• OPCW Official Ordered ‘All Traces’ Of Dissenting Report On Douma Deleted (RT)

The leadership of the chemical weapons watchdog took efforts to remove the paper trail of a dissenting report from Douma, Syria which pointed to a possible false flag operation there, leaked documents indicate. In an internal email published by the transparency website WikiLeaks on Friday, a senior official from the Organization for the Prohibition of Chemical Weapons (OPCW) ordered that the document be removed from the organization’s Documents Registry Archive and to “remove all traces, if any, of its delivery/storage/whatever.” The document in question is a technical assessment written by inspector Ian Henderson after a fact-finding mission to Douma, a suburb of Damascus, in the wake of an alleged chlorine gas attack.

Western politicians and media said at the time that the government forces had dropped two gas cylinders as part of an offensive against jihadist forces, killing scores of civilians. The OPCW inspector said evidence on the ground contradicted the airdropping scenario and that the cylinders could have been placed by hand. Considering that the area was under the control of anti-government forces, the memo lands credence to the theory that the jihadists had staged the scene to prompt Western nations to attack their opponents. The final report of the watchdog all but confirmed that Damascus was behind the incident, but in the past months an increasing amount of leaked documents and whistleblower testimonies have emerged, pointing to a possible fabrication.

The OPCW leadership stands accused of withholding opinions contravening the West-favored narrative and using misleading language to report what the inspectors found on the ground. The alleged email was written by Sebastien Braha, Chief of Cabinet at the OPCW. Its authenticity is yet to be confirmed, but the organization never said any of the previously leaked documents were not real. Another document published on Friday outlines a meeting with several toxicology experts and their opinions on whether symptoms shown and reported in alleged victims of the attack were consistent with a chlorine gas poisoning. “The experts were conclusive in their statements that there was no correlation between symptoms and chlorine exposure,” the document said, adding that the chief expert suggested that the event could have been “a propaganda exercise.”

• Interminable Impeachment (J.T. Young)

President Trump’s acquittal in the U.S. Senate is a foregone conclusion. But it will not be impeachment’s conclusion for Democrats. Democrats’ decision not to send House impeachment articles to the Senate clearly signals their strategy: Delegitimize any action short of removal. They will not let impeachment go, now or ever, because they must counter their sagging – and President Trump’s strengthening – political position. Democrats have been calling for President Trump’s removal forever, pursuing de facto impeachment since taking the House this year, and pursuing it in fact since September. This marathon became a sprint: One week in the House Judiciary Committee and one day on the House floor.

Now, it has abruptly halted at what should be its climax. House leaders say they are not sending the impeachment articles to the Senate in order to leverage a fair trial there. How this gives them leverage, or how a trial there could be less fair than the House’s proceedings, is unclear. What is clear is that Democrats intend to maintain impeachment as an issue beyond its constitutional course. To rephrase Yogi Berra: “It ain’t over, even after the fat lady sings.” To understand why, it is necessary to understand the myriad reasons behind Democrats’ singular obsession with impeachment. First, they have a weak case. This was evidenced by the bipartisan opposition to impeachment and the Democrats’ inability to convince even one Republican to support it.

Democrats therefore must blame someone else, and they are laying the foundation for claiming that someone else – additional witnesses – could have provided it. Second, the left is pushing Democrats hard on impeachment, and Democrats are dependent on their left. The left forced impeachment on Democrats. The further left, the harder the push. Simply recall who Democrats’ impeachment leaders were and who stayed most assiduously away — even if ultimately voting for it. Democrats are as dependent on the left as the left is insistent on impeachment. The left is credited with the party’s 2018 success. In the Democrats’ 2020 presidential field, liberals dominate collectively, even if they have not yet coalesced around one candidate. The so-called moderates are running left, and the liberals are staying put.

Sis weeks to Iowa. Time for the candidates to turn on each other. Time for Trump to laugh.

• Democrats Brace For ‘Bloody’ Primary Season (Hill)

Democrats are bracing for a long, drawn-out primary season. With just six weeks until the Iowa caucuses, some Democrats say they don’t expect a likely nominee to emerge anytime soon after early-voting states hold their contests. Instead, they’re preparing for a bruising four-way match-up that could drag on for months as candidates compete for the chance to challenge President Trump. Former Vice President Joe Biden and Sen. Bernie Sanders (I-Vt.) have consistently topped nationwide polls, but Sen. Elizabeth Warren (D-Mass.) and South Bend, Ind., Mayor Pete Buttigieg remain key contenders who show no signs of slowing down. “It’s going to be uglier than ugly,” one Democratic strategist said, pointing to surveys showing there is no clear winner across the first four states in the nominating process.

“It’s going to be a bloody slugfest. And the thing a lot of us fear is that Trump will benefit from all of it.” Democrats have focused their efforts on electability, making the case for rallying behind the kind of candidate who can topple Trump. Some Democrats say that while a progressive candidate can energize the party’s base and win in the primary, it would be much more difficult for that same White House hopeful to win the general election against Trump. Julian Zelizer, a professor of history and public affairs at Princeton University, argued that because the top candidates each have strong pockets of support, the primary may even lead to a brokered convention in July. “Although people always say that, this time it could be true,” Zelizer said.

“Democrats are so desperate to defeat Trump they have very different visions of how to do this and won’t concede easily.” The party’s top four candidates — two progressive candidates and two moderate candidates — are indicative of where the Democratic Party is right now, said Democratic strategist Michael Trujillo. “It shouldn’t be a surprise you are seeing two progressives and two moderates vying for the top spot,” he said, adding that former New York City Mayor Michael Bloomberg is also a wild card in the primary race. “What is the most interesting factor here is that voters are somewhat interchangeable between Biden and Sanders as they are between mayor Pete and Sen. Warren.”

[..] The Democratic strategist who predicted the primary would be a “bloody slugfest” said this election cycle is reminiscent of 2016, when former Secretary of State Hillary Clinton and Sanders were locked in a bitter battle for the Democratic nomination. Clinton emerged the winner, but “she was damaged from the primary,” the strategist said. “And anyone who says Sanders didn’t hurt her has their head in the clouds,” the strategist said. This time around, a brokered convention “could only add further division at a time when we need it most. It’s a bit of a nightmare situation.”

• Bernie Sanders Warns ‘My God … Trump Will Eat Biden’s Lunch” (CD)

Warning that President Donald Trump cannot be defeated by an establishment Democrat running a “same old, same old type of campaign,” Sen. Bernie Sanders said in an interview with the Los Angeles Times editorial board published Thursday that Trump would have a field day with former Vice President Joe Biden’s record of support for the Iraq War, job-killing trade deals, and other destructive policies. “Joe Biden is a personal friend of mine, so I’m not here to, you know, to attack him,” Sanders said. “But my God, if you are, if you’re a Donald Trump and you got Biden having voted for the war in Iraq, Biden having voted for these terrible, in my view, trade agreements, Biden having voted for the bankruptcy bill. Trump will eat his lunch.”

The Los Angeles Times interview was not the first time Sanders has distinguished his own record from Biden’s by highlighting the former vice president’s support for the 2003 invasion of Iraq. During a Democratic primary debate in September, Sanders noted that, unlike Biden, he “never believed what Cheney and Bush said about Iraq.” “I voted against the war in Iraq, and helped lead the opposition,” the Vermont senator said. Sanders told the Times that defeating Trump in 2020 will require a candidate who embraces “ideas that are going to excite and energize millions of people who right now are not particularly active in politics, and who may not vote at all”—and the Vermont senator argued he is the Democratic contender best positioned to deliver such a campaign.

“The reason I believe that I am the strongest candidate, and the reason I believe our approach is right is if you want a large voter turnout, if we understand that there are tens of millions of people in this country who don’t vote, who’ve kind of given up on the political process… I think I am by far the strongest candidate to reach out to those people,” Sanders said. “I think I’m the strongest candidate to bring together a multiracial coalition of African Americans, of Latinos, of Asians.”

• Biden Says He Won’t Comply With Senate Subpoena In Impeachment Trial (DMR)

Former Vice President Joe Biden confirmed Friday he would not comply with a subpoena to testify in a Senate trial of President Donald Trump. The Democratically controlled U.S. House of Representatives impeached Trump earlier this month alleging Trump abused his presidential power by tying foreign aid approved by Congress to a politically motivated investigation into a company on which Biden’s son Hunter Biden served on the board. Leaders in the House and Republican leaders in the GOP-controlled U.S. Senate are trying to come to terms for an impeachment trial. Biden said in early December he wouldn’t comply with a subpoena by the Senate, and confirmed that statement Friday in an interview with the Des Moines Register’s editorial board.

He has not been subpoenaed, but Trump’s allies have floated the idea. Testifying before the Senate on the matter would take attention away from Trump and the allegations against him, Biden said. Not even “that thug” Rudy Giuliani, Trump’s personal attorney and former New York City mayor, has accused Biden of doing anything but his job, the former vice president said. Biden also said any attempt to subpoena him would be on “specious” grounds, and he predicted it wouldn’t come to that. Biden said even if he volunteered to testify in an attempt to clear the air, it would create a media narrative that would let Trump off the hook.

“What are you going to cover?” Biden said to Register Executive Editor Carol Hunter in response to a question. “You guys are going to cover for three weeks anything that I said. And (Trump’s) going to get away. You guys buy into it all the time. Not a joke … Think what it’s about. It’s all about what he does all the time, his entire career. Take the focus off. This guy violated the Constitution. He said it in the driveway of the White House. He acknowledged he asked for help.” Shortly after the House voted to impeach Trump, Biden was campaigning in Iowa, where he called impeachment “a sad moment for our country.” It underscored the need for a president who can unify the country, he said.

“No one’s taken as much heat and as many lies thrown at them as I have, but again, this is not about me. It’s not about my family. It’s about the nation. And we have to reach out and unify this country,” Biden said in Ottumwa on Saturday. A centerpiece to Biden’s campaign is his ability to beat Trump in a general election. It was a sentiment most likely Democratic caucusgoers shared in a mid-November Des Moines Register/CNN/Mediacom poll. He was the only candidate whom a majority of respondents said they were either almost certain or fairly confident would defeat Trump, according to the poll.

Warren and Bernie rely on the same donors. She may be gone in six weeks’ time.

• Elizabeth Warren’s Presidential Campaign Issues Urgent Fundraising Plea (R.)

Elizabeth Warren’s presidential campaign told supporters on Friday its fundraising haul stands at just over $17 million and made a plea for more donations with just days left in the fourth quarter. The figure was a sharp drop from the previous quarter and accompanied the progressive Democrats’ slight slide in opinion polls in recent weeks in the Democratic contest to face Republican Donald Trump in the November 2020 election. “We’re only days away from the biggest fundraising deadline of the year, and we’re at risk of missing our $20 million goal,” Warren’s campaign said on its website. In an email to supporters, the campaign said its haul of a little over $17 million this quarter was “a good chunk behind where we were at this time last quarter.”

In the third quarter of 2019, Warren’s campaign reported raising $24.6 million, slightly behind the $25.3 million raised by U.S. Senator Bernie Sanders, the only other 2020 Democratic candidate to swear off big-money fundraisers. Warren, a U.S. senator from Massachusetts, has for months been polling in the top three of the crowded Democratic field, along with Sanders and former U.S. Vice President Joe Biden. Support for her White House bid has slid since she announced in November how she would finance her $20.5 trillion Medicare for All plan with new taxes on the wealthy and corporations but without raising middle-class taxes. The plan drew criticism from rivals who say it is unrealistic and from some voters concerned that it was too extreme.

• Rachel Maddow’s Defense In OAN Lawsuit Is That Her Words Are Not Fact (CTT)

One America News (OAN) is in court against MSNBC‘s Rachel Maddow in a $10 million lawsuit after Maddow said her conservative competitor “really, literally is paid Russian propaganda.” Now, Maddow is arguing in court that her words should not be taken as fact. Her actual legal defense, put out in a motion by her lawyer Theodore Boutrous Jr., reads: “…the liberal host was clearly offering up her ‘own unique expression’ of her views to capture what she saw as the ‘ridiculous’ nature of the undisputed facts. Her comment, therefore, is a quintessential statement ‘of rhetorical hyperbole, incapable of being proved true or false.’”

During one of her MSNBC segments, Maddow claimed, “In this case, the most obsequiously pro-Trump right wing news outlet in America is really literally is paid Russian propaganda,” and added, “Their on-air politics reporter (Kristian Rouz) is paid by the Russian government to produce propaganda for that government.” Leaving aside that Maddow now says her words should not be believed as fact, a linguistics professor’s testimony is leading observers to believe Maddow is also now lying in court. UC Santa Barbara linguistics professor Stefan Thomas Gries said, “it is very unlikely that an average or reasonable/ordinary viewer would consider the sentence in question to be a statement of opinion.”

[..] OAN host Jack Posobiec tweeted at Maddow after she made her defamatory remarks, writing “Do you understand how defamation laws work? Please feel free to respond to our lawyers.” OAN’s lawsuit also named MSNBC, Comcast, and NBC Universal Media as defendants, and accuses Comcast, MSNBC’s parent company, of “anti-competitive censorship” because the network refuses to carry OAN as part of its cable package.

Who cares after all this time? Let’s see some action.

• FBI Investigates Ghislaine Maxwell, Others For Epstein Links (R.)

The FBI is investigating British socialite Ghislaine Maxwell and several other people linked to U.S. financier Jeffrey Epstein, who killed himself while awaiting trial on sex trafficking charges, according to two law enforcement sources familiar with the investigation. They said a principal focus of the FBI’s investigation is Maxwell, a longtime associate of Epstein, and other “people who facilitated” Epstein’s allegedly illegal behavior. Maxwell has not been accused of criminal wrongdoing. Her lawyers did not respond to a request for comment. The FBI also is following up on many leads received from women who contacted a hotline the agency set up at its New York field office in the wake of Epstein’s arrest in July, the sources said.

One of the sources said the probe remains at an early stage. The sources declined to give further details or identify the people they are looking at apart from Maxwell. However, they said the FBI has no current plans to interview Britain’s Prince Andrew, a friend of Epstein’s who stepped down from his public duties in November because of what he called his “ill-judged” association with the well-connected money manager. A representative for the British royal family said that whether the agency interviewed Andrew was “a matter for the FBI.” Following Epstein’s arrest, the FBI urged anyone who had been victimized by Epstein or had additional information to call the agency’s hotline.

U.S. Attorney General William Barr vowed to carry on the case against anyone who was complicit with the financier. “Any co-conspirators should not rest easy,” he said in August. The two law enforcement sources said the FBI’s principal focus is on people who facilitated Epstein and that Andrew does not fit into that category. They did not rule out the possibility that the FBI would seek to interview Andrew at a later date.

What is most perilous for our country now, would be to journey through a second epic crisis of authority in recent times without anybody facing the consequences of crimes they might have committed. The result will be a people turned utterly cynical, with no faith in their institutions or the rule of law, and no way to imagine a restoration of their lost faith within the bounds of law. It will be a deadly divorce between truth and reality. It will be an invitation to civil violence, a broken social contract, and the end of the framework for American life that was set up in 1788.

The first crisis of the era was the Great Financial Crash of 2008 based on widespread malfeasance in the banking world, an unprecedented suspension of rules, norms, and laws. GFC poster-boy Angelo Mozilo, CEO and chairman of Countrywide Financial, a sub-prime mortgage racketeering outfit, sucked at least half a billion dollars out of his operation before it blew up, and finally was nicked for $67 million in fines by the SEC — partly paid by Countrywide’s indemnity insurer — with criminal charges of securities fraud eventually dropped in the janky “settlement.” In other words, the cost of doing business. Scores of other fraudsters and swindlers in that orgy of banking malfeasance were never marched into a courtroom, never had to answer for their depredations, and remained at their desks in the C-suites collecting extravagant bonuses. The problems they caused were papered over with trillions of dollars that all of us are still on-the-hook for. And, contrary to appearances, the banking system never actually recovered. It is permanently demoralized.

How it was that Barack Obama came on-duty in January of 2009 and got away with doing absolutely nothing about all that for eight years remains one of the abiding mysteries of life on earth. Perhaps getting the first black president into the White House was such an intoxicating triumph of righteousness that nothing else seemed to matter anymore. Perhaps Mr. Obama was just a cat’s paw for banksterdom. (Sure kinda seems like it, when your first two hires are Robert Rubin and Larry Summers.) The failure to assign penalties for massive bad behavior has set up the nation for another financial fiasco, surely of greater magnitude than the blow-up of 2008, considering the current debt landscape. Not a few astute observers say they feel the hot breath of that monster on the back of their necks lately, with all the strange action in the RePo market — $500 billion “liquidity” injections in six weeks.

But now we are a year into Attorney General Bill Barr coming on the scene — the crime scene of RussiaGate and all its deceitful spin-offs. The Mueller investigation revealed itself as not just a thumping failure, but part of a broader exercise in bad faith and sedition to first prevent Mr. Trump from winning the 2016 election and then to harass, obstruct, disable, and eject him from office. And six months after Mr. Mueller’s face-plant, out comes the Horowitz Report tracing in spectacular detail further and deeper criminal irregularities in the US Justice agencies. What’s more, tremendous amounts of evidence for all this already sits on-the-record in public documents. The timelines are well understood. And so, an anxious nausea creeps over the land that Mr. Barr and Mr. Durham are dawdling toward a goal of deflecting justice from the sick institutions behind the three-year coup — that our polity is so saturated in corruption nothing will be allowed to clean it up.

But not really.

• Guardian Corrects Article About Assange Embassy ‘Escape Plot’ To Russia (RT)

The Guardian has corrected an article describing a “plot” to “smuggle” WikiLeaks founder Julian Assange out of London, more than a year after publication. Russia called the article “disinformation and fake news” from the outset. Assange is currently languishing in London’s Belmarsh Prison, awaiting a hearing on his extradition to the US where he is facing espionage charges. However, in the runup to Christmas 2017 he was still safe inside the city’s Ecuadorian embassy. At the time, Assange had become a thorn in the side of Ecuador’s new president, Lenin Moreno, and Moreno was reportedly mulling a plan to offer him a diplomatic post in Russia, shifting him out of the UK and away from the threat of extradition.

When The Guardian reported on the story in 2018, it turned up the drama. Citing anonymous sources, the newspaper described a “plot” to “smuggle” Assange out of London on Christmas Eve, speeding the fugitive publisher away in a diplomatic vehicle and onwards to refuge in Russia. Ultimately, the report claims, the plan was deemed “too risky” and called off. Though the report painted a picture of a Kremlin-instigated cloak-and-dagger operation, Ecuador would have been well within its rights to grant Assange diplomatic status, had the UK Foreign Office signed off on it. However, plots and plans sell better than backroom diplomatic wrangling, and the paper went with the spy-movie version of events.

It even shoehorned in a paragraph on Assange’s “ties to the Kremlin,” and Special Counsel Robert Mueller’s ‘Russiagate’ investigation, for good measure. The Russian embassy in London called the article a clear example of “disinformation and fake news by British media.” On Sunday, the Guardian itself issued a correction. “Our report should have avoided the words ‘smuggle’ and ‘plot’ since they implied that diplomatic immunity in itself was illicit,” read a statement from the paper. The correction was made after a complaint from Fidel Narvaez, who served as Ecuador’s London consul at the time of the alleged “plot.” The paper described Narvaez as a middleman between Assange and the Kremlin. Narvaez outright denied any discussions with Moscow.

Though The Guardian corrected its choice of words, the bulk of its story remains as is. The identity of the anonymous sources cited remain a mystery, as does the level of awareness the Russian government had about the plan at any stage in its formation. As events transpired, Assange was bundled out of the embassy by Metropolitan Police in April, after Ecuador revoked his asylum.

Nothing more fitting mere days before 2020. Russia’s hypersonics travel at 27x the speed of sound. China’s testing 5x. The US? Nothing so far.

• Russia Deploys First Hypersonic Missiles (G.)

Russia has deployed its first hypersonic nuclear-capable missiles, with Vladimir Putin boasting that it puts his country in a class of its own. The president described the Avangard hypersonic glide vehicle, which can fly at 27 times the speed of sound, as a technological breakthrough comparable to the 1957 Soviet launch of the first satellite. Putin has said Russia’s new generation of nuclear weapons can hit almost any point in the world and evade a US-built missile shield, though some western experts have questioned how advanced some of the weapons programmes are. The Avangard is launched on top of an intercontinental ballistic missile, but, unlike a regular missile warhead, which follows a predictable path after separation, it can make sharp manoeuvres en route to its target, making it harder to intercept.

The defence minister, Sergei Shoigu, told Putin the first missile unit equipped with the Avangard had entered combat duty. “I congratulate you on this landmark event for the military and the entire nation,” Shoigu said later during a conference call with top military leaders. The strategic missile forces chief, Gen Sergei Karakaev, said during the call that the Avangard had been put on duty with a unit in the Orenburg region in the southern Ural mountains. Putin unveiled the Avangard and other prospective weapons systems in his state-of-the-nation address in March 2018, saying its ability to make sharp manoeuvres on its way to a target would render missile defense useless. “It heads to target like a meteorite, like a fireball,” he said at the time.

China has tested its own hypersonic glide vehicle, believed to be capable of travelling at least five times the speed of sound. It displayed the weapon called Dong Feng 17, or DF-17, at a military parade marking the 70th anniversary of the founding of the Chinese state. US officials have talked about putting a layer of sensors in space to more quickly detect enemy missiles, particularly the hypersonic weapons. The administration also plans to study the idea of basing interceptors in space, so the US can strike incoming missiles during the first minutes of flight when the booster engines are still burning.

Jeremy Corbyn is railing against “cuts, closures and poverty”. He’s campaigning to build more homes, and to fight fewer wars. He’s condemning the Tories for creating a “divided and unequal society”. But these are snippets not from his 2019 bid for Downing Street. They were his slogans in 1983, when he first ran for Parliament.The simple fact is the Labour leader has never changed his views. In the late 1970s and 1980s he and his staunch left-wing colleague John McDonnell, now the shadow chancellor, promised a revolution to upend the Western capitalist order. And yet, in 2015, as he was fighting to take over the leadership of the party, he was pledging the same: “Capitalism is in its death throes!”

It’s not mere sloganeering. His policy agenda over the past year has been: renationalise British utilities and trains, cap all wages, and force large companies to transfer 10 per cent of their equity to their employees. It says something about the depths of the austerity cuts in Britain that Mr Corbyn was not only backed into the Labour leadership, but went on to gain the largest increase in the party’s share of the vote in the 2017 election since World War II. And in the torrid political climate that followed, many would have expected Labour to romp home this time around. Over the past three years, the Conservative Party has imploded, with grave wounds struck to much of its credibility. Once Theresa May was torn down and replaced by Boris Johnson, a man with a public reputation as a liar, perhaps in any other generation of politics Labour would have been a shoo-in. But this time around, Mr Corbyn has been found deeply unelectable.

The antisemite slur has worked miracles. Ley me repost the graph that shows 0.08% of Labour members are.

• Ideology or Popularity: How Will Britain Vote? (CP)

It’s not news that Jeremy Corbyn isn’t a popular figure. It’s also not news that Jeremy Corbyn’s policies are hugely popular with the British public. Why should the first of these appear to matter more than the second? [..] The secret to the Tories’ possible success seems to be to focus less on the issues, and not at all on their own leader (who can’t be bothered to turn up for an interview or a debate). Instead, they are focusing on Labour’s unpopular leader. And the odd thing is that it seems to be working. The muckraking includes calling Corbyn an anti-semite, but it doesn’t stop there. (Somehow the fact that Boris Johnson has a habit of making racist comments is irrelevant; Labour is an anti-racist party and therefore must be held to a higher standard.)

A new book by Tom Bower paints a portrait of a power hungry anti-semite who regularly hangs out with Muslim extremists. Anyone with an ounce of sense will struggle to find the Labour leader in this description; for his part Bower had the sense not to source his allegations so there’s no way to check up on which of these might be true and which are blatant fabrications. For anyone interested, Peter Osborn has a thorough debunking. The advantage of mudslinging is that it sometimes sticks. Many British voters can’t say exactly why they don’t like Corbyn, but they know that they don’t like him. Even if these allegations were defendable, Corbyn’s Labour party has effectively won the debate on austerity.

Both parties are promising to protect the NHS from privatization, but only one party is actually selling NHS data to private companies like Amazon. That should matter a lot more than whether or not the British public would like to go on holiday with Jeremy Corbyn. Whatever the outcome, this is one of the most fascinating elections on record. Arguments for the status quo – that the rich should see the biggest gains when capitalism works and the poor should pay when it doesn’t – aren’t working. Demonization of one’s opponents has always been a part of electoral politics, but in this election that’s pretty much the only tactic in play, at least for the Tories. Their victory would be a huge triumph of the British propaganda system. It would also be a huge failure for democracy.

Just not a funny one.

• The Steele Dossier Was Always a Joke (Taibbi)

The Guardian headline reads: “DOJ Internal watchdog report clears FBI of illegal surveillance of Trump adviser.” If the report released Monday by Justice Department Inspector General Michael Horowitz constitutes a “clearing” of the FBI, never clear me of anything. Holy God, what a clown show the Trump-Russia investigation was. Like the much-ballyhooed report by Special Counsel Robert Mueller, the Horowitz report is a Rorschach test, in which partisans will find what they want to find. Much of the press is concentrating on Horowitz’s conclusion that there was no evidence of “political bias or improper motivation” in the FBI’s probe of Donald Trump’s Russia contacts, an investigation Horowitz says the bureau had “authorized purpose” to conduct.

Horowitz uses phrases like “serious performance failures,” describing his 416-page catalogue of errors and manipulations as incompetence rather than corruption. This throws water on the notion that the Trump investigation was a vast frame-up. However, Horowitz describes at great length an FBI whose “serious” procedural problems and omissions of “significant information” in pursuit of surveillance authority all fell in the direction of expanding the unprecedented investigation of a presidential candidate (later, a president). Officials on the “Crossfire Hurricane” Trump-Russia investigators went to extraordinary, almost comical lengths to seek surveillance authority of figures like Trump aide Carter Page. In one episode, an FBI attorney inserted the words “not a source” in an email he’d received from another government agency.

This disguised the fact that Page had been an informant for that agency, and had dutifully told the government in real time about being approached by Russian intelligence. The attorney then passed on the email to an FBI supervisory special agent, who signed a FISA warrant application on Page that held those Russian contacts against Page, without disclosing his informant role. Likewise, the use of reports by ex-spy/campaign researcher Christopher Steele in pursuit of Foreign Intelligence Surveillance Act (FISA) authority had far-reaching ramifications. Not only did obtaining a FISA warrant allow authorities a window into other Trump figures with whom Page communicated, they led to a slew of leaked “bombshell” news stories that advanced many public misconceptions, including that a court had ruled there was “probable cause” that a Trump figure was an “agent of a foreign power.”

Make sure it’s no longer hidden. Put the spotlight on Brennan and Clapper to start with.

• The Hidden Hand (Faddis)

The essence of a coup, which some might refer to as covert action, is the hidden hand. One does not announce that a foreign power is overthrowing the government and installing a new government. One pulls strings as if from behind a curtain, making events that are all part of a carefully orchestrated plan appear disconnected, spontaneous and serendipitous. As I read through the recently released IG report for the second time, as someone with a great deal of experience in military and intelligence matters, I see that hand everywhere. Per the IG report, a single report is delivered to the FBI in the summer of 2016. It concerns a meeting between a cooperative contact of a foreign intelligence service and a junior level employee of the Trump campaign, George Papadopoulos.

The report relates what are frankly very amorphous comments by Papadopoulos concerning the Russian government and its alleged possession of information on Hillary Clinton. On any other day this report would command no attention whatsoever. The source in question has no track record of any kind with the FBI. Papadopoulos has been employed by the Trump campaign for perhaps 90 days at this point, and there is no reason to believe he has contacts of significance in the Kremlin. Not on this occasion. This one report from a foreign intelligence service goes directly to the top of the FBI. The Director himself, James Comey is briefed. A full investigation is launched. Multiple confidential human sources are tasked. Wiretaps are ordered. A task force is organized. Crossfire Hurricane is born.

There is a problem, though. This hand, perhaps because it is controlled by individuals who have made their bones riding desks in Washington, DC and not in the field running actual operations, is clumsy. The information regarding Papadopoulos provided the needed pretext to start an investigation, but most of the people who will now form the investigative team are not in on the plot. They will have to be led to the pre-ordained conclusion, so that it appears that they did so without outside interference. And these investigators have a pesky habit of actually doing their jobs.

Bad for automakers and Big Oil. Other than that, though…

• The Global Auto Market Collapse (ZH)

It is no secret that the auto market worldwide has been mired in recession that looks to not have any plans of decelerating anytime soon. We have covered, at length, the collapse of auto sales not only in the U.S., but in leading global markets like China and Europe over the last 18 months. We have also covered how the “silver lining” of EV sales and investment in electric vehicles, may not be enough to stoke a recovery in the industry, especially with major cities like Beijing starting to shy away from purchase subsidies. The contagion has spread, and a new article by Bloomberg includes four charts that show just how damaging the effects have been globally. The first shows that global auto sales peaked two years ago at slightly under 86 million on an LTM basis. In October, that number stood at 78 million, a decline of about 9%.

The second chart shows trends from across the globe, noting that since China’s market is so big, that it is been obscuring falling trends elsewhere in the world. The chart shows China, Asia ex-China, North America, Europe, Latin America and Africa/Middle East all in steep downtrends.

Europe’s “new growth strategy.” Oh boy…

• EU Lauds New Green Deal As Europe’s ‘Man On Moon Moment’ (DW)

The European Commission signed off on President Ursula von der Leyen’s “European Green Deal” on Wednesday in Brussels, with a promise of money for EU nations that are lagging behind. The European Green Deal will still need to be approved — by the leaders of the EU’s member states and the European Parliament — for the climate policies to be implemented into law. The climate change resolutions will be considered by the leaders of EU countries at their meeting in Brussels on Thursday. Von der Leyen, who has put climate issues at the center of her presidency, described the plan as Europe’s “new growth strategy.”

“We do not have all the answers yet, today is the start of a journey, but this is Europe’s man on the moon moment. The European Green Deal is very ambitious, but it will also be very careful in assessing the impact and every single step we’re taking.” Von der Leyen said an economic growth plan based on fossil fuels and pollution was “out of date and out of touch.” “The European Green deal is on one hand about cutting emissions, but on the other hand, about creating jobs and boosting innovation.”

Can she stay out of the debate and still win?

• “Afghanistan Papers” May Be A Game Changer For Tulsi Gabbard (IDS)

Three very interesting things happened today in Tulsi Gabbard’s campaign for the Democratic nomination for the US Presidency. First, there was a huge story in The Washington Post about the so-called “Afghanistan Papers,” which reveal thousands of pages of confidential interviews with hundreds of key US government officials telling how the Bush, Obama and Trump administrations lied to the American public about the prosecution of the 18-year US war in Afghanistan—how successive US administrations manipulated data about the war to paint a much rosier picture of US and Afghan government achievements throughout the conflict. How big is this story? Think “Pentagon Papers.” Daniel Ellsberg. Think Vietnam big.

The story should suck up a lot of oxygen over the next few weeks, and it is one that should produce some unusually positive coverage for Tulsi, given that the issue of the failures of US military interventionism overseas has been the primary focus of her campaign. The second interesting thing is the story has the potential to tie into another story involving a management consulting firm called McKinsey & Company that performed confidential contract work in Afghanistan and Iraq. The reason McKinsey could be relevant to Tulsi’s campaign is that one of her main rivals for the nomination, Pete Buttigieg, happened to work for McKinsey from 2007 to 2010. Pete has indicated that his stint with McKinsey involved working on “war zone economic development to help grow private sector employment” in Iraq and Afghanistan.

In plain language, Pete appears to have been part of broader effort by the US government to transform Afghanistan into some sort of a mini capitalist democracy—not unlike the silly US plan to create a Jeffersonian democracy in Iraq. Now, there may be nothing to the connection between the first and second stories. However, during Tulsi’s town hall this evening in Nashua, New Hampshire, it is curious that Tulsi specifically mentioned McKinsey in referencing how most of the hundreds of billions of US taxpayer dollars that have been spent in Afghanistan have not gone to fight terrorism but rather to enrich US defense contractors such as the “McKinsey group.” She very slyly slid in McKinsey and moved on.

Gee, we’re surprised…

• Vatican Caught Using Charity Donations To Cover Budget Shortfalls (ZH)

While Pope Francis has long preached about the ills of economic inequality and sins of capitalism, the Catholic church has been robbing Peter’s Pence to the tune of over $50 million annually to plug holes in their out-of-control budget – after paying over $3 billion in pedophile priest settlements around the world over several decades. According to the Wall Street Journal, most of the roughly $55 million the church takes in annually goes towards “plugging the hole in the Vatican’s own administrative budget, while as little as 10% is spent on charitable works.” “The little-publicized breakdown of how the Holy See spends Peter’s Pence, known only among senior Vatican officials, is raising concern among some Catholic Church leaders that the faithful are being misled about the use of their donations, which could further hurt the credibility of the Vatican’s financial management under Pope Francis.” -Wall Street Journal

Of note, Peter’s Pence is an annual collection event held every June, billed as a fundraising event for the needy. It is described as a “gesture of charity, a way of supporting the activity of the Pope and the universal Church in favoring especially the poorest and Churches in difficulty. It is also an invitation to pay attention and be near to new forms of poverty and fragility.” “A section of the website dedicated to “works realized” describes individual grants, such as €100,000 in relief aid to survivors of last month’s earthquake in Albania or €150,000 for those affected by cyclone Idai in southeastern Africa in March.” -WSJ

“The purpose of the Peter’s Pence Collection is to provide the Holy Father with the financial means to respond to those who are suffering as a result of war, oppression, natural disaster and disease,” according to the website of the US Conference of Catholic Bishops. Except that for at least the past five years, just 10% of the money collected (over $55 million in 2018) – actually goes towards the types of charitable causes advertised for the collection, according to ‘people familiar with the matter,’ who added that approximately 2/3 of the funds have been used to help plug the budget shortfall at the Holy See – which consists of the central administration of the Catholic Church as well as the global papal diplomatic network. Last year, the budget deficit reached around $78 million on total spending of around $334 million.

The FBI know where she is.

• ‘She Was So Dangerous’: Where In The World Is The Ghislaine Maxwell? (G.)

Maxwell and Epstein’s relationship seems to have been complex. Sarnoff says Maxwell once told her she wanted very much to marry Epstein. “Maxwell is very clever,” Sarnoff says. “In spite of her personal insecurities, as a result of her father’s death and financial challenges, I believe she nevertheless knew exactly what she was doing when she agreed to solicit girls on his behalf. However, I don’t think that phase of their relationship began until she understood Epstein would not marry her.” Farmer says Maxwell told her they were married. In another interview, this time with the Miami Herald, which has doggedly investigated Epstein, Giuffre alleges Maxwell had asked her to have a child with Epstein and hand the baby over for Maxwell and Epstein to raise; she would be paid an allowance of $200,000 a month.

Ransome, who says she was kept for six months on Epstein’s private island and claims she was raped several times a day, said: “They were never like a couple. Jeffrey and Ghislaine were best friends, or like brother and sister. Never holding hands or kissing. And she wasn’t his employee.” When Maxwell found that Farmer had spoken out, she made threatening calls – Farmer says she has been in hiding “for many years”. “Ghislaine kept threatening my life. She found out where I was living, and she would send messages to me or I would get a call and I would have to move again. Most of her threats were veiled, like: ‘You better look over your shoulder because there’s someone coming for you.’ She told me she was going to burn all my paintings, my career was burned.” In 2015, Giuffre sued Maxwell for defamation, after Maxwell said she was lying about the allegations she had made.

The case was settled out of court and Maxwell began retreating from public view. She was no longer seen in public with Epstein after his 2008 conviction for soliciting an underage girl for prostitution. [..] Kaiser says he has not been able to serve Maxwell with legal papers “because she’s off hiding somewhere”. Does he have any idea where she is? “No, I wish I did. We’ve looked various places so far to no avail. We thought we had a lead in some compound in Colorado, a very good friend of hers, a wealthy family – we thought she might be there, but we’re not sure. I expect the FBI knows exactly where she is. They may be building a case. I don’t believe they’ve given up on pursuing some of [Epstein’s] enablers and I have to believe that would include Maxwell.”

Is there a media shift? There does seem to be a small one in Oz politics.

• Assange’s Father Hopeful Of Son’s Release (9News)

The father of Wikileaks founder Julian Assange is confident a tide of public opinion is turning in support of the Australian languishing in a UK cell. As Assange awaits an extradition hearing which could eventually result in him facing criminal charges in the US, his father John Shipton is campaigning for his diplomatic release. The 75-year-old has visited about eight countries this year raising support for his son’s release During that time his son has won increasing support from politicians on all sides both at home and overseas. The Australian group concerned about Assange’s health and potential extradition includes conservative MPs George Christensen and Barnaby Joyce, independent Andrew Wilkie and Green politicians.

“Basically the malice and spite demonstrated by the United Kingdom and Sweden is of concern to every Australian,” Mr Shipton told AAP. “We are working towards the government involving itself diplomatically to ensure Julian’s return home to Australia and the prosecution stopping immediately.” He said filmmaker James Ricketson and journalist Peter Greste were both brought back to Australia from Cambodia and Egypt respectively via diplomatic intervention and Assange’s case was no different. “There’s no difference whatsoever,” Mr Shipton said. Mr Shipton said the media played a part in a decline in support for Assange while he sought asylum in the Embassy of Ecuador in London for almost seven years.

“The mobbing and smearing (of Assange) is only possible with the permission, participation, of the media,” he said. “But it seems to have stopped and is reversing itself as the media realises their position is subsequently very tenuous. “What will happen if Julian is dragged away in a yellow jumpsuit with chains around him is the prestige of every journalist in the western world will fall to zero.” Despite the persistence of the UK and US and what he describes as “procedural malfeasance and abrogations of all Julian’s human rights”, Mr Shipton remains optimistic about his son’s release. “I think we’ll win,” he said.

• FBI’s Trump-Russia Inquiry Wasn’t Biased Against President – IG (G.)

An FBI investigation into the Donald Trump election campaign’s alleged collusion with Russia was justified and not motivated by political bias against him, a government watchdog has concluded. A report by the justice department’s inspector general demolished three years of claims by the president that he was the victim of a “deep state” conspiracy and that the investigation was based on a dossier compiled by an ex-British intelligence operative, Christopher Steele. “The report issued today by the inspector general debunks the conspiracy theories about the Mueller report and the Russia investigation that President Trump and Republicans in Congress have pushed for years,” Jerrold Nadler, the chair of the House judiciary committee, and Carolyn Maloney, the chair of the House oversight committee, said in a joint statement.

“Those discredited conspiracy theories were attempts to deflect from the president’s serious and ongoing misconduct, first urging Russia and now extorting Ukraine into interfering with our elections to benefit himself personally and politically.” But the inspector general Michael Horowitz’s report did pinpoint “serious performance failures” in the monitoring of a Trump aide, which the president’s allies seized on in an attempt to claim vindication. Horowitz identified 17 “significant inaccuracies or omissions” in applications for a warrant from the Foreign Intelligence Surveillance or Fisa court to monitor the communications of the former Trump adviser Carter Page and subsequent warrant renewals.

The errors resulted in “applications that made it appear that the information supporting probable cause was stronger than was actually the case”, the report said, although the FBI had a legal “authorized purpose” to ask for court approval. The attorney general, William Barr, rejected Horowitz’s conclusion that there was sufficient evidence to open the investigation. “The inspector general’s report now makes clear that the FBI launched an intrusive investigation of a US presidential campaign on the thinnest of suspicions that, in my view, were insufficient to justify the steps taken,” Barr said.

“The Inspector General’s report now makes clear that the FBI launched an intrusive investigation of a U.S. presidential campaign on the thinnest of suspicions that, in my view, were insufficient to justify the steps taken,” said Barr. “It is also clear that, from its inception, the evidence produced by the investigation was consistently exculpatory. Nevertheless, the investigation and surveillance was pushed forward for the duration of the campaign and deep into President Trump’s administration.” “In the rush to obtain and maintain FISA surveillance of Trump campaign associates, FBI officials misled the FISA court, omitted critical exculpatory facts from their filings, and suppressed or ignored information negating the reliability of their principal source,” Barr said.

“The Inspector General found the explanations given for these actions unsatisfactory. While most of the misconduct identified by the Inspector General was committed in 2016 and 2017 by a small group of now-former FBI officials, the malfeasance and misfeasance detailed in the Inspector General’s report reflects a clear abuse of the FISA process.”

And then there’s John Solomon:

• IG Report Lays Out Compelling Evidence FBI Misled FISA Court (Solomon)

The Justice Department inspector general’s report into the Russia collusion investigation lays out incontrovertible evidence that the FBI misled the Foreign Intelligence Surveillance Court through false information and omissions, according to sources familiar with its findings. The evidence that the judges were misled is so sweeping that it could provide grounds, if Attorney General William Barr chooses, to withdraw the FBI’s application for the surveillance warrants that began in October 2016 to target ex-Trump campaign adviser Carter Page, the sources added. Such a move, while mostly legally symbolic since the probe is long since closed, would still amount to a resounding rebuke to an FBI probe that the bureau, Democrats and their media allies relentlessly defended.

[..] “The evidence of false statements, false information, deception through omission is going to raise an important debate about FISA,” one source told me. The report is expected to conclude the FBI’s decision to open a counterintelligence probe of the Trump campaign’s possible ties to Russia in 2016 was adequately predicated but that its subsequent reliance on the so-called Steele dossier and execution of FISA warrants to assist the probe were problematic. That reliance became even more troubling in early 2017 when the FBI conducted an interview with one of Christopher Steele’s sources that raised further concerns about the reliability of a dossier that was funded by Hillary Clinton’s campaign and the Democratic National Committee.

One question, the sources said, is whether FBI officials with access to the facts failed to adequately divulge issues in the case to those officials who signed the warrant, which was approved Oct 21, 2016 and renewed three times in 2017. Inspector General Michael Horowitz is slated to release the report midday Monday after briefing certain congressional oversight committees.

Jim Comey, Andrew McCabe, Peter Stzrok, Lisa Page, Michael Atkinson — all either discharged or moved onto other thickets in the reeking wetland of Washington DC. Anyway, the coup ranged far beyond the bounds of Mr. Horowitz’s scope on FISA abuse. Among those many others, the IG was not authorized to interrogate former CIA chief John Brennan, the Lone Ranger of RussiaGate, or James Clapper, former Director of National Intelligence, Mr. Brennan’s faithful Tonto in the scam. Mr. Horowitz’s report will be necessarily incomplete. At most, it might provide a preview of the comprehensive legal review being carried out by the attorney general, Mr. Barr, and his deputy, the Connecticut federal prosecutor, John Durham.

I suspect that Mr. Barr has instructed Mr. Horowitz to be careful with his conclusions, since any further attempts to obfuscate the facts and excuse official misconduct on squishy grounds such as intent will tend to worsen the already gross institutional damage done to federal law enforcement. One character who has not been heard from lo these many months is former deputy attorney general Bruce Ohr, who was not fired, but transferred to some harmless backwater of the Justice Department to answer agency parking violations, or something equally harmless. I suspect Mr. Ohr may have played a decisive role in the IG inquiry, and possibly flipped on his colleagues, since Mr. Ohr was in the uniquely uncomfortable position of having a wife, Nellie Ohr, in the direct employ of Fusion GPS, Hillary Clinton’s oppo research contractor. Mr. Ohr additionally consorted with Fusion’s front man, Mr. Steele, after Steele was officially fired as a paid FBI source. Mr. Ohr will surely play a role on the Durham side of things.

[..] The New York Times is the Resistance’s obverse measuring device for divining reality — whatever they report is likely to be the opposite of the facts. So, naturally, the Monday morning edition is playing-up the supposedly nefarious doings of Rudy Giuliani in Ukraine. In fact, Mr. Giuliani has managed to depose (and record on video) two Ukrainian chief prosecutors, Viktor Shokin and Yuriy Lutsenko who are deeply familiar with the machinations around the inquiries into Burisma Holdings, the Ukrainian gas company that put coke-head Hunter Biden on its board of directors while dad Joe Biden was directing on-the-ground US policy there — and bribed the Ukraine government to back off its investigations.

The essence of this colossal radioactive hairball of an historic scandal pulsates in the malicious prosecution of General Michael Flynn. Weeks ago, his new attorney, Sidney Powell, filed requests for DOJ documents containing exculpatory information in the case. The prosecutors, put in by Robert Mueller, stalled on the request, so Ms. Powell asked for an official pause until the Horowitz report is issued, possibly containing information pertinent to the general’s case. They squandered it by allowing corporations to move production overseas and hire foreign workers at daily wages that did not equal what a U.S. unionized worker made in an hour, a situation that obliterated the bargaining power of the American working class.

They squandered it by allowing corporations to use the threat of “offshoring” production to destroy unions, suppress wages, extract draconian concessions and push millions of workers into the temp and gig economies, where there are no benefits or job security and pay is 60% or less of what a full-time employee in the regular economy receives. They squandered it by forcing working men and women to take two or three jobs to support a family, jacking up household debt to $13.95 trillion. They squandered it by redirecting wealth upward, so that during the Clinton administration alone 45 percent of all income growth went to the wealthiest 1%. They squandered it by wiping out small farmers in Mexico, driving some 3 million of them off their lands and forcing many to migrate in desperation to the United States, a human tide that saw the U.S. right wing and President Trump direct mounting rage toward immigrants.

They squandered it by turning our great cities into urban wastelands. They squandered it by slashing welfare and social service programs. They squandered it by supporting endless, futile wars that have an overall price tag of between $5 trillion and $7 trillion. They squandered it by setting up a surveillance system to spy on every American and then lying about it. They squandered it by catering to the big banks and gutting financial regulations, precipitating the 2008 economic meltdown. They squandered it by looting the U.S. Treasury to bail out banks and financial firms guilty of massive financial crimes, ordering the Federal Reserve to hand over an estimated $29 trillion to the global financiers responsible for the crash.

On the morning of December 9th, Americans woke up to devastating and shocking news that was the Afghanistan papers. Generals and leaders from the highest echelons of the American military apparatus — the Blob — admitting confusion, defeat, and carelessness in an effort that cost the American people trillions of dollars and countless lives. That night, the only candidate running for President to end these wars and bring our troops home, Tulsi Gabbard, announced that she would not be attending the December democratic debate, whether or not she met the threshold, and provided no explanation (other than the fact that she would instead spend that time in New Hampshire and South Carolina).

For a number of reasons, I have decided not to attend the December 19th “debate” — regardless of whether or not there are qualifying polls. I instead choose to spend that precious time directly meeting with and hearing from the people of New Hampshire and South Carolina.

Congresswoman Gabbard is only one qualifying poll away from making the important debate and has crossed the 200,000 donor threshold as well. Just last week, the once self-proclaimed “top-tier” candidate Kamala Harris dropped out after a sharp decline in polling and fundraising that started with Tulsi’s blistering public attack of her record during the July debate. Since then, Tulsi has seen her poll numbers remain fairly steady around 2–4%, but has seen some strong polling performances in places like Iowa and New Hampshire. Another presidential debate is arguably one of the best ways to reach a large number of people and to generate media coverage. She should not sit on the sidelines.

Tulsi Gabbard is not Joe Biden now or Trump in 2016. Stepping away to protest unfair rules or bias against her would not make an impact at her polling level. She should utilize every chance in these critical days before the Iowa caucuses to put her ideas in front of the American people. While much of the attacks come to her from the Democratic party, she is, in fact, one of the most progressive candidates on the stage. She should’ve made it a mission to expand her base by talking about her landmark ‘single-payer-plus’ healthcare plan, climate change, education, and other issues of importance at the next debate. Two months before the first votes are cast, she is still virtually unknown by most Americans and has not been able to prove her policy chops on issues outside that of foreign policy.

It appears very likely Hillary will jump in. But not because of Bloomberg.

Steve Bannon thinks that Hillary Clinton is waiting for just the right moment to enter the 2020 race and “save the Democratic Party” from billionaire Michael Bloomberg. According to Bannon, Clinton’s recent interview with Howard Stern – under the guise of promoting her book – signals that she’s absolutely running. “Hillary Clinton is waiting for her shot to come in and say, ‘I’m going to save the Democratic Party,’ that Michael Bloomberg is a liberal or moderate Republican. He’s not a Democrat,” Bannon told Fox News’ “Sunday Morning Futures.” The former Trump strategist added that he doesn’t think any of the current Democratic candidates are strong enough to beat Trump, and that Clinton is “waiting in the wings” to take him on again. That said, if Hillary is going to run, she better do so quickly as filing deadlines to be included on Super Tuesday primary ballots in several key states are rapidly approaching or have passed.

• Ex-Boeing Employee Who Warned About 737 Problems To Testify At Hearing (R.)

A former Boeing employee who warned of problems with 737 production will testify on Wednesday at a U.S. House hearing on the Federal Aviation Administration (FAA) review of the grounded 737 MAX. The aircraft has been grounded since March after two fatal crashes in five months killed 346 people. Federal officials say the FAA is not expected to authorize the plane to fly until January at the earliest. Former Boeing employee Edward Pierson, who had worked as a senior operations manager in the flight test and evaluation unit, will testify before the U.S. House Transportation and Infrastructure Committee. Pierson’s concerns were referenced at an Oct. 30 hearing – though he had not been named previously.

“All my internal warning bells are going off and for the first time in my life, I’m sorry to say that I’m hesitant about putting my family on a Boeing airplane,” Pierson wrote to Boeing management before the first crash, according to an email obtained by the committee. Boeing spokesman Gordon Johndroe said on Monday that “although Mr. Pierson did not provide specific information or detail about any particular defect or quality issue, Boeing took his concerns about 737 production disruption seriously.” He added that after Pierson retired and raised the issue again “those concerns received renewed scrutiny at the highest levels of the company.”

Johndroe added “the suggestion by Mr. Pierson of a link between his concerns and the recent MAX accidents is completely unfounded.” Eric Havian, a lawyer for Pierson, said in a statement that Boeing refused to act on his client’s warnings, which came four months before the first crash, and that Pierson was speaking out “to ensure that Boeing can no longer place profits above safety.” He also said Pierson raised concerns with the FAA and National Transportation Safety Board and was met with “indifference.”

Zelensky is under a lot of pressure from the Ukraine right. But he did it. Next up, Putin wants him to change the Ukraine constitution to give the Donbass special status.

• Ukraine, Russia Agree On Full Ceasefire In East Ukraine Before 2019-End (R.)

The leaders of Russia and Ukraine agreed on Tuesday to exchange all remaining prisoners from the conflict in east Ukraine by the end of the year, but left thorny questions about the region’s status for future talks. Russia’s Vladimir Putin and Ukrainian President Volodymyr Zelenskiy, in their first face-to-face meeting, took part in nine hours of talks in Paris, brokered by French President Emmanuel Macron and German Chancellor Angela Merkel. The conflict in eastern Ukraine that broke out in 2014 has killed more than 13,000 people, left a large swathe of Ukraine de facto controlled by Moscow-backed separatists and aggravated the deepest east-west rift since the Cold War.

The body language between Putin and Zelenskiy, a comedian-turned-politician elected earlier this year on a promise to resolve the conflict, was chilly. There was no public handshake, and they avoided eye contact. But the talks did deliver specific commitments. A final communique set out the prisoner exchange and a renewed commitment to implement an existing ceasefire agreement in eastern Ukraine’s Donbass region that has never fully taken hold as well as enhanced powers for international ceasefire monitors.

The sides also said they had agreed, over the next four months, to work toward local elections in Donbass, a major stumbling block up to now. There were no details though on how the votes would be conducted, and Macron acknowledged there were still disagreements on the subject. “We have made progress on disengagement, prisoner exchanges, ceasefire and a political evolution,” Macron said at a news conference at which Zelenskiy and Putin sat separated by Merkel and Macron.

No idea if this is true.

• Ghislaine Maxwell Planning TV Tell-All About Epstein Scandal (NYPost)

Accused madam Ghislaine Maxwell is the latest in the Jeffrey Epstein scandal planning a major TV interview — in part to defend her disgraced pal Prince Andrew, according to a report Monday. The British media heiress, who has been repeatedly accused of procuring young girls for her pedophile ex, may already be in talks with a major US network, according to The Sun. A TV special would follow the Duke of York’s own disastrous BBC sit-down about his close ties to Epstein, as well as the tearful accusations key accuser Virginia Roberts Giuffre made in an hourlong special for the same UK broadcaster.

“Ghislaine is in hiding and knows the only way to stop being hunted is to speak on her own terms,” a source told the paper. “She will do a sit-down interview with a big US network and defend the duke. Apparently, she’ll say Virginia Giuffre is lying and Andrew never had sex with her,” the source told the UK paper. Maxwell, 57, is understood to be at the heart of the FBI’s ongoing probe into Epstein’s sex-trafficking ring since his death in August. She has not been seen in public since he was arrested on federal charges in July.

• Trump Tells Turkey To Stop Its Syria Invasion (R.)

U.S. President Donald Trump on Monday demanded Turkey stop its military incursion in Syria and imposed new sanctions on the NATO ally as Trump scrambled to limit the damage from his much-criticized decision to clear U.S. troops from Turkey’s path. Vice President Mike Pence said Trump had told Turkish President Tayyip Erdogan in a phone call on Monday to agree to an immediate ceasefire. He also said he would travel to the region soon to try to mediate the crisis. Pence said Trump had been firm with Erdogan on the phone. “The United States of America simply is not going to tolerate Turkey’s invasion in Syria any further. We are calling on Turkey to stand down, end the violence and come to the negotiating table,” Pence told reporters.

Turkey launched a cross-border operation into northern Syria on Wednesday just days after Erdogan told Trump in a phone call that he planned to move ahead with a long-planned move against America’s Kurdish allies in the region. Trump abruptly announced a redeployment of 50 American troops from the conflict zone to get them out of harm’s way, dismissing criticism that this would leave the Kurds open to attack. This was widely seen as giving Erdogan a green light for his operation. With lawmakers in the U.S. Congress moving to impose sanctions of their own, Trump issued an executive order authorizing sanctions against current and former officials of the Turkish government for contributing to Turkey’s military operation in northern Syria.

In a statement, Trump said he had increased tariffs on imports of Turkish steel back up to 50 percent, six months after they were reduced, and would immediately stop negotiations on what he called a $100 billion trade deal with Turkey. “Unfortunately, Turkey does not appear to be mitigating the humanitarian effects of its invasion,” said Trump.

The New York Times had no credibility left anyway.

• ‘You’ve Been Duped By Spooks & Terrorists’ (RT)

A damning report by the New York Times, which accused Russia of bombing four UN-protected hospitals in Syria, is a product of misinformation by Western intelligence services and jihadists, the Russian military said. On Sunday, the leading US newspaper said it had irrefutable proof that Russian warplanes had bombed four sites in Syria, which it knew to be locations of civilian hospitals. The accusation stems from analysis of social media, interviews with witnesses, data provided by local plane spotters and records of communications of the Russian military deployed in Syria. The bombings, which happened on May 5 and 6, are just a faction of attacks on civilian infrastructure, for which Moscow carries responsibility, the newspaper alleged.

Responding to the accusation on Monday, the Russian military said Times report was flawed for several reasons, including failure to explain that Idlib Governorate, where the four alleged bombings took place, lives under rule of brutal jihadists. That detail affects the entire narrative, indicating its flawed sourcing. “Gadgets, modern radio scanners, protected notebooks, internet connection are all things that the local civilian population simply cannot afford. They are more interested in daily surviving under the yoke of the terrorists,” said Defense Ministry spokesman Maj. Gen. Igor Konashenkov. He was referring to the equipment used by “plane spotters”, who provided their data to Times.

The newspaper said those observers “insisted on anonymity for their safety”, but the Russian military says they shouldn’t have bothered and identified them as the people behind a “combat intelligence system” based on equipment developed by a US company called Hala Systems. The system known as Sentry is a collection of suitcase-sized sensors connected into a network plus an AI-based algorithm, which uses signals from those sensors as well as social media data to analyze and predict airstrikes in Idlib. Hala Systems says it’s a for-profit company that develops and operates the system on grants from governments of Canada, the United Kingdom, the Netherlands, Denmark the United States, and Germany.

• Bernie Wants You to Own More of the Means of Production (Jac.)

Bernie Sanders released a proposal today that would gradually shift 20 percent of corporate equity into funds owned and controlled by the workers in each company. The plan, which would apply to all publicly-traded companies and large closely-held companies, would move 2 percent of corporate stock into worker funds each year for a decade. Once the shares are transferred into the funds, workers would begin receiving dividends and have the ability to exercise the voting rights of the shares, including the right to vote on corporate board elections and on shareholder resolutions. Sanders’s plan is by far the most radical worker ownership proposal put forward by a presidential candidate in recent memory.

By last count, the market value of publicly-traded domestic companies stood at $35.6 trillion. This means that the Sanders plan would shift at least $7.1 trillion of corporate equity into worker funds by gradually diluting the value of previously-issued corporate stock. Those who stand to “lose” from the proposal are the incumbent owners of corporate equity, which are overwhelmingly affluent people. At present, the top 10 percent of families own around 86.4 percent of corporate equities and mutual fund shares, with the top one percent owning 52 percent by themselves.

Closely-held businesses, which will also be affected by the scheme if they are large enough, have similarly concentrated ownership, with the top 10 percent of families owning 87.5 percent of private business equity and the top one percent of families owning 57.5 percent of it. Of course, these incumbent owners will not actually lose anything in an absolute sense. The average historical return of the US stock market has been 9.8 percent per year, while the average return of the last 10 years has been just over 13 percent. The effect of the two percent share issuances is to knock the total rate of return down by two percentage points, meaning that incumbent owners still get richer year-over-year, just less so than they would absent the Sanders plan.

• No Choice But To Invest In Oil, Shell CEO Says (R.)

Royal Dutch Shell still sees abundant opportunity to make money from oil and gas in coming decades even as investors and governments increase pressure on energy companies over climate change, its chief executive said. But in an interview with Reuters, Ben van Beurden expressed concern that some shareholders could abandon the world’s second-largest listed energy company due partly to what he called the “demonisation” of oil and gas and “unjustified” worries that its business model was unsustainable. The 61-year-old Dutch executive in recent years became one of the sector’s most prominent voices advocating action over global warming in the wake of the 2015 Paris climate agreement.

Shell, which supplies around 3% of the world’s energy, set out in 2017 a plan to halve the intensity of its greenhouse emissions by the middle of the century, based in large part on building one of the world’s biggest power businesses. Still, the amount of carbon dioxide emitted from Shell’s operations and the products it sells rose by 2.5% between 2017 and 2018. A defiant van Beurden rejected a rising chorus from climate activists and parts of the investor community to transform radically the 112-year-old Anglo-Dutch company’s traditional business model. “Despite what a lot of activists say, it is entirely legitimate to invest in oil and gas because the world demands it,” van Beurden said. “We have no choice” but to invest in long-life projects, he added.

[..][ “We can sustain an upstream portfolio all the way into the 2030s if there is an economic rationale for doing that and a societal rationale for doing that,” van Beurden said. “Fortunately enough, we have more of those than we have money to spend on them.” Van Beurden rejected as a “red herring” arguments that Shell’s oil and gas reserves, which can sustain its current production for around eight years, would be economically unviable, or stranded, in the future. A lack of investment in oil and gas projects could lead to a supply shortage and result in price spikes, he said. “One of the bigger risks is not so much that we will become dinosaurs because we are still investing in oil and gas when there is no need for it anymore. A bigger risk is prematurely turning your back on oil and gas.”

Shell plans to increase its annual spending to around $32 billion by 2025 from the current $25 billion, with up to one tenth allocated to renewables and the power business. The company, the world’s largest dividend payer, plans to return $125 billion to shareholders in the five years to 2025.

Germany has finalised rules for the build-out of 5G mobile networks that, in a snub to the United States, will not exclude China’s Huawei Technologies. Government officials confirmed that Germany’s so-called security catalogue foresaw an evaluation of technical and other criteria, but that no single vendor would be barred in order to create a level playing field for equipment vendors. “We are not taking a pre-emptive decision to ban any actor, or any company,” German government spokesman Steffen Seibert told a news conference in Berlin on Monday. The United States has piled pressure on its allies to shut out Huawei, the leading telecoms equipment vendor with a global market share of 28%, saying its gear contained ‘back doors’ that would enable China to spy on other countries.

German operators are all customers of Huawei and have warned that banning the Chinese vendor would add years of delays and billions of dollars in costs to launching 5G networks. The Shenzhen-based company has denied the allegations by Washington, which imposed export controls on Huawei in May, hobbling its smartphone business and raising questions over whether the Chinese company can maintain its market lead. U.S. officials have also argued that, under China’s national intelligence law, all citizens and companies are required to collaborate in espionage efforts.

No kidding: “It’s a lot!” Comey told the Times. “Seriously, it’s crazy.”

Losing a job and having your career go up in flames can be scarring. But the smoldering embers sometimes give forth to fertile new soil from which to start anew. Few have had a more public and dramatic firing than former-FBI director James Comey, who President Donald Trump infamously and suddenly ousted in 2017 amid inquiries into Russian meddling and suspicions that he did not have Comey’s loyalty. That fateful decision sent Comey’s law-enforcement career up in smoke — and precipitated the special-counsel investigation by Robert Mueller — but also laid the groundwork to launch a lucrative second-act in media, including six-figure speaking fees, prestigious writing contracts, a TV series, and a multimillion dollar book deal.

In a profile of his post-FBI life by Matt Flegenheimer in The New York Times, Comey asserts his primary preoccupation now, as a self-described “unemployed celebrity,” is stopping Trump. This vocation, while lacking the official powers of his former post in the FBI, appears well-suited for raking in piles of cash. Comey may have lost a roughly $170,000 annual salary as FBI director, but now he earns as much in a single speaking engagement. He’s been traveling the country giving six-figure paid speeches on leadership, as well as gratis appearances at universities, according to the NYT. “It’s a lot!” Comey told the Times. “Seriously, it’s crazy.”

Comey recently gave talks at Yale, the University of Nevada-Las Vegas, and the Sacramento Speaker Series, and he’s due to speak at “Politicon” in Nashville later this month. He also has a contract to write opinion columns for The Washington Post, according to the NYT. And then there’s the forthcoming CBS Studios miniseries, in which he’ll be portrayed by actor Jeff Daniels. The series is based on Comey’s bestselling 2018 book, “A Higher Loyalty: Truth, Lies and Leadership,” which reportedly netted him millions as well. Of course, Comey was already a multimillionaire before accepting the job in 2013 as FBI director under President Barack Obama. In financial filings, he reported a net worth of $11 million, not including an anticipated $3 million payout from hedge-fund giant Bridgewater Associates, where Comey spent a couple years as general counsel.

• Ghislaine Maxwell’s Open Secret (Webb)

Media reports cite Prince Andrew and Ghislaine Maxwell as having developed a close relationship at least by February 2000, when Andrew had spent a week at Epstein’s controversial New York penthouse at 9 East 71st Street. One report published in 2000 by London’s Sunday Times claimed that the two were introduced by Andrew’s ex-wife Sarah Ferguson, often referred to as “Fergie” in the press, and further claims that this introduction had taken place several years prior. Epstein is alleged to have first been introduced to Andrew via Maxwell in 1999. Years after this introduction was made, Jeffrey Epstein would provide financial assistance to Ferguson at Prince Andrew’s behest by paying Ferguson’s former personal assistant £15,000, allegedly in order to allow for “a wider restructuring of Sarah’s £5 million debts to take place,” according to The Telegraph.

Oddly, by April of that year, Maxwell and Prince Andrew were spotted by their fellow diners at a posh New York restaurant holding hands, prompting both the Prince and Maxwell to claim that their relationship was merely “platonic.” However, a separate report from 2007 in the Evening Standard refers to Maxwell as one of Prince Andrew’s former girlfriends. Within a year of their close relationship having become public, Andrew and Ghislaine were reported to have gone on eight different vacations together, of which Epstein accompanied them for five. Andrew also brought Maxwell and Epstein to celebrate the Queen’s birthday in 2000 as his personal guests.

Several reports from this period also provide interesting insight into Maxwell’s business activities and private life. One article from 2000, published in London’s Sunday Times, states that “for all her high-profile appearances on Manhattan’s A-List merry-go-round, she [Maxwell] is secretive to the point of paranoia and her business affairs are deeply mysterious.” It goes on to say that Maxwell “has been building a business empire as opaque as father’s” — referencing Robert Maxwell’s business empire, which included multiple front companies for Israeli intelligence — and adds that “her office in Manhattan refuses to confirm even the nature or the name of her business.”

A slightly different take.

• Behind Hong Kong’s Black Terror (Escobar)

The new slogans of Hong Kong’s black bloc – a mob on a rampage connected to the black shirt protestors – made their first appearance on a rainy Sunday afternoon, scrawled on walls in Kowloon. Decoding the slogans is essential to understand the mindless street violence that was unleashed even before the anti-mask law passed by the government of the Special Administrative Region (SAR) went into effect at midnight on Friday, October 4. By the way, the anti-mask law is the sort of measure that was authorized by the 1922 British colonial Emergency Regulations Ordnance, which granted the city government the authority to “make any regulations whatsoever which he [or she] may consider desirable in the public interest” in case of “emergency or public danger”.

Perhaps the Honorable Nancy Pelosi, Speaker of the US House of Representatives, was unaware of this fine lineage when she commented that the law “only intensifies concern over freedom of expression.” And it is probably safe to assume that neither she nor other virulent opponents of the law know that a very similar anti-mask law was enacted in Canada on June 19, 2013. More likely to be informed is Hong Kong garment and media tycoon Jimmy Lai, billionaire publisher of the pro-democracy Apple Daily, the city’s Chinese Communist Party critic-in-chief and highly visible interlocutor of official Washington, DC, notables such as US Vice President Mike Pence, Secretary of State Mike Pompeo, and ex-National Security Council head John Bolton.

On September 6, before the onset of the deranged vandalism and violence that have defined Hong Kong “pro-democracy protests” over the past several weeks, Lai spoke with Bloomberg TV’s Stephen Engle from his Kowloon home. He pronounced himself convinced that – if protests turned violent China would have no choice but to send People’s Armed Police units from Shenzen into Hong Kong to put down unrest. “That,” he said on Bloomberg TV, “will be a repeat of the Tiananmen Square massacre and that will bring in the whole world against China….. Hong Kong will be done, and … China will be done, too.”

• Trio Wins Economics Nobel For Science-Based Poverty Fight (R.)

U.S.-based economists Abhijit Banerjee, Esther Duflo and Michael Kremer won the 2019 Nobel Economics Prize on Monday for work fighting poverty that has helped millions of children by favoring practical steps over theory. French-American Duflo becomes only the second woman to win the economics prize in its 50-year history, as well as the youngest at 46. She shared the award equally with Indian-born American Banerjee and Kremer, also of the United States. The Royal Swedish Academy of Sciences said their work had shown how poverty could be addressed by breaking it down into smaller and more precise questions in areas such as education and healthcare, and then testing solutions in the field.

It said the results of their studies and field experiments had ranged from helping millions of Indian schoolchildren with remedial tutoring to encouraging governments around the world to increase funding for preventative medicine. “It starts from the idea that the poor are often reduced to caricatures and even the people that try to help them do not actually understand what are the deep roots of (their) problems,” Duflo told reporters in Stockholm by telephone. “What we try to do in our approach is to say, ‘Look, let’s try to unpack the problems one-by-one and address them as rigorously and scientifically as possible’,” she added.

The team pioneered “randomized controlled trials”, or RCTs, in economics. Long used in fields such as medicine, an RCT could for example take two groups of people and study what difference a treatment makes on one group while the other group is only given a placebo. Applied to development economics, such field experiments found for example that providing more textbooks and free school meals had only small effects, while targeting help for weak students made a big difference to overall educational levels. “It’s a prize not just for us but for the whole movement,” Banerjee later told a joint news conference at the Massachusetts Institute of Technology (MIT), where they both work. Kremer is a researcher at Harvard University.

I think it’s not so much the US inverted yield curve that hints at a global recession, but the fact that many countries have such curves.

On Tuesday, equity markets across the globe jumped at the news that the Trump administration would delay some of the new tariffs on China it had announced earlier this month. But just one day later, global stock markets sold off hard due to ever-weakening economic data in Europe and Asia and further yield curve inversions. Call it a major hangover. The reversal in tariffs did not come from a position of strength. It came as a result of global economic reality sinking in and crushing US markets. Turns out trade wars are not easy to win and the global growth picture is not looking good. Last week, the UK announced negative GDP growth for the past quarter.

This week, it’s Germany announcing shrinking GDP with its 10-year bond hitting a record negative 0.62% yield. Then there’s Europe seeing negative industrial production, and China announcing its lowest industrial production growth in 17 years. The collapse in global bond yields has been a theme since October of last year, with 10-year US Treasury bonds dropping to 1.6% from their October 2018 high of 3.23%. Now that the two-year/10-year Treasury yield curve has inverted, the recession alarm bells are ringing. Why? Because every single recession in the past 45 years has seen a yield curve inversion preceding it.

History suggests that on average a recession begins 22 months after a yield curve inversion. It’s not until about 18 months after an inversion that the stock market turns negative. Yet Bank of America Merril Lynch numbers indicate that we have less time. For the 10 yield curve inversions since 1956, the S&P 500 peaked within approximately three months of the inversion six times. Following the other four, the S&P 500 took 11 to 22 months to peak. Twenty-two months of growth vs. three months? That’s quite a big gap. Both of these historical studies suggest there is room for markets to make new highs in the next few months. In fact, one can imagine several scenarios on how these new highs could come about.

It has been a thesis over 20 years in the making, but with every passing day, SocGen’s Albert Edwards – who first coined the term “Ice Age” to describe the state of the world in which every debt issue ends up with a negative yield as capital markets and economies collapse into a deflationary singularity – is that much closer to having the victory lap of a lifetime. Although, we doubt he is happy about it. Commenting on the interest rate collapse he has been (correctly) predicting ever since he first observed Japan’s great bubble bust of the 1980s and which resulted in both NIRP and QE, and which he (correctly) expected would spread across the rest of the world, leading to a “Japanification” of every major bond market…

… Edwards said that what bond markets are telling us is “that the cycle is ending with the central banks having failed to drive core CPI inflation higher. So Japanese-style outright deflation lies ahead at a time when western economies have piled debt sky high.” Needless to say that’s not good, not least of all because we now live in a world in which the bond universe with negative yields continued to grow at an exponential pace, rising rapidly over the past two weeks and reaching a record $16.4 trillion…

• US National Debt Spiked $363 billion in 2 Weeks, $1 Trillion in 12 Months (WS)

The US Gross National Debt has jumped by $363 billion in the two weeks since President Trump signed the law that suspended the debt ceiling. This surge pushed the total debt to $22.39 trillion. That’s up by $1.01 trillion from 12 months ago. And these are the good times. Watch this debt balloon during an economic downturn! Whoopee! Note the technical term at the top right of the chart:

The question, “Who the heck is buying all this debt” – because every dime has to be bought by some entity – is becoming increasingly nerve-wracking, particularly as the trade war with China puts the possibility out there that Chinese entities might dump their US Treasury securities, much like Russia has already done. But Russia was only a small-ish holder. China is – or rather was – the largest one. So we got some answers on Thursday when the Treasury Department disclosed in its TIC data how much of this debt was held, bought, and dumped by foreign investors through June. Foreign investors bought hand-over-fist. But not the Chinese!

All foreign investors combined – so “foreign official” holders, such as central banks, and foreign private-sector investors such as banks and Mexican billionaires – held $6.64 trillion in US Treasury bonds and bills, having raised their holdings in the month of June by $97 billion, and over the 12-month period by $411 billion, all of it driven by frantic buying over the past seven months. In dollar terms, this $6.64 trillion held by foreign investors is a record (blue line). In terms of the percentage share (red line) of total debt, it’s a far cry from the record maintained from July 2012 through May 2015, when it maxed out at 34.1% of total Treasury debt. The share dropped to 28.5% at the end of last year. Under the recent surge in buying, it has ticked up to 30.1%:

• UK Parliament Cannot Stop Brexit, Johnson To Tell Macron And Merkel (R.)

Prime Minister Boris Johnson will tell French President Emmanuel Macron and German Chancellor Angela Merkel that the Westminster parliament cannot stop Brexit and a new deal must be agreed if Britain is to avoid leaving the EU without one. In his first trip abroad as leader, Johnson is due to meet his European counterparts ahead of a G7 summit on Aug. 24-26 in Biarritz, France. He will say that Britain is leaving the European Union on Oct. 31, with or without a deal, and that the British parliament cannot block that, according to a Downing Street source. The United Kingdom is heading towards a constitutional crisis at home and a showdown with the EU as Johnson has repeatedly vowed to leave the bloc on Oct. 31 without a deal unless it agrees to renegotiate the Brexit divorce.

After more than three years of Brexit dominating EU affairs, the bloc has repeatedly refused to reopen the Withdrawal Agreement which includes an Irish border insurance policy that Johnson’s predecessor, Theresa May, agreed in November. The prime minister is coming under pressure from politicians across the political spectrum to prevent a disorderly departure, with opposition leader Jeremy Corbyn vowing to bring down Johnson’s government in early September to delay Brexit. It is, however, unclear if lawmakers have the unity or power to use the British parliament to prevent a no-deal Brexit on Oct. 31 – likely to be the United Kingdom’s most significant move since World War Two.

Apparently older docs, things have improved since. But only to the extent that it’s not “up to 85% of trucks using the main channel crossings “may not be ready“, now it’s ‘just’ 50-60%.

Britain will face shortages of fuel, food and medicine if it leaves the European Union without a transition deal, jamming ports and requiring a hard border in Ireland, official government documents leaked to the Sunday Times show. The Times said the forecasts compiled by the Cabinet Office set out the most likely aftershocks of a no-deal Brexit rather than the worst case scenarios. They said up to 85% of trucks using the main channel crossings “may not be ready” for French customs, meaning disruption at ports would potentially last up to three months before the flow of traffic improves. The government also believes a hard border between the British province of Northern Ireland and the Republic will be likely as current plans to avoid widespread checks will prove unsustainable, the Times said.

“Compiled this month by the Cabinet Office under the codename Operation Yellowhammer, the dossier offers a rare glimpse into the covert planning being carried out by the government to avert a catastrophic collapse in the nation’s infrastructure,” the Times reported. “The file, marked “official-sensitive” — requiring security clearance on a “need to know” basis — is remarkable because it gives the most comprehensive assessment of the UK’s readiness for a no-deal Brexit.” The United Kingdom is heading towards a constitutional crisis at home and a showdown with the EU as Prime Minister Boris Johnson has repeatedly vowed to leave the bloc on Oct. 31 without a deal unless it agrees to renegotiate the Brexit divorce.

Healing bitter division is one of two great preoccupations haunting politics in the United Kingdom since the 2016 Brexit referendum — the second is hating Jeremy Corbyn. On Wednesday, the Labour leader wrote a letter to the other main opposition parties proposing an alliance to block a No Deal Brexit, a prospect that has now become uncomfortably plausible with Boris Johnson as prime minister. Under the proposal, Corbyn would call a vote of no confidence in Johnson’s government; once the motion is carried he would step in to become a caretaker prime minister for a brief term. Corbyn’s powers would be limited; he couldn’t introduce new legislation. The sole purpose of his tenure as prime minister would be to negotiate a postponement of the Brexit deadline and call a general election.

Labour would then campaign for a new EU referendum with a Remain option on the ballot. The suggestion is calm, serious, and thoughtful. Most importantly, it includes a promise of a campaign for that second vote that so many centrists have loudly rallied for; the election everyone on the Left has longed for; and as mentioned, it severely limits Corbyn’s powers, but importantly, also blocks No Deal. It should bring everyone on board. Sensible parties were furtively positive: Plaid Cymru (the Welsh nationalist party) and the Scottish National Party said they were interested in discussing the idea when they appeared on the BBC Radio 4 Today programme.

But with this proposal, Corbyn has called the bluff of the extreme centrists and the obsessive Remainers. Since his scheme involves an election in which Labour would campaign for a second referendum, with Remain on the ballot, attacking Corbyn now means attacking the very ideas they claim to be fighting for. Sure enough, the Liberal Democrats shot the proposal down immediately, stating they would never countenance backing Jeremy Corbyn as prime minister, even if it meant stopping a No Deal Brexit ..

[..] the hideous truth is now revealed, confirming what many on the Left have long been saying about the Liberal Democrats, the Independent Group, and a huge number of highly vocal centrist ultras on social media: for all their yelling that stopping Brexit is their sole concern, as long as stopping Brexit means Corbyn in a position of power — however minor and effectively powerless — they would prefer economic obliteration. Given the choice between Corbyn spending a few weeks merely acting out a pre-agreed script, on the one hand, and medicine and food shortages, a tanked pound, an economy in ruins, and widespread social panic, many centrists would choose the latter. Their hatred for Corbyn really does expand to fill so much of their mind as to incapacitate them.

On Thursday afternoon, the New York Post published a picture that, the newspaper reported, was taken at an In-N-Out Burger in the San Fernando Valley, on Monday, and sent in by an anonymous source in Los Angeles. The photo showed Ghislaine Maxwell sipping a shake and munching on fries and a burger while sitting alone at one of the restaurant’s outdoor tables. [..] the central figure of the Epstein affair in the past week has been Maxwell. The youngest of Robert Maxwell’s nine children, and reportedly his favorite, Ghislaine attended Marlborough, a boarding school in England, and Oxford. Her father sent her to New York as his emissary, in 1991, to foster the Daily News, which he had recently purchased.

After his ignominious death, she was left with a mere hundred thousand dollars per year to live on. She began to sell real estate, and soon started dating Epstein, who was well connected. A multitude of pictures from the past three decades in which the socialite is seen beaming, cheek to jowl, wearing gaudy Upper East Side-lady finery, with a variety of bold-faced names at various galas, give the impression that she would have attended the opening of an envelope as long as it was gold-embossed. But, in 2016, not long after Giuffre’s defamation suit, Maxwell abruptly disappeared from public view. On Wednesday, the Daily Mail reported that she was residing in a mansion outside Boston, in Manchester-by-the-Sea. But before the surprise of that revelation had abated, the picture from Los Angeles delivered a new jolt.

• Hong Kongers Brave Rain To Join Anti-Government Rally (R.)

Thousands of protesters, most clad in black, gathered under a downpour for an anti-government rally at a Hong Kong park on Sunday, in the eleventh week of what have been often violent demonstrations in the Asian financial hub. The turnout for the rally could show whether the movement still has broad-based support after the ugly scenes witnessed during the past week when protesters occupied the city’s airport, for which some activists apologized. Anger over a now-suspended bill that would allow criminal suspects in Hong Kong to be extradited to mainland China erupted in June, but the rising unrest is fueled by broader worries about the erosion of freedoms guaranteed under the “one country, two systems” formula put in place after Hong Kong’s return from British to Chinese rule in 1997.

“Hong Kongers are tired of protesting, this is really the last thing they want. It’s bloody hot and it’s raining. It’s a torture just to turn up, frankly,” said a 24-year-old student named Jonathan. “But we have to be here because we have no other choice. We have to continue until the government finally shows us the respect that we deserve,” he said. Seated on concrete soccer fields in the sprawling Victoria Park in the city’s bustling Causeway Bay district, protesters held placards with slogans including “Free Hong Kong!” and “Democracy now!”, and umbrellas to shield them from the heavy rain.

• Kiwi Publishers Face Censorship Demands From Chinese Printers (Stuff)

It seems innocent enough: a map of the US on the inside cover of a young adult novel. The kind that teenagers would use to trace a fictional character’s journey. But a China-based printer told Kiwi publisher One Tree House that there would be a one-month production delay while the map was vetted by Chinese authorities. In order to get Brian Falkland’s Cassie Clark: Outlaw published in time to ship an Australian order, One Tree House had to get the book printed in Auckland at double the cost. It’s one example of several Stuff uncovered of publishers running into hold-ups as Chinese printers get maps checked over to ensure they adhere to Beijing policy – whether they’re textbooks or works of fiction.

Printing books in China is cheaper than in other countries, with quality and service also said to be first-rate. But Chinese printing companies are subject to censorship laws, with books combed for references that might be politically sensitive to Beijing, such as Taiwan and Tibet. One Tree House co-director Jenny Nagle, who’s also the NZ Society of Authors chief executive, said the policy meant her business had to take a cost hit when Cassie Clark: Outlaw was printed late last year. “I was surprised because it’s such an innocuous thing. It’s a simplified map showing a fictional character’s journey across America,” said Nagle. Mary Varnham, editor-in-chief at publisher Awa Press, also met with a one-month production delay during a 2018 re-print of the travel book Antarctica Cruising Guide.

Again, the offending item was a map. “The book has a map of Antarctica which doesn’t mention China at all, but it still had to go through this vetting process,” Varnham said. “I’m assuming they’re checking references to Taiwan and things, but obviously they want to check all maps.” She said it was “much more expensive” to print books in Australia or New Zealand, but the quality was also much better in China. “It’s obvious that you just wouldn’t send a book to China if it’s highly critical of China in some way, because they would definitely, I imagine, refuse to print it. So there’s a kind of self-censorship there.”

Not bad. But Trump made his offer mostly in jest, and only when he heard Denmark had trouble meeting its obligations (whether that’s true I don’t know). Also, US congress tried to buy Greenland in 1867, and Harry Truman tried again in 1946.

• Denmark Offers to Buy U.S. (Borowitz)

After rebuffing Donald J. Trump’s hypothetical proposal to purchase Greenland, the government of Denmark has announced that it would be interested in buying the United States instead. “As we have stated, Greenland is not for sale,” a spokesperson for the Danish government said on Friday. “We have noted, however, that during the Trump regime pretty much everything in the United States, including its government, has most definitely been for sale.” “Denmark would be interested in purchasing the United States in its entirety, with the exception of its government,” the spokesperson added.

A key provision of the purchase offer, the spokesperson said, would be the relocation of Donald Trump to another country “to be determined,” with Russia and North Korea cited as possible destinations. If Denmark’s bid for the United States is accepted, the Scandinavian nation has ambitious plans for its new acquisition. “We believe that, by giving the U.S. an educational system and national health care, it could be transformed from a vast land mass into a great nation,” the spokesperson said.

Guaranteed failure. The same world’s nations want economic growth.

• World’s Nations Gather To Tackle Wildlife Extinction Crisis (O.)

From giraffes to sharks, the world’s endangered species could gain better protection at an international wildlife conference. The triennial summit of Convention on International Trade in Endangered Species (Cites), that began on Saturday, will tackle disputes over the conservation of great beasts such as elephants and rhinos, as well as cracking down on the exploitation of unheralded but vital species such as sea cucumbers, which clean ocean floors. Extraordinary creatures being driven to extinction by the exotic pet trade, from glass frogs to star tortoises, may win extra protection from the 183-country conference. It may even see an extinct animal, the woolly mammoth, get safeguards, on the grounds that illegal elephant ivory is sometimes laundered by being labelled as antique mammoth tusks.

Ivonne Higuero, the secretary general of Cites, said: “Cites is a powerful tool for ensuring sustainability and responding to the rapid loss of biodiversity – often called the sixth mass extinction – by preventing and reversing declines in wildlife populations.” The destruction of nature has reduced wildlife populations by 60% since 1970 and plant extinctions are running at a “frightening” rate, according to scientists. In May, the world’s leading researchers warned that humanity was in jeopardy from the accelerating decline of the planet’s natural life-support systems, which provide the food, clean air and water on which society ultimately depends.

Epstein Is Like JFK All Over Again

It’s been a few days since I did anything but my news aggregator, and that’s not so strange, since so much of it ‘encircled’ Jeffrey Epstein. Now that he’s supposedly died, though we have no proof of that, from an ‘apparent suicide’, there are other topics as well that we can turn to.

But let’s start with Epstein just for good measure. We still don’t have an autopsy report, though New York City Chief Medical Examiner Barbara Sampson apparently performed one on Epstein on Sunday, which private pathologist Michael Baden “observed on behalf of Epstein’s representatives”.

Q: Which representatives? Q2: Why Baden, who investigated JFK’s death, and Michael Brown’s? The guy’s 85! So yes, he has experience, but also ostensibly experience with presenting the facts as certain people want them presented.

So there’s no autopsy report, for whatever reason, but details have been leaked to the WaPO. Epstein hade multiple broken bones in his neck, and the focus is on the hyoid bone, which breaks much more easily in strangulation than it does in self-imposed hanging. “The hyoid bone is a U-shaped mobile bone situated in the anterior portion of the neck at the level of the C3 vertebra, in the angle between the mandible and the thyroid cartilage..”

And then today we read that an Epstein representative has claimed his remains. Again, what representative? We don’t even know it was Epstein’s body, though between his death and today that could have been established, through DNA for instance. But we’re going to be stuck with that one autopsy, -because the body will be gone- which may or may not be convincing and/or conclusive. Who knows?

And AG Bill Barr can talk all he wants about seeking justice for the victims, but he should know that at this point it’s all about transparency. Tell people what you know when you know it. Because if you don’t, that’s going to turn against you. But perhaps he thinks doing so may turn against him even more.

Or maybe he’s just another tool protecting DC elites, on both sides of the aisle. There’s this story out there that nobody is able to locate Ghislaine Maxwell, Epstein’s enabling madam, though the Daily Mail came up the other day with a property north of Boston, but there’s a few things missing there.

First, she apparently is not on the premises, and second, she would have to be very confident of being “protected”, to be in the US at this point. For one thing, she might want to be somewhere that doesn’t have an extradition treaty with the US. But still, US intelligence can locate you or me in a matter of minutes if not seconds if they so desire, and Maxwell’s essentially been unaccounted for for years?

Epstein had industrial capacity paper and even carpet shredders, first on his Caribbean island, which were then shipped to Manhattan. Every single day Maxwell is not “found” gives her more time to shred whatever she wants (and what other people may went shredded too).

And this is not something that started when Epstein was arrested on July 6 at Teterboro Airport either. Though that is still the big mystery: why was he apprehended there and then? After ten years, or even 30 years if you will of abusing underage girls? Why there and then? Who gave the order? Who had that power? Who wanted him jailed, after he’d been protected all that time? After the 13-month sweetheart deal that saw him abuse girls even while he was serving his sentence?

But look, we don’t even know if the body autopsied was Epstein. They may be lying about that too.

It’s like we’re replaying JFK and Lee Harvey Oswald all over again and Jack Ruby got access to Epstein’s cell and that’s the official story so stop asking questions.

• US Yield Curve Inversion Highlights Recession Fears, Fed Dilemma (R.)

When the U.S. Federal Reserve cut interest rates last month for the first time in more than a decade, it signaled that further reductions in borrowing costs might not be needed. Bond markets vehemently disagree. Sliding bond yields and the inversion of a key part of the U.S. yield curve on Wednesday for the first time in 12 years show that bond investors have a far gloomier outlook for the U.S. and global economies than the U.S. central bank. “The rates market rarely lies and globally it looks like it’s expecting a day of reckoning,” said Tom di Galoma, a managing director at Seaport Global Holdings in New York.

Fears are also rising the Fed may not only be behind the curve in cutting rates, but that central banks may be running out of ammunition to stimulate growth as countries offset each other’s attempts to boost growth with looser fiscal policy. Worsening economic data, weak inflationary pressures, the escalating U.S.-China trade war and intensifying tensions between protesters in Hong Kong and the Chinese government have boosted demand for safe-haven debt, sending many European government bond yields deeper into negative territory while the longest-dated U.S. Treasury yields have fallen to record lows. The inversion of key parts of the Treasury yield curve, in which investors in short-term holdings get paid more than those in long-term ones, has historically been a reliable indicator of a coming recession.

On Wednesday, the yield on the U.S. 10-year Treasury note tipped 2.1 basis points below 2-year Treasury yields, the first time this spread has been negative since 2007, according to Refinitiv data. The inversion rattled investors already worried that a U.S.-China trade war might trigger a global recession and kill off a decade-long bull market on Wall Street. Major U.S. stock indexes were down about 2%.

[..] at $11,000 per capita GDP, China is stuck squarely in the “middle income trap” as defined by development economists. The path from low income (about $5,000 per capita) to middle-income (about $10,000 per capita) is fairly straightforward and mostly involves reduced corruption, direct foreign investment and migration from the countryside to cities to purse assembly-style jobs. The path from middle-income to high-income (about $20,000 per capita) is much more difficult and involves creation and deployment of high-technology and manufacture of high-value-added goods. Among developing economies (excluding oil producers), only Taiwan, Hong Kong, Singapore and South Korea have successfully made this transition since World War II.

All other developing economies in Latin America, Africa, South Asia and the Middle East including giants such as Brazil and Turkey remain stuck in the middle-income ranks. China remains reliant on assembly-style jobs and has shown no promise of breaking into the high-income ranks. In short, and despite enormous annual growth in the past twenty years, China remains fundamentally a poor country with limited ability to improve the well-being of its citizens much beyond what has already been achieved. [..] Trade wars with the U.S. are escalating, not diminishing as I warned from the start in early 2018.

Trump’s recent imposition of 10% tariffs on the remaining $300 billion of Chinese imports not currently tariffed (in addition to existing tariffs on $200 billion of Chinese imports) will slow the Chinese economy even further. China retaliated with a shock devaluation of the yuan below 7.00 to one dollar, a level that had previously been defended by the People’s Bank of China. Resorting to a currency war weapon to fight a trade war shows just how badly China is losing the trade war. But, this currency war counterattack will not be successful because it will incite more capital outflows from China.

The Chinese lost $1 trillion of hard currency reserves during the last round of capital flight (2014-2016) and will lose more now, despite tighter capital controls. The spike of bitcoin to $11,000 following the China devaluation is a symptom of Chinese people using bitcoin to avoid capital controls and get their money out of China. [..] lurking behind all of this is the coming debt crisis in China. About 25% of China’s reported growth the past ten years has come from wasted infrastructure investment (think “ghost cities”) funded with unpayable debt. China’s economy is a Ponzi scheme like the Madoff Plan and that debt pyramid is set to collapse.

From last week, but a good reminder that different rules apply to the reserve currency.

• Trade Wars and the Over-Valued Dollar (Hill)

President Trump and China are at it again—and both just upped the ante. Currency manipulation and an overvalued U.S. dollar have taken center stage in the news, thanks to Beijing devaluing its currency [last] Monday. Trump’s Treasury Department has countered by naming China a “currency manipulator.” But boiling the problem down to currency manipulation means the administration is fighting a previous war. And that highlights why the president lacks the strategic vision needed to keep up with newer global challenges. America’s trade problems have grown far more broad in recent years. Chronic global trade imbalances threaten the stability of the world economy. And that holds true whether these disruptions are caused by currency manipulation, trade barriers or global capital flows.

Designating China as a “currency manipulator” is long overdue. But it’s hardly a cure-all. It merely initiates consultations with the IMF. And it doesn’t necessarily provide leverage to solve core trade issues. What’s needed is an approach that addresses the fundamental causes of current trade imbalances. The problem does start with China, however, since Beijing just weakened its currency, the yuan, to its lowest level since 2008. This will likely neutralize the impact of new tariffs that the president announced in a tweet last week. China allowed its currency to fall by 2 percent in a mere 24 hours. That’s a significant drop, following an overall 11.4 percent decline since March of 2018.

Weakening the value of the yuan lowers the cost of Chinese goods in the U.S. market. And so, even though the president is attempting to raise the cost of imports through his new tariffs, their sticker price could still shrink. In the wider picture, Trump’s condo-selling mindset – in which he simply imposes more tariffs until Beijing agrees to a “deal” – is a poor means to address global trade imbalances. It’s not China’s intransigence that is overwhelming U.S. manufacturers; it’s an overvalued U.S dollar. There’s no doubt that China has long used predatory trade practices, such as dumping and illegal subsidies, to undercut U.S. manufacturers.

And Beijing has repeatedly intervened in currency markets to suppress the value of its currency—all to continue its job-killing trade surpluses with the United States. But China isn’t the only country that has played the currency game. Over the past two decades, Japan, South Korea and nearly 20 other countries in Asia and Europe have also bid up the price of the U.S. dollar to subsidize their own exports. And that has made U.S. goods increasingly uncompetitive in global markets—with the United States shedding five million manufacturing jobs and nearly 90,000 domestic factories in that time.

Can the US sit still in case China invades Hong Kong? And what would such an invasion mean for the city’s status as a trade hub?

• Trump Ties China Trade Deal To ‘Humane’ Hong Kong Resolution (R.)

President Donald Trump on Wednesday tied a U.S. trade deal with China to humane resolution of the weeks of protests wracking Hong Kong, hours after the State Department said it was “deeply concerned” about reports of movement of Chinese paramilitary forces along the Hong Kong border. The State Department warned that continued erosion of the territory’s autonomy put at risk the preferential status it enjoys under U.S. law. Trump, in his remarks on Twitter, appeared to suggest a personal meeting with Chinese President Xi Jinping to help resolve the crisis. “Of course China wants to make a deal. Let them work humanely with Hong Kong first!” Trump said on Twitter. “I have ZERO doubt that if President Xi wants to quickly and humanely solve the Hong Kong problem, he can do it. Personal meeting?”

Trump, who has been seeking a major deal to correct trade imbalances with China ahead of his 2020 reelection bid, has faced mounting criticism from Congress and elsewhere for not taking a stronger public line on Hong Kong and for his characterization of the protests earlier this month as “riots” that were a matter for China to deal with. In his tweets on Wednesday, Trump also said that his delay in 10% tariffs on more than $150 billion in Chinese imports to Dec. 15 from Sept. 1 “will be reciprocated” by China and the “much good will come from the short deferral to December.” His comment appeared to contradict senior officials in his administration, who said earlier that no concessions were made by Beijing in response to the delay announced on Tuesday.

• Autopsy Finds Jeffrey Epstein Had Several Broken Neck Bones (NYPost)

Jeffrey Epstein’s autopsy determined the convicted pedophile suffered multiple broken neck bones, according to a report. One of Epstein’s breaks was to the hyoid bone, an injury that experts told the Washington Post is more common in homicide victims. The discoveries were disclosed to the paper by two people familiar with the findings of the autopsy, which was completed on Sunday, but warranted more information by the Medical Examiner’s Office before they make a final cause of death ruling. “Today, a medical examiner performed the autopsy of Jeffrey Epstein,” said Chief Medical Examiner Dr. Barbara Sampson in a statement Sunday night.

“The ME’s determination is pending further information at this time. At the request of those representing the decedent, and with the awareness of the federal prosecutor, I allowed a private pathologist (Dr. Michael Baden) to observe the autopsy examination. This is routine practice.” Epstein was found dead of an apparent suicide in his cell at the Manhattan Correctional Center early Saturday. He was being held there without bail since his July arrest on sex trafficking charges. The Washington Post spoke to Jonathan Arden, president of the National Association of Medical Examiners, who said a broken hyoid bone — which is near the Adam’s apple — is more common in strangulation murders than suicidal hangings.

“If, hypothetically, the hyoid bone is broken, that would generally raise questions about strangulation, but it is not definitive and does not exclude suicidal hanging,” said Arden, who is not involved with the Epstein autopsy. Numerous studies were also cited by the paper that found hyoid bone breaks were found in the minority of suicidal hangings. One such study conducted from 2010 to 2013 that looked at suicidal hangings in India found that hyoid damage was present in just 16 of 264 cases.

Bill Barr better get a grip on this. It’s turning into an absurdity.

• Jeffrey Epstein’s Body Claimed By Unidentified ‘Associate’ (NBC)

Jeffrey Epstein’s body has been claimed from the New York City medical examiner’s office, a source close to the investigation told NBC News on Wednesday. Epstein, 66, was found dead by apparent suicide Saturday morning in his cell at the Metropolitan Correctional Center in Manhattan. The center’s warden has been temporarily reassigned, and the two guards assigned to watch Epstein have been placed on leave. Epstein wasn’t on suicide watch at the time of his death, multiple people familiar with the investigation have told NBC News. Attorney General William Barr has said that he was “appalled” by the development and that he has consulted with the Justice Department’s inspector general, who is also investigating. The person who claimed Epstein’s body was described only as an “Epstein associate.”

After Epstein was arrested last month on charges of sex trafficking of minors and conspiracy to engage in sex trafficking of minors, his attorneys asked U.S. District Judge Richard Berman to allow Epstein to post bond secured by a mortgage on his home in Manhattan. According to court documents, they said the bond would have been co-secured by his brother, Mark Epstein, and a friend identified as David Mitchell. Berman denied bond on July 18. About a week later, Epstein was found injured and in a fetal position in his cell, raising questions at the time of whether he had tried to kill himself. On Monday, Berman complained in a letter to the warden, Lamine N’Diaye, that the federal Bureau of Prisons still hasn’t explained what he called the July “incident.”

In a response later Monday, N’Diaye said that an internal investigation was completed on July 23 but that she couldn’t reveal any information because of the investigations into Epstein’s death on Saturday. On Tuesday, Justice Department officials confirmed that N’Diaye had been reassigned.

• CEO Scott Borgerson Denies He’s Dating Epstein Pal Ghislaine Maxwell (NYPost)

The man rumored to be dating Jeffrey Epstein’s former lover and alleged madam Ghislaine Maxwell has completely denied any romance between the pair. Maxwell has been reportedly living with tech CEO Scott Borgerson at his Manchester, Massachusetts home, according to the Daily Mail. But Borgerson called The Post Wednesday to insist he had been busy working abroad – and nobody has been at his home. He arrived back in the US late Wednesday, only to be met by a police escort, and said: “It’s pretty crazy, all of this just exploded. People keep asking me, but I am not dating Ghislaine, I’m home alone with my cat.” When asked about the status of his friendship with Maxwell now, Borgerson replied: “I don’t want to comment on that – would you want to talk about your friends?”

“I landed after a long flight and my phone went crazy, the first thing I did was call the local police to check my house.” Asked if he knew where Maxwell now is, Borgerson, a divorced dad, replied: “She’s not here, I have no idea where she is. “Nobody wants to be close to this radioactive situation.[..] The Post has been told that friends of Maxwell last saw her over the past month walking down a London street, but she has gone to ground. Borgerson refused to say whether Maxwell had ever stayed at his home. • UK Labour Vows To Bring Down PM Johnson And Delay Brexit (R.)

The Labour Party has urged rebel MPs in the ruling Conservatives to help block a no-deal Brexit by bringing down Prime Minister Boris Johnson’s administration and allowing its leader Jeremy Corbyn to form a caretaker government. Johnson has promised to take Britain out of the European Union by Oct. 31, with or without a deal, setting the scene for a showdown in parliament where MPs are opposed to a divorce without a transition agreement. In a letter to opposition party leaders and several senior Conservatives opposed to a disorderly exit, Corbyn said his “strictly time-limited temporary government” would delay Brexit and hold a general election.

He said Labour would campaign in the election to hold a second referendum on the Brexit terms, including an option as to whether the country should remain in the bloc three years after it voted to leave. “This government has no mandate for No Deal, and the 2016 EU referendum provided no mandate for No Deal,” Corbyn said. “I therefore intend to table a vote of no confidence at the earliest opportunity when we can be confident of success.” A spokeswoman for Johnson’s Downing Street office said the choice was clear: “This government believes the people are the masters and votes should be respected, Jeremy Corbyn believes that the people are the servants and politicians can cancel public votes they don’t like.”

• No Chance Of US-UK Deal If Northern Ireland Peace At Risk – Pelosi (G.)

There is no chance of Congress approving a US-UK trade agreement if Brexit undermines the Good Friday peace agreement in Northern Ireland, the speaker of the House of Representatives, Nancy Pelosi, has said. Pelosi was restating the entrenched position of congressional Democrats and many Republicans in the wake of remarks made by Donald Trump’s national security adviser, John Bolton, during a visit to London this week. Bolton had said that Britain and the US could sign interim, partial free trade deals, one sector at a time, which would go through the a fast track legislative process, to help the UK cope economically if there is a no-deal Brexit on 31 October.

In a statement on Wednesday, the House speaker, who commands a Democratic majority, warned that the Trump administration would not be able to sidestep congressional approval. “Whatever form it takes, Brexit cannot be allowed to imperil the Good Friday agreement, including the seamless border between the Irish Republic and Northern Ireland, especially now, as the first generation born into the hope of Good Friday 21 years ago comes into adulthood.” Pelosi said. “We cannot go back.” Bolton said the sectoral deals, focusing on industries such as car manufacturing, could be negotiated quickly, and insisted they would receive overwhelming bipartisan support in Congress.

“The ultimate end result is a comprehensive trade agreement covering all trading goods and services,” he said after meeting Boris Johnson and senior British officials on Monday. “But to get to that you could do it sector by sector, and you can do it in a modular fashion. In other words, you can carve out some areas where it might be possible to reach a bilateral agreement very quickly, very straightforwardly.”

• Half of UK Farms Could Fail After No-Deal Brexit – Report (G.)

Campaigners for a second referendum are herding a flock of sheep down Whitehall to protest against the impact a no-deal Brexit could have on the farming community. According to a new report commissioned by the supporters of second poll, more than half of UK farms could go out of business if Britain crashes out of the EU on 31 October. Backed by the People’s Vote campaign and written by Dr Séan Rickard, former chief economist of the National Farmers’ Union, the report warns that 50% of farms could go under as the government would prioritise keeping down food prices for consumers ahead of protecting agricultural producers. To coincide with the report and launch of the Farmers for a People’s Vote group, campaigners are taking a small flock of sheep past the Cabinet Office where no-deal planning is taking place.

The report says the EU and all the countries with whom it has free-trade agreements would immediately apply tariffs and non-tariff barriers on food imports from the UK in the event of a no-deal Brexit. At the same time, UK tariffs on imports would be slashed or reduced to nothing. It argues: “The combination of the removal of support payments – only a proportion will be made up by enhanced environmental payments – and an adverse trading environment will render the majority of farm businesses unviable. By the mid-2020s a large proportion of farm businesses – 50% or more is not an unreasonable estimate – recognising that they face an unprofitable future will decide to cease trading.”

[..] In the event of a no deal Brexit, Rickard argued that many industries would suffer but agriculture would feel the most serious economic shock. “It is impossible to project the exact number of farmers who will go out of business”, he said. “What we do know is that over 40% of them will have no net income if the basic payment is removed. If at the same time the government removes all tariffs and so depresses prices, these two factors combined will render over 50% of farms in this country unviable. “The possibility of any compensation from the government going anywhere near offsetting this is remote because so many promises have been made to so many other sectors and not all can be fulfilled.”

• Gibraltar To Release Iranian Oil Tanker On Thursday (R.)

The British territory of Gibraltar will on Thursday release an Iranian oil tanker seized by Royal Marines in the Mediterranean in July, the Sun newspaper reported, citing sources close to Gibraltar Chief Minister Fabian Picardo. Picardo would not apply to renew an order to detain Grace 1, the report said, adding that he is now satisfied that the oil tanker is no longer heading to Syria. Britain had said the vessel was violating European sanctions by taking oil to Syria, a charge Iran denies. “There is no reason to keep Grace 1 in Gibraltar a moment longer if we no longer believe it is in breach of sanctions against the Syrian regime,” the newspaper quoted a source close to Picardo as saying.

Tiny pieces of plastic have been found in ice cores drilled in the Arctic by a U.S.-led team of scientists, underscoring the threat the growing form of pollution poses to marine life in even the remotest waters on the planet. The researchers used a helicopter to land on ice floes and retrieve the samples during an 18-day icebreaker expedition through the Northwest Passage, the hazardous route linking the Pacific and Atlantic oceans. “We had spent weeks looking out at what looks so much like pristine white sea ice floating out on the ocean,” said Jacob Strock, a graduate student researcher at the University of Rhode Island, who conducted an initial onboard analysis of the cores.

“When we look at it up close and we see that it’s all very, very visibly contaminated when you look at it with the right tools — it felt a little bit like a punch in the gut,” Strock told Reuters by telephone on Wednesday. Strock and his colleagues found the material trapped in ice taken from Lancaster Sound, an isolated stretch of water in the Canadian Arctic, which they had assumed might be relatively sheltered from drifting plastic pollution. The team drew 18 ice cores of up to 2 meters (6.5 feet) long from four locations and saw visible plastic beads and filaments of various shapes and sizes. “The plastic just jumped out in both its abundance and its scale,” said Brice Loose, an oceanographer at the University of Rhode Island and chief scientist of the expedition, known as the Northwest Passage Project.

• US Justice Department Tells Mueller To Limit Congressional Testimony (R.)

The U.S. Justice Department told former Special Counsel Robert Mueller on Monday he should limit his testimony before Congress this week to discussing his public report on the Russia probe. In a letter to Mueller, Associate Deputy Attorney General Bradley Weinsheimer said his testimony set for Wednesday “must remain within the boundaries of your public report because matters within the scope of your investigation were covered by executive privilege.” The letter said “these privileges would include discussion about investigative steps or decisions made during your investigation not otherwise described in the public version of your report.”

Mueller completed in March his nearly two-year-long probe into Russian meddling in the 2016 election and possible obstruction of justice by President Donald Trump. The Justice Department released a redacted copy of his 448-page report in April. A spokesman for Mueller, Jim Popkin, said no one at the Justice Department, Congress or the White House would review Mueller’s statement before he delivers it on Wednesday. In back-to-back hearings before the House of Representatives Judiciary and Intelligence committees, Democrats are expected to try to get Mueller to focus his testimony on specific examples of Trump’s misconduct.

[..] Mueller has been using offices at his former law firm WilmerHale and working with a small team from the special counsel’s office to prepare for Wednesday’s hearings, Popkin said. “He will come well prepared,” Popkin said. “His team has been working on this for a while and they will be ready for whatever comes their way.”

The entrapment operation that was the Special Counsel’s covert mission has turned out to be Mr. Mueller own personal booby-trap, prompting the question: is it possible that he’s just not very bright? Though Mr. Mueller’s final report asserted that the Russian government interfered in “a sweeping and systemic fashion” to influence the 2016 election, the 450-page great tome contains zero evidence to support that claim, and the discrepancy was actually noticed by federal judge Dabney Friedrich who is presiding over the case against the alleged Russian Facebook trolls that was one of the two tent-poles in the RussiaGate fantasy. The case is now blowing up in Robert Mueller’s face.

In early 2018, Mr. Mueller sold a DC grand jury on producing indictments against a Russian outfit called the Internet Research Agency and its parent company Concord Management, owned by Russian oligarch Yevgeny Prigozhin for the so-called election meddling. The indictment was celebrated as a huge coup at the time by the likes of CNN and The New York Times, styled as a silver bullet in the heart of the Trump presidency. But the indicted parties were all in Russia, and could not be extradited, and there was zero expectation that any actual trial would ever take place — leaving Mueller & Co. off-the-hook for proving their allegations.

To the great surprise of Mr. Mueller and his “team,” Mr. Prigozhin hired some American lawyers to defend his company in court. Smooth move. It automatically triggered the discovery process, by which the accused is entitled to see the evidence that prosecutors hold. It turned out that Mr. Mueller’s team had no evidence that the Russian government was involved with the Facebook pranks. This annoyed Judge Friedrich, who ordered Mr. Mueller and his lawyers to desist making public statements about Concord and IRA’s alleged “sweeping and systemic” collusion with Russia, and threatened legal sanctions if they did.

Three years ago. That went by fast.

• A Non-Hack That Raised Hillary’s Hackles (Ray McGovern)/span>

Three years ago Monday WikiLeaks published a trove of highly embarrassing emails that had been leaked from inside the Democratic National Committee. As has been the case with every leak revealed by WikiLeaks, the emails were authentic. These particular ones, however, could not have come at a worse time for top Democratic Party officials. The emails made it unmistakably clear that the DNC had tipped the scales sharply against Democratic insurgent Bernie Sanders, giving him a snowball’s chance in hell for the nomination. [..] A mere four days after the WikiLeaks release, a well orchestrated Democratic Convention nominated Clinton, while many Sanders supporters loudly objected.

Thus, she began her campaign under a cloud, and as more and more Americans learned of the fraud that oozed through the DNC email correspondence — including the rigging of the Democratic primaries — the cloud grew larger and darker. On June 12, 2016, six weeks before the convention, WikiLeaks publisher Julian Assange had announced in an interview on British TV, “We have upcoming leaks in relation to Hillary Clinton … We have emails pending publication.” Independent forensic investigations demonstrated two years ago that the DNC emails were not hacked over the Internet, but had been copied onto an external storage device — probably a thumb drive. Additional work over recent months has yielded more evidence that the intrusion into the DNC computers was a copy, not a hack, and that it took place on May 23 and 25, 2016.

No one knew how soon WikiLeaks would publish the emails, but the DNC offense/defense would surely have to be put in place before the convention scheduled to begin on July 25. That meant there were, at most, six weeks to react. But it only took two days. As early as July 24, about 48 hours after the leaks were published, and a day before the convention, the DNC first blamed Russia for hacking their emails and giving them to WikiLeaks to sabotage Clinton. Granted, it was a stretch — and the DNC would have to hire a pliable cybersecurity firm to back up their claim. But they had good reason to believe that CrowdStrike would perform that service. It was the best Clinton campaign manager Robbie Mook and associates could apparently come up with.

If they hurried, there would be just enough time to prepare a PR campaign before the convention and, best of all, there was little doubt that the media could be counted on to support the effort full bore. [..] It pretty much worked like a charm. The late Senator John McCain and others were quick to call the Russian “hack” an “an act of war.” Evidence? None. For icing on the cake, then-FBI Director James Comey decided not to seize and inspect the DNC computers. Nor, as we now know, did Comey even require a final report from CrowdStrike.

Not sure having it discussed by well-paid economists is all that useful.

• Inequality is Destroying Democratic Capitalism (Deaton)

At the risk of grandiosity, I think that today’s inequalities are signs that democratic capitalism is under threat, not only in the US, where the storm clouds are darkest, but in much of the rich world, where one or more of politics, economics, and health are changing in worrisome ways. I do not believe that democratic capitalism is beyond repair nor that it should be replaced; I am a great believer in what capitalism has done, not only to the oft-cited billions who have been pulled out of poverty in the last half-century, but to all the rest of us who have also escaped poverty and deprivation over the last two and a half centuries. It also provides our jobs and the cornucopia of goods and services that we take for granted.

And Milton Friedman, whose starry-eyed view of capitalism has much to answer for, was not entirely wrong when he extolled the freedom that free markets can bring. Though history has not been kind to his view that equality would be guaranteed by using markets to pursue freedom. But we need to think about repairs for democratic capitalism, either by fixing what is broken, or by making changes to head off the threats; indeed, I believe that those of us who believe in social democratic capitalism should be leading the charge to make repairs.

As it is, capitalism is not delivering to large fractions of the population; in the US, where the inequalities are clearest, real wages for men without a four-year college degree have fallen for half a century, even at a time when per capita GDP has robustly risen. Mortality rates are rising for the less-educated group at ages 25 through 64, and by enough that life expectancy for the entire population has fallen for three years in a row, the first time such a reversal has happened since the end of the first world war and the great influenza epidemic. Less educated Americans are dying by their own hands, from suicide, from alcoholic liver disease, and from overdoses of drugs. Morbidity is rising too, and they are also suffering from an epidemic of chronic pain that, for many, makes a misery of daily life.

Perhaps, at long last, a serial rapist and pedophile may be brought to justice, more than a dozen years after he was first charged with crimes that have brutalized countless girls and women. But what won’t change is this: the cesspool of elites, many of them in New York, who allowed Jeffrey Epstein to flourish with impunity. For decades, important, influential, “serious” people attended Epstein’s dinner parties, rode his private jet, and furthered the fiction that he was some kind of genius hedge-fund billionaire. How do we explain why they looked the other way, or flattered Epstein, even as they must have noticed he was often in the company of a young harem?

Easy: They got something in exchange from him, whether it was a free ride on that airborne “Lolita Express,” some other form of monetary largesse, entrée into the extravagant celebrity soirées he hosted at his townhouse, or, possibly and harrowingly, a pound or two of female flesh. If you watch Fox News, you will believe Bill Clinton was Epstein’s No. 1 pal and enabler. If you watch MSNBC, this scandal is usually all about Donald Trump. In fact, both presidents are guilty (at the very least) of giving Epstein cover and credibility.

There are so many unanswered questions about Epstein, but one that looms over all of them is whether the bipartisan crowd who cleared a path for him will cover its tracks before we can get answers — not just Clinton and Trump and all those who drank at Epstein’s trough but also (among others) institutions like Harvard, Dalton, and the Council on Foreign Relations, or lawyers like the New York prosecutor Cy Vance Jr., whose office tried to downgrade Epstein’s sex-offender status; Kenneth Starr, who tried to pressure Republican Justice Department officials to keep the Epstein case from ever being prosecuted; and Alan Dershowitz, who tried to pressure the Pulitzer Prizes to shut out the Miami Herald for its epic investigative reporting that cracked open the case anew.

People are going to start talking soon, if only to protect themselves. But why hasn’t Maxwell been arrested yet?

• Chelsea Clinton Denies Ties To Jeffrey Epstein’s Alleged ‘Madam’ (MN)

Since Jeffrey Epstein’s latest arrest on sex trafficking charges, a who’s who of the rich and powerful — notably Donald Trump, Prince Andrew and Bill Clinton — have rushed to downplay their associations with the financier who is accused of abusing underaged girls. Now Chelsea Clinton has joined her ex-president father on this who’s who list. Her representative issued a statement to Politico over the weekend denying reports that the former First Daughter was close friends with Ghislaine Maxwell, Epstein’s ex-girlfriend and the alleged “madam” who has been accused of helping him procure underaged girls for sex.

Politico’s report on Maxwell, 57, focuses on how the daughter of the late British publishing mogul Robert Maxwell helped Epstein, the Brooklyn-born son of a New York City parks groundskeeper, gain access to social circles that allowed him to become friendly with two U.S. presidents, billionaire business moguls, America’s media elite and at least one member of the British royal family. Maxwell has not been criminally charged, but has settled two lawsuits filed by women who say she participated in Epstein’s alleged sex trafficking, the New York Times reported last week. She has denied any wrongdoing. Politico said Maxwell first grew close to the Clinton family after former president Bill Clinton left office, and eventually became friends with Chelsea Clinton, vice chair of the Clinton Foundation.

According to the news outlet, the two women vacationed together on a yacht in 2009, and Maxwell attended Chelsea’s wedding to Marc Mezvinsky in 2010, Politico reported. A photo of Maxwell at the wedding has circulated online. Maxwell also participated in the Clinton Foundation’s Clinton Global Initiative as recently as 2013, through The TerraMar Project, an oceanic non-profit she founded, according to the Initiative’s website. The contacts between Chelsea Clinton and Maxwell appear to have occurred after Maxwell’s name first emerged in accounts of Epstein’s alleged sexual abuse. “Ghislaine was the contact between Epstein and Clinton,” a person familiar with the relationship told Politico. “She ended up being close to the family because she and Chelsea ended up becoming close.”

• UK’s May Takes Parting Shot at Putin in Desperate Diversion From Failure (SCF)

In what was billed as her last major speech before quitting Downing Street, Britain’s outgoing Prime Minister Theresa May focused her concerns on Russian President Vladimir Putin, lashing out at his “cynical falsehoods” and admonishing her successor “to stand up to” the Russian leader. Given her ignominious failure as premier over the Brexit fiasco, it seemed a strange choice of topic as she addressed the Chatham House think tank in London this past week. Her speech dealt with the wider theme of rising “populist politics” in the US and Europe. And she sought to portray Putin as an archetypal sinister figure fomenting populist threat to the “liberal” democratic order.

At one point, May claimed: “No one comparing the quality of life or economic success of liberal democracies like the UK, France and Germany to the Russian Federation would conclude that our system is obsolete.” This was supposed to be a riposte to an interview given by Putin to the Financial Times last month ahead of the G20 summit in Japan. During a lengthy interview on a wide range of issues, the Russian president was quoted as saying: “The liberal idea has become obsolete. It has come into conflict with the interests of the overwhelming majority of the population.”

Putin was apparently explaining a fairly straightforward and, to many observers, valid assessment of international politics. Namely, that Western establishments and institutions, including the mainstream media, are experiencing a crisis in authority. That crisis has arisen over several years due to popular perception that the governance of the political class is not delivering on democratic demands of accountability and economic progress. That in turn has led people to seek alternatives from the established parties, a movement in the US and Europe which is denigrated by the establishment as “populist” or rabble rousing.

Boris is capable of doing very stupid things.

• Iran Warns West Against Starting Conflict (R.)

Iran’s foreign minister warned the West on Monday against “starting a conflict,” saying it was not seeking confrontation after its military seized the British-flagged tanker Stena Impero in the Strait of Hormuz last week. London described the seizure of the Stena Impero as “state piracy” and on Monday called for a European-led naval mission to ensure safe shipping through the Strait of Hormuz. Speaking in Nicaragua, Foreign Minister Mohammad Zarif said Iran had taken measures against the ship to implement international law, not in retaliation for the British capture of an Iranian tanker two weeks earlier in Gibraltar.

“Starting a conflict is easy, ending it would be impossible,” Zarif told reporters after meeting his Nicaraguan counterpart. “It’s important for everybody to realize, it’s important for Boris Johnson to understand, that Iran does not seek confrontation,” he said, referring to the front-runner to become Britain’s new prime minister. “Iran wants to have normal relations based on mutual respect,” he added. Zarif said Iran acted when it observed that the UK ship did not follow regulations. “The UK ship had turned down its signal for more time than it was allowed to (and) was passing through the wrong channel, endangering the safety and security of shipping and navigation in the Strait of Hormuz, for which we are responsible,” Zarif said.

• France To Shut Down Nuclear Plants Due To Heatwave (Montel)

French weather service Meteo France issued a 40C heatwave warning on Monday for 21 regions across France, while utility EDF will shut down nearly 3 GW of nuclear capacity this week amid cooling water issues. Golfech 2 (1.3 GW) on the Garonne river would be stopped from Tuesday at 23:00 until 29 July at 23:59, while Golfech 1 (1.3 GW) would be halted from Wednesday at 02:00 until 29 July at 23:59. Low river flows and high water temperatures can force operators to cut output if it breaches environmental limits. Flows on key French rivers had “significantly” weakened over the last two weeks amid persistent hot and dry weather, the ministry of energy told Montel recently.

The St Alban 1 and 2 (2.6 GW) reactors, meanwhile, saw their output cut over the weekend, and though both reactors are now back online, EDF warned last week it could curb output at its nuclear plants located along the river Rhone – which also included Bugey (3.7 GW) – due to declining flows amid the hot weather. The temperature of the Rhone around St Alban and Tricast in was currently 26C, while it was 23.4C at Bugey, estimates from Montel’s Energy Quantified showed, with 28C deemed unsafe. French TSO RTE expected power demand to peak at 59.4 GW on Thursday and 58.6 GW on Friday, with a surge expected due to an increase in need for cooling.

• Huge Swathes Of The Arctic On Fire, Satellite Images Show (Ind.)

Vast swathes of the Arctic are suffering from “unprecedented” wildfires, new satellite images have revealed. North of the Arctic circle, the high temperatures are facilitating enormous wildfires which are wreaking ecological destruction on a colossal scale. It comes after the world’s hottest June on record which has been followed by a devastating heatwave in the US, with Europe forecast for the same treatment later this week. Satellite images reveal fires across Greenland, Siberia and Alaska, with warm dry conditions following ice melt on the enormous Greenland icesheet commencing a month earlier than average.

Pierre Markuse, a satellite photography expert, posted images showing smoke billowing across massive areas of uninhabited and wild land. The pictures show forest fires and burning peat. They also reveal the extent of the damage the fires leave behind. In Alaska wildfires have already burned more than 1.6 million acres of land. Mark Parrington, a senior scientist at the European Centre for Medium-Range Weather Forecast, said the amount of CO2 emitted by Arctic wildfires between 1 June and 21 July 2019 is around 100 megatonnes and is approaching the entire 2017 fossil fuel CO2 emissions of Belgium.
