a fair one without witnesses. Republicans counter that if Roberts rules on witnesses, he will have to recuse himself from any Supreme Court case on Trump’s claims of executive privilege over potential witnesses like former national security adviser John Bolton and acting White House chief of staff Mick Mulvaney. “I don’t know how you have a serious trial unless you hear from witnesses who know in fact what the facts are, what happened,” said Sen. Bernie Sanders (I-Vt.).

“I think it would be appropriate for the chief justice to do what I think should be done, and that is to allow witnesses to testify,” he added. While Roberts is expected to refer major disputes over trial procedures to the entire Senate for a vote, some Democrats hope he will make his own rulings on what they say are basic questions of fair jurisprudence. Democrats argue that holding a trial but blocking the consideration of relevant witness testimony and document review would fall well short of what’s considered a fair trial in any court of law.

“We’ve been working to get an agreement with Republicans about the relevant witnesses for the trial and relevant documents and we’re continuing that effort,” said Sen. Chris Van Hollen (D-Md.). “Those types of questions will have to be considered as the trial proceeds.” Senators who want Roberts to intervene have pointed to the precedent set by then-Chief Justice Salmon P. Chase in the 1868 impeachment trial of President Andrew Johnson. Chase broke two ties on procedural deadlocks, including a vote on whether he could break ties.

• Boeing Scrambles to Borrow $10 Bn After $43 Bn in Share-Buybacks (WS)

The first thing to know about Boeing’s mad scramble to line up “$10 billion or more” in new funding via a loan from a consortium of banks, on top of the $9.5 billion credit-line it obtained in October last year – efforts to somehow get through its cash-flow nightmare caused by the 737 MAX fiasco – is that the company blew, wasted, and incinerated $43.4 billion to buy back its own shares since June 2013, having become a master of financial engineering instead of aircraft engineering. If Boeing had focused on its business – such as designing a new plane instead of doctoring an ancient design to save money and time – and if it hadn’t blown $43 billion on share-buybacks but had invested this money in a new design, those two crashes wouldn’t have occurred, and it wouldn’t have to beg for cash now.

The chart below shows the cumulative share-buybacks in billions of dollars since Q1 2009. In Q2 2019, it belatedly halted the share buybacks. As is always the case with share buybacks, the idea is to buy high in order to drive shares even higher. This is what you learn on the first day of Financial Engineering 101. So Boeing stopped buying back its shares in Q1 2009 when its shares had plunged into the $35-range, at which point they were a good deal, and then recommenced share-buybacks in Q2 2013 when its shares had already risen to the $100-range.

The second thing to know about Boeing’s mad scramble to borrow another $10 billion is that it already has a huge amount of debt and other liabilities, and that its total liabilities ($136 billion) exceed its total assets ($132 billion) by about $4 billion as of September 2019, meaning that it has negative net equity, that the share buybacks have destroyed its equity, which is what share buybacks do to the balance sheet. It also means that every dime in “cash” and “cash equivalent” listed on the balance sheet is borrowed. And this is about to get a whole lot worse. In October 2019, Boeing had already obtained a new credit line of $9.5 billion, which about doubled the size of its existing credit line. Credit lines serve as liquidity backup. And now Boeing is scrambling to pile “$10 billion or more” in new loans on top of it.

Russian President Vladimir Putin on Monday submitted to parliament a package of constitutional amendments widely seen as an attempt to secure his grip on power well after his current term ends in 2024. Putin first presented the proposed changes in his state-of-the-nation address Wednesday, arguing they are intended to bolster the role of parliament and strengthen democracy. Kremlin critics have argued that they are intended to allow his rule for life. The Kremlin-controlled lower house, the State Duma, received a draft bill on constitutional proposals from the Kremlin and quickly scheduled the first of three required readings for Thursday.

Putin, 67, has been in power for more than 20 years, longer than any other Russian or Soviet leader since Josef Stalin, who led from 1924 until his death in 1953. Under the law now in force, Putin must step down as president when his current term ends. Putin proposed that the constitution must specify the authority of the State Council, an advisory body that consists of regional governors and top federal officials. The Kremlin’s constitutional bill submitted to parliament empowers the Council to “determine the main directions of home and foreign policy,” its specific authority yet to be spelled in a separate law. Observers say that the proposed changes could allow Putin to stay in charge by shifting into the position of the Council’s head.

There is an urgent need for a revolutionary worldview to challenge the racism and reaction of Donald Trump’s Make America Great fascist appeal. Meanwhile, on the ground, Black and Latino communities and the world are suffering the worst political, economic, and ecological catastrophe with little help in sight. In this context the most engaged and introspective study of Dr. King’s theory and practice is an urgent corrective than can offer hope and inspiration.

• Ukraine, China Knew Hunter Biden Was Chronic Drug Addict, Hired Him Anyway (GP)

Hunter Biden’s first arrest may have been when he was 18. Hunter was arrested on Jersey Shore related to drug charges in 1988 and had his record expunged. Many years later and after several stops into drug treatment facilities Hunter joined his father the Vice President on a trip to China in 2013 where Hunter — inexperienced and out of place — was able to secure a $1.5 billion from China for private equity fund which he was forming at the time. A year later in early 2014 Hunter was discharged from the Navy for testing positive for cocaine. Then in April 2014, just a couple months later, Hunter Biden Hunter joined the Board of Burisma Holdings in the Ukraine. Hunter served on the Board until early 2019. Hunter was paid approximately $50,000 a month in his position.

The largest oil and gas company in the Ukraine hired a chronic drug addict only a few months after the addict was removed from the US Navy for doing cocaine. In 2016 Hunter Biden returned a rental car with a crack pipe with cocaine residue and a small amount of a white, powdery substance. Hunter was never charged with a crime. In 2018 the IRS placed a tax lien on Hunter Biden seeking $112,805 in unpaid taxes from 2015. And according to Page Six, Hunter Biden allegedly spent time at Larry Flynt’s Hustler Club in New York City in 2018. Hunter allegedly ordered pricey booze, was joined by several strippers in a private room while he did drugs and had strippers run to find him a dildo. These are just a few of the allegations against Hunter Biden. After years of drug abuse there are likely many more episodes not yet public.

Any foreign intelligence service worth their salt would have known Hunter Biden was a chronic drug addict. China and the Ukraine, and likely others, hired Hunter Biden anyway. [..] How many times was Joe Biden warned of his dangerous actions related to his drug addicted son? Will the liberal media ever investigate this? Do Americans really believe that this man and his son should be President? Joe and Hunter Biden would destroy the American dream if Joe was elected President. They would blow it away!

• At The Iowa Debate, Bernie Sanders’s Most Vociferous Opponent Was CNN (IC)

Ahead of the August 2015 Fox News debate, the company’s chair, Rupert Murdoch, issued a directive to debate moderator Megyn Kelly: The Donald Trump thing has gone on long enough, it’s time to take him down. Kelly took a bat to candidate Trump, listing off his most misogynistic remarks, asking how he could explain them to voters. But Trump ended up winning that war. Democrats assembled in Iowa Tuesday night for the opportunity to take him on in the upcoming general election. This time, though, it was CNN moderators who brought out the bat and swung it hard at Sen. Bernie Sanders. The Vermont independent had topped the important Iowa poll last week, compounding fears that have only recently emerged among the party establishment that he may be on course for the nomination.

In contrast to Sanders’s treatment, former Vice President Joe Biden, the national front-runner, was barely touched — either by moderators or his rivals. CNN moderator Abby Phillip opened a line of questioning on the recent feud between Sanders and Sen. Elizabeth Warren: “CNN reported yesterday, and, Sen. Sanders, Sen. Warren confirmed in a statement that in 2018 you told her that you did not believe that a woman could win the election. Why did you say that?” The moderator’s use of Warren to confirm a version of the story that originally came from Warren’s account of the meeting at the time signaled which side CNN was taking in the he-said/she-said, but it was confirmed by the framing of the question — “Why did you say that?” — rather than asking whether he said it.

Sanders denied the accusation, noting that he had been ready to stand aside for Warren to run in 2016, though she declined to. Phillip pressed to be clear he was denying the charge, then pivoted to Warren, and waved away his denial with such force — “Sen. Warren, what did you think when Sen. Sanders told you a woman could not win the election?” — that Sanders and the audience laughed. After the debate, the candidates shook hands — all except Warren and Sanders. Warren pulled her hand back and the two had a tense exchange that couldn’t be heard as the mics had been cut off, but left both walking tersely off, Sanders turning his back on Warren.

The debate opened with a long discussion of war in Iran and Iraq, which included no mention of the costs of occupation.Yet CNN moderators did eventually ask Sanders how he would pay for Medicare for All, among other plans. Host Wolf Blitzer asked why the government should do anything to lower drug prices when nobody trusts the government. Philip later asked Sanders how he would keep his plans “from bankrupting the country?”

Senate Majority Leader Mitch McConnell (R-Ky.) says the Senate will begin debating an organizing resolution to start the Senate trial on Tuesday of next week. The GOP leader said Chief Justice John Roberts will swear in senators as jurors this week, before the Martin Luther King Jr. holiday. “NEW: Sen. Mitch McConnell says “the House is likely to finally send the articles over to us tomorrow,” allowing Senate to take steps “which would set us up to begin the actual trial next Tuesday.” — ABC News Live (@ABCNewsLive) January 14, 2020.

McConnell said the House is expected to send over articles of impeachment on Wednesday and the Senate will then have to go through a series of preliminary steps and housekeeping measures. “We hope to achieve that by consent, which would set us up to begin the actual trial next Tuesday,” the GOP leader added. McConnell clarifying that a debate and vote on the organizing resolution, which will set up time for the House impeachment managers and the president’s defense team to make their opening arguments, as well as time for senators to ask questions, will happen next week. Then the Senate will notify the president’s defense team to appear for the Senate and give the White House several days to respond.

There are Republicans who think Trump should shine in the circus.

• GOP: There Aren’t 51 Votes To Dismiss Trump Articles Of Impeachment (Hill)

Sen. Roy Blunt (R-Mo.) told reporters on Monday that the Senate Republican caucus doesn’t have the votes to dismiss the articles of impeachment against President Trump, who endorsed an “outright dismissal” over the weekend. “I think our members generally are not interested in a motion to dismiss. … Certainly there aren’t 51 votes for a motion to dismiss,” Blunt, the No. 4 Senate Republican, told reporters after a closed-door leadership meeting. Republicans have warned for months that they will not dismiss the two articles of impeachment against Trump, predicting a trial will end with votes on either acquitting or convicting him. But Trump revived talk of trying to dismiss the articles over the weekend, saying the Senate was “giving credence” to the allegations against him by having a trial.

“Many believe that by the Senate giving credence to a trial based on the no evidence, no crime, read the transcripts, ‘no pressure’ Impeachment Hoax, rather than an outright dismissal, it gives the partisan Democrat Witch Hunt credibility that it otherwise does not have. I agree!” Trump tweeted on Sunday. Dismissing the articles of impeachment would require 51 votes. Because no Democrats would support the effort, Senate Majority Leader Mitch McConnell (R-Ky.) could afford to lose only two GOP senators and still successfully dismiss the articles. Multiple Republicans, including Sens. Susan Collins (Maine) and Rob Portman (Ohio), have indicated they would oppose a motion to dismiss, arguing that both Trump’s legal team and House impeachment managers should be able to make their case.

Senate Majority Leader Mitch McConnell (R-Ky.) says Republicans could subpoena Hunter Biden to testify about his business dealings with a Ukrainian gas company if Democrats insist on having witnesses such as former National Security Adviser John Bolton testify at the Senate impeachment trial. “We’ll be dealing with the witness issue at the appropriate time into the trial and I think it’s certainly appropriate to point out that both sides would want to call witnesses they wanted to hear from,” McConnell told reporters Tuesday when asked about GOP senators who want Biden, former Vice President Joe Biden’s son, to testify. “When you get to that issue, I can’t imagine that only the witnesses that our Democratic colleagues would want to call would be called,” he said.

The GOP leader also noted “there is little or no sentiment in the Republican conference for a motion to dismiss” the articles of impeachment immediately, adding, “our members feel that we have an obligation to listen to the arguments.” McConnell confirmed that all 53 Republican senators support passing an organizing resolution at the start of President Trump’s trial that would set up time for the House prosecutors and the president’s defense team to lay out their opening arguments and for senators to submit questions to the chair in writing. Votes on subpoenaing witnesses such as Bolton or acting White House chief of staff Mick Mulvaney will be considered after what McConnell calls “phase one of the trial.”

When prosecutors say Flynn grew “antagonistic”, what they mean is he hired Sidney Powell. Who’s not going to stop at getting him exonerated. She’ll demand a huge amount in damages.

• Michael Flynn Seeks To Withdraw Guilty Plea (G.)

Michael Flynn, the former national security adviser to Donald Trump who was due to be sentenced for lying to federal investigators, is seeking to withdraw his guilty plea “because of the government’s bad faith, vindictiveness, and breach of the plea agreement”, his lawyers said in a court document filed Tuesday. Flynn was the first senior White House official to cut a deal in the special counsel Robert Mueller’s investigation into Russia’s 2016 election interference. After pleading guilty to lying to the FBI about conversations with the Russian ambassador during the presidential transition between Barack Obama and Trump, he went on to provide extensive information to federal prosecutors in exchange for leniency.

But in recent months, he grew less cooperative and suggested he hadn’t committed any crimes, leading prosecutors to recommend that he should be sentenced to up to six months in prison. “Far from accepting the consequences of his unlawful actions, he has sought to blame almost every other person and entity involved in his case, including his former counsel,” prosecutors wrote in a document filed last week. It appears Flynn and his legal team have doubled down, saying that the federal government breached the plea agreement with Flynn. They allege that prosecutors asked him to lie in another investigation, into his former business partner, Bijan Rafiekian. Rafiekian was convicted for illegally lobbying to have a Turkish exile returned from the US, but a federal judge threw out the conviction, citing a lack of sufficient evidence.

In the court filing, Flynn’s lawyers said the justice department was attempting to “rewrite history” by suggesting he had not been forthcoming and should receive prison time. “Mr Flynn has cooperated with the government in good faith for two years. He gave the prosecution his full cooperation,” Flynn’s legal team wrote. “He endured massive, unnecessary, and frankly counterproductive demands on his time, his family, his scarce resources, and his life.” As part of his plea deal, Flynn admitted he had lied to the FBI about discussing US sanctions on Russia with Sergey Kislyak, the Russian ambassador at the time. Flynn also said he lied about conversations with Kislyak discussing a UN security council resolution condemning Israel.

[..] Federal prosecutors had initially said Flynn was entitled to avoid jail time, before reversing course after Flynn grew antagonistic. In June, Flynn fired his longtime attorneys and replaced them with a new team that included the former federal prosecutor Sidney Powell, a fierce critic of the Mueller investigation.

It’s much easier for the Fed and the Treasury to create a false picture of a strong economy when they help build huge monopolies.

• Five Biggest US Stocks Are Dwarfing The Rest Of The Stock Market (CNBC)

It’s no secret that a handful of tech giants have been dominating the stock market, but their leadership has reached a level that is raising eyebrows on Wall Street as being unsustainable. The top five U.S. companies — Apple, Microsoft, Alphabet, Amazon and Facebook — now make up 18% of the total market capitalization of the S&P 500, the highest percentage in history, according to Morgan Stanley. “A ratio like this is unprecedented, including during the tech bubble,” Mike Wilson, the bank’s head of U.S. equity strategy, said in a note Sunday. “Capital concentration is following corporate inequality like never before.”

These mega tech firms have been the front-runners in this record-long bull market as investors bet on superior growth and dominant market share in their respective industries. They were the biggest contributors to the market’s historic gains last year and the trend shows no signs of stopping in 2020. However, multiple Wall Street strategists are sounding alarms on the increasing dominance of Big Tech, warning of a potential pullback in the stocks ahead. Apple’s weighting in the S&P 500 surpassed 4% in October, the sixth time the iPhone maker has crossed that threshold. But if history is any guide, it could be a ominous sign for the stock, according to Leuthold Group analyst Phil Segner.

He noted during the previous five times when Apple topped the 4% threshold, the stock underperformed the S&P 500 by nearly 9% on average in the next 12 months. “With history as a guide, its most recent climb into the 4% Club looks like another selling opportunity,” Segner said in a note. Going back to 1990, only five stocks — Apple, Microsoft, Generic Electric, Cisco Systems and Exxon Mobil — have claimed more than 4% of the S&P 500, and their leader status has typically been short-lived, Segner noted. General Electric stayed the longest — 15 months — above the threshold, while Cisco only lasted a month, he said.

Apple and Microsoft, which surged 86% and 55% in 2019, respectively, together accounted for nearly 15% of the S&P 5002 s advance last year. No other stock even came close to their contribution. The megacap stocks are leading the market again in the new year. In fact, the 50 largest stocks in the S&P 500 are up the most this year with an average gain of 1.22%, according to Bespoke Investment Group. “The larger, the better so far in 2020,” Paul Hickey, Bespoke’s co-founder, said in a note Friday. “Market cap has seemingly been the most important factor in terms of performance so far this year.”

The European trio’s accusation that Iran violates the key restrictions of the nuclear deal are unjustified, the Russian Foreign Ministry said urging the countries not to increase tensions that could endanger the pact. Paris, Berlin and London officially reported Iran’s non-compliance with the 2015 agreement to the Joint Commission under the Dispute Resolution Mechanism. This step could potentially lead to the UN Security Council being forced to decide on whether or not to bring back sanctions against Tehran. “We can’t rule out that the ill-considered actions of the European trio will lead to a new escalation around the JCPOA (Joint Comprehensive Plan of Action) and make the return to the implementation of the ‘nuclear deal’ in its initially agreed format unachievable,” Russia’s Foreign Ministry said in a statement.

Iran rolled back on its uranium enrichment constraints detailed in the international agreement earlier this month after one of its top military commanders, Qassem Soleimani, was assassinated in an American drone strike in Iraq. Tehran’s decision to put its commitments on hold was a response to the actions of the US, which unilaterally withdrew from the deal in May 2018 and reintroduced restrictions against Iran, the ministry reminded. However, the country keeps allowing the International Atomic Energy Agency (IAEA) monitors to its nuclear sites – and “the transparency of the Iranian nuclear program has been one of the key clauses of the nuclear deal.”

• Australia PM Backs Coal After BlackRock Quits (AFR)

Prime Minister Scott Morrison has rejected criticism of Australia’s $70 billion coal export industry and its links to global warming after the world’s largest fund manager announced it was quitting thermal coal. BlackRock is dumping more than half a billion dollars in thermal coal shares from all of its actively managed portfolios, as part of a more active global stance on climate change driven by chief executive Larry Fink. Asked about BlackRock’s announced withdrawal from thermal coal, Mr Morrison said the resources industry was “incredibly important to Australia” and that coal exports were worth about $70 billion a year. “This is important to so many communities across the country,” the Prime Minister said on Wednesday.

“Our government’s plan is to meet and beat our emissions reduction targets … without putting higher taxes on people and without putting up electricity prices and not pulling the rug from regional communities.” Mr Morrison famously showed off a lump of black coal during Parliament’s question time in 2017. Thermal coal, which is burnt to generate electricity, accounted for $26 billion in export income last financial year. This was a relatively small share of Australia’s total resource and energy export earnings forecast of $281 billion for 2019-20. Metallurgical coal, which is used to make steel, delivered $44 billion in export revenue.

The head of Human Rights Watch has accused the Chinese government of not only constructing “an Orwellian high-tech surveillance state” at home but using its growing economic clout to silence critics abroad. Kenneth Roth said on Tuesday that China was carrying out “the most intense attack on the global system for enforcing human rights since that system began to emerge in the mid-20th century”. He warned that if human rights weren’t defended, the world could face “a dystopian future in which no one is beyond the reach of Chinese censors”, with a global rights system so weakened that it can no longer serve as a check on government repression.

Roth was speaking at the UN Correspondents Association in New York after being denied entry to Hong Kong, where he had been scheduled to release the rights group’s annual report. It begins with his keynote essay entitled China’s Global Threat to Human Rights. A Chinese foreign ministry spokesman, Geng Shuang, said on Monday that: “It is China’s sovereignty to allow one’s entry or not.” He indicated that Human Rights Watch is among organisations that support and instigate “anti-China activists … to engage in radical violent crimes, and incite separatist activities hyping Hong Kong independence.” “These organisations deserve sanctions and must pay a price,” he said.

UN spokesman Stephane Dujarric, asked on Tuesday about Roth’s denial of entry to Hong Kong, said: “In principle, we support the rights and work of human rights defenders around the world.” Chinese diplomat Xing Jisheng, who attended the UN press launch, spoke at the end and said the was report “very prejudicial”, saying it has “fabrications” and telling journalists “we completely reject the content”. In the essay, Roth said the Chinese Communist Party is “worried that permitting political freedom would jeopardise its grasp on power” and “is running scared of its own people”. “The consequence under President Xi Jinping is China’s most pervasive and brutal oppression in decades,” he said.

Not at all surprising, but first time I see this confirmed: a new leadership team who had previously worked on Boeing’s military projects began overseeing work on the commercial airliner.

• Former Boeing Quality Manager: Fly Something Else (Big Think)

Slipping through the cracks of the Boeing controversy – which has taken on new twists and turns almost daily – were comments we recently uncovered by a former Boeing quality manager, who said last month that he thinks Boeing’s problems aren’t just limited to the 737. John Barnett was a quality manager for Boeing for 30 years before he was transferred to South Carolina to work on the 787, according to Big Think. It was there that a new leadership team who had previously worked on Boeing’s military projects began overseeing work on the commercial airliner. Barnett says that team lowered safety standards significantly. He stated: “They started pressuring us to not document defects, to work outside the procedures, to allow defective material to be installed without being corrected.

“They started bypassing procedures and not maintaining configurement control of airplanes, not maintaining control of non-conforming parts — they just wanted to get the planes pushed out the door and make the cash register ring.” At first, it was just administrative issues, Barnett said. But then, it got worse. “Over time it got worse and worse. They began to ignore defective parts installed on the planes and basic issues related to aircraft safety,” he said. According to Barnett, one audit uncovered that 25% of oxygen masks didn’t work. Defective parts were getting lost in the system before being discovered flying on aircraft. Barnett says he remembered “several defective bulkheads being installed without having been repaired.”

He also said that there was an issue with metal slivers. 3-inch-long slivers of razor-sharp metal would fall into areas where planes have sensitive wiring and electronics, he said. He continued: “That surface below the floor board is where all of your flight control wires are, that’s where all of your electronic equipment is. It controls systems on the airplane, it controls the power of the airplane. All of your electronic equipment is down where all of these metal slivers are falling.” He said these slivers would cause shorts and fires at the plant. As planes vibrate, these metal slivers work their way into wire bundles and can cause issues during flights, he said. Barnett filed complaints with multiple members of the Boeing team, which he said led to his reassignment to a department that isolated him.

The military division will have to make up the losses.

• Boeing Sees Lowest Orders In Decades (BBC)

Boeing has reported its worst annual orders in at least two decades – as it remains in crisis over its 737 Max model. The company also said deliveries of its planes slumped to an 11-year low last year. It means the US firm has lost its title as the world’s biggest plane maker to European rival Airbus. The 737 Max has been grounded since March after two crashes in which 346 people were killed. Boeing said net orders after cancellations for 2019 totalled just 54 planes. That compares with 893 the previous year. At the same time deliveries fell by 53% to 380 planes, the lowest number since 2007. The company last month halted production of what had been its best-selling commercial airliner.

The grounding of the 737 Max means it is impossible for the firm to deliver the planes to customers. In comparison, Boeing’s main rival Airbus said earlier this month that it delivered a record 863 planes in 2019 and racked up a net 768 orders after cancellations. A bright spot for the Chicago-based plane maker was a record number of deliveries of 787 Dreamliners in the last three months of 2019. The company delivered 45 of the wide-body passenger jets, which first went into service in 2011. Boeing’s new chief executive David Calhoun took the helm of the manufacturer on Monday. Mr Calhoun said he is “confident in the future” of the firm, telling staff his “primary focus” will be returning the 737 Max to the skies.

• Malaysia Airlines Suspends Boeing 737 MAX Deliveries Due To Grounding (R.)

Malaysia Airlines said on Wednesday it had suspended deliveries of 25 Boeing 737 MAX jets, citing the plane’s delayed return to service since it was grounded last year following two fatal crashes. The decision represents another setback for Boeing, which on Tuesday reported its worst annual net orders in decades, along with its lowest number of plane deliveries in 11 years, as the grounding of the 737 MAX saw it fall far behind main competitor Airbus. “In view of the production stoppage and the delayed return to service of the 737-MAX, Malaysia Airlines has suspended the delivery of its orders,” the airline said in an email, without saying when it wanted the deliveries to resume.

“As there is no clarity yet from various authorities on its return to service, our technical due diligence is still ongoing,” Malaysia Airlines said. The airline said it had previously planned to have five 737 MAX jets delivered this year, the first in July. Last year, its chief executive had said it was possible the craft’s introduction to service could slide beyond July. Boeing said it was sorry for the disruption the 737 MAX situation had caused Malaysia Airlines. “We are working to support them and all of our customers in every way possible to ensure complete confidence in the 737 MAX and a safe return to commercial flight,” Boeing said in a statement.

Analysts said cash-strapped carriers like Malaysia Airlines that over-ordered planes could take advantage of the 737 MAX grounding to negotiate with Boeing to restructure their orders. Virgin Australia said last year it would delay taking the first deliveries of 737 MAX jets for nearly two years to reduce capital spending. Norwegian Air said last year its Dublin-based leasing subsidiary had reached an agreement with Boeing to postpone delivery of 14 737 MAX planes that were originally due in 2020 and 2021. Boeing on Tuesday reported a net negative of 183 orders for the 737 MAX in 2019 including cancellations, but many were associated with the collapse of a major customer, India’s Jet Airways.

• Sidney Powell Drops Bombshell Showing How The FBI Trapped Michael Flynn (Fed.)

Earlier this week, Michael Flynn’s star attorney, Sidney Powell, filed under seal a brief in reply to federal prosecutors’ claims that they have already given Flynn’s defense team all the evidence they are required by law to provide. A minimally redacted copy of the reply brief has just been made public, and with it shocking details of the deep state’s plot to destroy Flynn. While the briefing at issue concerns Powell’s motion to compel the government to hand over evidence required by Brady and presiding Judge Emmett Sullivan’s standing order, Powell’s 37-page brief pivots between showcasing the prosecution’s penchant for withholding evidence and exposing significant new evidence the defense team uncovered that establishes a concerted effort to entrap Flynn.

Along the way, Powell drops half-a-dozen problems with Flynn’s plea and an equal number of justifications for outright dismissal of the criminal charges against Flynn. What is most striking, though, is the timeline Powell pieced together from publicly reported text messages withheld from the defense team and excerpts from documents still sealed from public view. The sequence Powell lays out shows that a team of “high-ranking FBI officials orchestrated an ambush-interview of the new president’s National Security Advisor, not for the purpose of discovering any evidence of criminal activity—they already had tapes of all the relevant conversations about which they questioned Mr. Flynn—but for the purpose of trapping him into making statements they could allege as false.”

Deputy Director McCabe, General Counsel James Baker, Lisa Page, Strzok, David Bowdich, Trish Anderson, and Jen Boone strategized to talk with Mr. Flynn in such a way as to keep from alerting him from understanding that he was being interviewed in a criminal investigation of which he was the target.”

Obama under the bus? “It’s frankly disconcerting to be investigated for having done… what we were told to do by the president of the United States.”

• James Clapper Struck By ‘Interesting’ Timing Of DOJ Criminal Inquiry (WE)

President Barack Obama’s spy chief James Clapper raised the possibility that impeachment was a factor behind U.S. Attorney John Durham opening a criminal inquiry into the origins of the Trump-Russia investigation. Clapper, a former director of national intelligence who is a focus of the DOJ investigation, told CNN anchor Anderson Cooper he learned of the criminal investigation 20 minutes prior by reading a news article, and it made him “very curious.” He suggested there was a political motivation behind it by noting how President Trump is facing intensifying impeachment proceedings.

“I found the timing interesting, given the increasing heat around the impeachment inquiry. And so the timing is interesting. I’ll just let it go at that,” Clapper said Thursday evening. Clapper and former CIA Director John Brennan, who is also a subject of interest in the Durham investigation, led the Obama administration’s intelligence agencies at a time when some Republicans allege the CIA illicitly ensnared members of the Trump campaign using informants. They anticipate the DOJ inquiry will be very critical of Clapper and Brennan.

It was interesting to watch the Cable News divas go incandescent under the glare of their own gaslight late yesterday when they received the unpleasant news that the Barr & Durham “review” of RussiaGate had been officially upgraded to a “criminal investigation.” Rachel Maddow’s trademark pouty-face got a workout as she strained to imagine “…what the thing is that Durham might be looking into.” Yes, that’s a riddle, wrapped in a mystery, inside an enigma, all right… with a sputtering fuse sticking out of it. Welcome to the Wile E. Coyote Lookalike Club, Rachel. You’ll have a lot of competition when the Sunday morning news-chat shows rev up. Minutes later, the answer dawned on her: “It [the thing] follows the wildest conspiracy theories from Fox News!”

You’d think that someone who invested two-plus years of her life in the Mueller report, which blew up in her pouty-face last spring, might have felt a twinge of journalistic curiosity as to the sum-and-substance of the thing. But no, she just hauled on-screen RussiaGate intriguer David Laufman, a former DOJ lawyer who ran the agency’s CounterIntel and Export Control desk during the RussiaGate years, and also helped oversee the botched Hillary Clinton private email server probe. “They have this theory,” Rachel said, “that maybe Russia didn’t interfere in the election….” “It’s preposterous,” said Mr. Laufman, all lawyered up and ready to draw a number and take a seat for his own grand jury testimony. (Note: Mr. Laufman was also deeply involved in the Brett Kavanaugh fiasco as lawyer to Christine Blasey Ford’s BFF, former FBI agent Monica McLean.)

We do enjoy freedom of the press in this land, but I can see how these birds merit charges as unindicted co-conspirators in the affair. One wonders if the various boards of directors of the newspaper and cable news outfits might seek to salvage their self-respect by firing the executives who allowed it happen. If anything might be salutary in the outcome of this hot mess, it would be a return to respectability of the news media.

Joe Biden gegan the presidential campaign with a commanding lead in the polls, but questions surrounding his ability to power through the primary, along with relatively weak fundraising, has cast new doubt about his campaign. In an effort to revive Biden’s prospects, prominent supporters of the former vice president are mobilizing to establish a Super PAC, a bid that the Biden campaign appeared to endorse on Thursday, according to a report in Bloomberg. The move represents a reversal from earlier this year, when Biden rejected support from Super PACs, which can receive unlimited donations from corporations or individuals.

Though Biden has pledged not to take contributions from registered lobbyists, the prohibition appears not to apply to big-dollar organizers of his Super PAC. Among the individuals involved with the effort are several lobbyists for leading corporations and foreign governments. Longtime Biden supporter Larry Rasky, one of the people involved with the big-money effort, is the founder of lobbying firm Rasky Partners, which is currently registered to lobby on behalf of Raytheon, Harvard Pilgrim Health Care, and the Republic of Azerbaijan, among other clients.

Steve Schale, a former Obama campaign strategist, is a registered state lobbyist with Cardenas Partners, a Florida lobbying firm founded by former Jeb Bush adviser Al Cardenas. Schale’s current client list includes the Florida Hospital Association, JetBlue Airways, State Farm Insurance, Walt Disney Parks, AT&T, and the Associated Industries of Florida.

CD Media reported earlier in the week how the Obama administration forced the creation of the National Anti-Corruption Bureau of Ukraine (NABU) in reality to cover up massive corruption that was enabled by the U.S. embassy in Kyiv and Washington, D.C. during the Obama years, by taking control and burying any open investigations from the General Prosecutor’s office. NABU Director Artem Sytnyk was caught on tape recently describing how he released the infamous ‘black ledger’ in 2016 which harmed the Trump campaign and its manager at the time, Paul Manafort, because he wanted Hillary to win.

Now the remaining investigations at the General Prosecution Office are reportedly being closed as well under pressure from the embassy staff, which has been knee-deep in the impeachment effort against Donald Trump. Sources tell CD Media the General Prosecution Office in Ukraine has been seized by George Soros-controlled officials. In the current week, any prosecution will end in favor of Soros, and Soros-connected oligarch Victor Pinchuk. Source said to expect closure of Burisma cases and closure of 9 investigative cases by new General Prosecutor Ryaboshapka and other new prosecutors hired within the last two weeks. CD Media reported on over 130 open cases of IMF aid fraud currently being investigated by these prosecutors. Our source described how the U.S. Embassy controls NABU.

• Judge Rules DOJ Must Release Details From Mueller Report (ZH)

Amid the avalanche of subpoenas and secret-squirrel hearings surrounding the Congressional impeachment inquiry, an Obama appointed District Court judge has ruled in favor of Democrats’ court order, compelling the U.S. Justice Department to turn over grand-jury materials from Special Counsel Robert Mueller’s report on Russian interference in the 2016 U.S. presidential election by Oct. 30. The House Judiciary Committee had shown “that it needs the grand-jury material referenced and cited in the Mueller Report to avoid a possible injustice in the impeachment inquiry,” Beryl Howell, chief judge of the U.S. District Court in Washington, said Friday in a 75-page ruling.

“In carrying out the weighty constitutional duty of determining whether impeachment of the President is warranted, Congress need not redo the nearly two years of effort spent on the Special Counsel’s investigation, nor risk being misled by witnesses, who may have provided information to the grand jury and the Special Counsel that varies from what they tell [the House Judiciary Committee].” “Tipping the scale even further toward disclosure is the public’s interest in a diligent and thorough investigation into, and in a final determination about, potentially impeachable conduct by the President described in the Mueller Report.”

As The Hill reports, the order directs the Justice Department to turn over all information that was redacted from the Mueller report in order to protect grand jury secrecy. That includes more than 240 redactions from the first volume of the report alone.

• MPs Plan To Defy Boris Johnson By Forcing Brexit Votes (G.)

Rebel MPs are exploring ways to seize control of the agenda from Boris Johnson by allowing parliament to debate and vote on Brexit legislation and a second referendum possibly as soon as next week. Several MPs told the Guardian this was a plan under consideration if Johnson persisted with his insistence that his withdrawal agreement bill was “paused” until MPs agree to an election on 12 December. Under the plans, which have been worked on since the summer by supporters of a second referendum and soft Brexit, MPs would again try to use procedure under standing order 24 to take control of the timetable in parliament.

They would then attempt to introduce either Johnson’s Brexit deal or Theresa May’s withdrawal agreement, with possible votes on adding a customs union, second referendum and extending transition to prevent departure on World Trade Organization terms. It is understood some MPs have been discussing the plans with former EU officials to determine whether it could be enough to demonstrate to Brussels that parliament was serious about using an extension to break the Brexit deadlock.

Guests have the choice of watching either the news channel or the documentary channel of state-run broadcaster China Global Television Network. Naturally, the programs on the CGTN channels are politically charged and serve as propaganda for the Chinese government. The coverage of the Hong Kong mass protests, therefore, come with a Beijing spin. The TV channels are just an example of China’s rising influence in the Balkans.

The walled city of Dubrovnik, a Unesco World Heritage center, in April hosted a big conference between China and Central- and Eastern-European countries. Premier Li Keqiang and many economic ministers from China sat down with their counterparts in the region. It was the eighth annual conference. With the addition of Greece this year, the conference became “17 (Central and Eastern European countries) plus 1 (China).” Of the 17 countries, 12 are members of the European Union. If the 17 countries were marked in one color on a map, it would reveal a stunning reality. China is building a new “Great Wall” on the periphery of the EU economic zone. As if it were covered with a flexible bamboo forest, this economic wall would not look like a fortress at first glance. Thirty years after the fall of the Berlin Wall, the Iron Curtain is morphing into a new Great Wall for China. In Trieste, the southern end of Churchill’s Iron Curtain, China is extending its Maritime Silk Road under the Belt and Road Initiative. If Trieste is linked to the Port of Piraeus, Greece’s biggest port now operated by a state-run Chinese company, China’s influence in the Adriatic and Mediterranean seas will grow.

Roaming is one big headache when you travel a lot, and raptors can get burned by it just as easily as the bipeds that created mobile phones. Just ask the Russian Raptor Research and Conservation Network (RRRCN), an environmental group whose eagle tracking budget was surprisingly drained by one particularly sneaky bird of prey. The network studies the migration routes of various birds, including the endangered steppe eagle. They do so by putting solar-powered GPS trackers on their subjects. The device records the coordinates of the birds and dumps the data via text messages through a regular mobile network when it’s available. The conservationists then check the routes against potential threats like high-voltage power lines or poison baits deployed for pest control and try to find ways to avoid them.

Several of more than a dozen eagles tracked by the RRRCN this year spent the summer in Kazakhstan in desolate places with no mobile coverage. The scientists expected them to take one of the usual routes that would bring them within reach of a cell tower, but one particular bird named Min surprised them in the most financially devastating way. Min flew away from mobile networks all the way to Iran, and once there, texts with the coordinates recorded over the past several months were dumped. The problem is that each message sent from Iran costs a lot, and four are needed for each day of tracking.

Wind power accounts for just 0.3 per cent of the world’s energy – but as costs fall and green policies rise, it is on course to grow into a trillion-dollar industry. And ultimately, it has the potential to provide sufficient clean electricity for every person on Earth 18 times over, a major industry report has now claimed. What’s more, the winds of change are blowing at high speeds. Global offshore wind capacity could increase 15-fold and attract around $1 trillion (£800bn) of cumulative investment by as soon as 2040, the International Energy Agency report finds. The IEA says this boom is being driven by the declining costs in installations, supportive government policies and “remarkable technological progress” with components such as larger turbines and floating foundations.

Outlining the rapid pace of change, which the authors say has been led by European countries including the UK, the report says the global offshore wind market grew nearly 30 per cent per year between 2010 and 2018. There are now about 150 new offshore wind projects in development around the world, with China adding more capacity than any other country in 2018. “Yet today’s offshore wind market doesn’t even come close to tapping the full potential,” the authors write. “With high-quality resources available in most major markets, offshore wind has the potential to generate more than 420,000 terrawatt hours per year worldwide. This is more than 18 times global electricity demand today.”
